UDST invites applications for the position of Strategic Planning and Risk Management Specialist , reporting to the Manager of Strategic Planning and Performance.

• Contribute to developing, implementing, and monitoring UDST’s Strategic and Operational Plans.
• Develop, review, and recommend risk management strategies, including risk identification, analysis, response planning, and control to mitigate adverse events.
• Update the Risk Management Policy, procedures, and Framework to support effective risk management across units.
• Manage the risk register in coordination with Business Units.
• Monitor and report on risks and controls, supporting ongoing improvements in risk processes.
• Conduct risk analysis, develop strategic recommendations, and implement risk reduction controls.
• Advise Business Units on risk-related matters and ensure key risks are communicated effectively.
• Create communication channels concerning key risks and identify KPIs related to risks.
• Develop and implement risk assessment models and systems.
• Gather risk data internally and externally for strategic planning and risk management.
• Maintain databases for reporting and presenting risk positions to leadership.
• Conduct benchmarking studies on risk management best practices.
• Support contingency planning for emergencies and communicate risk impacts related to regulations.

Education and Certifications

• Bachelor’s degree in a relevant field (required)
• Master’s degree (preferred)

Desirable certifications include PMP, MPM, PMI-RMP, CRM, or CRMP.

Experience

• Minimum 5 years in Strategic Planning and Risk Management, preferably in higher education.

Based on site, you will work with the Project Manager to deliver the project within time, budget, and specifications.

• Manage a team of Planning Engineers
• Be involved throughout the entire pre-planning, planning, and construction phases
• Manage relationships with the client, consultants, and framework partners
• Manage in-house construction teams and external subcontractors

As a Planning Manager, you will be/have:

• A HNC or Degree in Construction or Engineering
• 10 years of experience
• Experience on Rail – Underground – Subway or Metro Projects
• Experience working for a recognized main contractor or subcontractor
• Ideally, experience with Primavera
• Current role as Project Controls Manager, Senior Planning Engineer, or Planner

Job Purpose

The Planning Engineer is responsible for developing, monitoring, and updating project schedules, ensuring that projects are executed efficiently, on time, and within budget. This role requires strong expertise in project planning, progress tracking, and reporting, as well as close coordination with engineering, procurement, and construction teams to ensure smooth project execution.

Key Responsibilities

Project Planning & Scheduling

Develop detailed project schedules using Primavera P6 / MS Project, covering engineering, procurement, and construction phases.

Define project milestones, critical paths, and resource allocation plans.

Prepare baseline programs and secure client / consultant approvals.

Progress Monitoring & Control

Monitor project progress against the approved baseline schedule.

Identify schedule variances, delays, and potential risks, and recommend corrective actions.

Update schedules periodically and prepare progress S-curves and histograms.

Coordination & Communication

Coordinate with project teams, subcontractors, and suppliers to collect progress data.

Conduct planning review meetings and present progress updates to stakeholders.

Support project managers in decision-making with accurate schedule forecasts.

Reporting & Documentation

Prepare weekly and monthly progress reports for internal and client review.

Maintain detailed records of schedule changes and justifications.

Assist in preparing extension of time (EOT) claims and delay analysis.

Compliance & Standards

Ensure all planning activities comply with company procedures, MME / UPDA standards, and contractual requirements.

Adhere to safety, quality, and regulatory standards in all project planning tasks.

Qualifications & Experience

Education : Bachelor’s degree in any Engineering discipline.

Licenses & Certifications : MME / UPDA License (Mandatory).

Experience : Minimum of 10 years in a similar planning role, preferably in construction, infrastructure, or oil & gas projects.

Technical Skills :

Proficiency in Primavera P6 and MS Project.

Strong understanding of project planning methodologies and earned value management (EVM).

Knowledge of contractual terms related to planning and scheduling.
