Job Description

We are looking for Head of Legal who is responsible for leading and managing all legal functions within Shelter Group's Construction Division. The role provides expert legal counsel and full departmental support across Construction, QS, Procurement, HR, and Finance. The Head of Legal ensures compliance with Qatari laws and corporate governance, manages contract drafting and review, oversees dispute resolution and litigation, and supports policy development across all departments. The position acts as the company's legal guardian, ensuring risks are mitigated, contracts are enforceable, and Shelter Group remains fully compliant and legally protected in all its operations

TASKS & RESPONSIBILITIES

1. Legal Advisory

  • Advise management on legal matters, including contracts, disputes, compliance, and governance
  • Ensure business decisions are aligned with applicable laws and Shelter Group's interests

2. Contract & Policy Review

  • Draft, review, and approve contracts, agreements, and policies
  • Ensure legal soundness and compliance with Qatari law, labour regulations, and corporate governance standards

3. Litigation & Dispute Management

  • Represent Shelter Group in litigation, arbitration, and dispute resolution
  • Coordinate with external counsel and provide full departmental support in case handling

4. Compliance & Risk Management

  • Monitor regulatory and legal developments in Qatar and the GCC region
  • Implement compliance frameworks and risk mitigation strategies across all operations

5. HR Legal Support

  • Review and validate HR policies, employee contracts, and procedures
  • Ensure compliance with Qatari Labor Law and support HR in disciplinary and grievance cases

6. Procurement, Contracts & Project Support

  • Review procurement contracts, tender documents, and subcontractor agreements
  • Provide expert legal support on FIDIC-based construction contracts, ensuring correct application of terms and conditions
  • Support the Contracts and QS teams during negotiations, claims, and dispute resolution
  • Ensure all contractual terms are legally enforceable and protect Shelter's interests

7. Departmental Legal Support

  • Provide on-demand legal guidance to Construction, QS, Procurement, HR, and Finance teams
  • Ensure every department receives timely legal support for daily operations

8. Documentation & Records

  • Maintain transparent, accurate, and audit-ready legal records and case files
  • Ensure systematic archiving of contracts, policies, and legal documentation

9. Training & Awareness

  • Deliver legal training sessions to management and staff
  • Promote awareness of compliance obligations and governance standards

10. Reporting & Advisory

  • Provide timely legal reports, case updates, and risk assessments to management
  • Support executive decision-making with clear legal analysis and recommendations

QUALIFICATIONS

  • Bachelor of Laws (LLB) or Master of Laws (LLM); admission to practice law preferred.
  • Minimum 10 years' legal experience, with at least 5 years in senior roles within construction or corporate sectors.
  • Strong knowledge of FIDIC conditions of contract and their application in construction and infrastructure projects.
  • Demonstrated track record in handling litigation, contract disputes, and regulatory compliance.
  • Experience in Qatar or the GCC region strongly preferred.
  • Fluency in English; Arabic.
