The Senior Policy and Governance Analyst will provide strategic leadership and advice on policy development and governance frameworks within the organization. This role involves researching, drafting, and executing comprehensive policies, developing policy recommendations, advising senior leadership, designing, and implementing effective governance structures, and overseeing processes to ensure adherence to best practices. Key Responsibilities: Policy Development and Advisory Conduct comprehensive research on emerging policy issues and industry trends that may impact the organization. Develop, draft, and implement new policies and frameworks that align with the organization's objectives, regulatory requirements, and industry best practices. Regularly review and update existing policies to ensure their relevance, effectiveness, and compliance with applicable laws and standards. Design, maintain, and provide expert guidance on detailed Terms of Reference (ToR) for key committees, departments, and organizational functions. Offer strategic policy advice to senior leadership, supporting informed decision-making on critical organizational initiatives. Prepare clear, concise reports, briefings, and presentations for leadership, board members, and external stakeholders. Governance and Compliance Develop and implement governance frameworks, monitor compliance, and provide strategic advice on risk management practices to ensure effective oversight and decision-making within the organization. Prepare materials, reports, and recommendations to support board meetings, including updates on legislative changes, governance, and compliance matters. Serve as the primary liaison with regulators, industry bodies, and external auditors, ensuring the organization complies with all external governance requirements. Oversee internal processes and operations to ensure adherence to applicable laws and industry regulations (e.g., data privacy laws, financial regulations, environmental standards). Conduct regular audits to identify and address potential compliance gaps or risks. Educate staff on governance best practices and promote adherence to established frameworks and standards throughout the organization. Process Development Evaluate and optimize internal processes, with a focus on enhancing information flow across the organization. Analyze existing meeting structures and propose improvements to enhance clarity, collaboration, and decision-making. Develop and implement processes that promote cross-functional coordination and structure meetings between senior leaders and departments to achieve impactful outcomes. Provide support in planning, executing, and completing high-priority projects led by the General Managers & CEO’s Office. Serve as a trusted advisor to the CEO’s Office, facilitating seamless communication with various departments. Exhibit adaptability in responding to changing priorities, work environments, and evolving responsibilities to effectively address business needs. Qualifications: Bachelor's degree in public policy, business administration, law, or related field; Master's degree preferred. Seven or more years of experience in an upper-management role, preferably in policy, governance, and advisory position. Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Operational Research System Analyst (ORSA) to support APOLLO/OPIAS in Tampa, FL. • Coordinate, consolidate, submit, and track intelligence requirements across Information Forces and Info activities.
• Create, determine resourcing, and/or coordinate with stakeholders, the collection of social, cultural, economic, political, religious, and regional identified indicators through all available sources to assess approved series in the theater.
• Participate in the development of intelligence for inclusion in command collection plans, facilitating planning, execution, and feedback for measures of performance and measures of effectiveness.
• Identify, assess, design, and report on highly complex adversary strengths, weaknesses, order of battle, force structure, military capabilities, key military leadership, military policies, plans, strategies, intentions, and their impact on force developments in support of IO Division planning efforts and operational execution
• Conduct assessment of information activities and OIE. Identify and track measures of performance through the attainment of measures of effectiveness
• Provide operational intelligence services that include the full range of intelligence functions to address Information Related Capabilities (IRC) requirements.
• Apply advanced analytical methods—such as statistics, modeling, simulations, and data science—to assess and optimize the effectiveness of OIE and influence campaigns. Help leadeship and planners make data-informed decisions about employing Information Forces across the battlespace.
  
  

Basic Qualifications

• Bachelor’s degree in Operations Research, Mathematics, Statistics, Data Science, Engineering, Economics, or related quantitative field
• 3+ years of experience applying quantitative methods to military or government problem sets
• Experience working in a collaborative, cross-functional team environment
• Proficiency in modeling, simulation, optimization, and data analysis
• Demonstrated ability to develop and brief decision support tools or assessments to senior leaders
• Familiarity with statistical tools and languages (e.g., R, Python, MATLAB, or SAS)
• Strong communication skills — able to present complex findings clearly to both technical and non-technical audiences
• Active TS/SCI security clearance

• Completion of FA49 (Army ORSA) or similar military ORSA training pipeline
• 5+ years of experience supporting Combatant Commands, the Joint Staff, or DoD components
• Experience supporting Information Operations, Strategic Communications, or Influence Assessment
• Understanding of Joint Planning Process (JPP) or campaign design
• Proficiency with data visualization tools (Tableau, Power BI, D3.js) or network analysis software (Gephi, Palantir, Neo4j)
• Experience applying machine learning or predictive modeling in an operational context

**Position Summary**:
**Responsibilities**:

- Reviews IRB databases to identify, select, extract and summaries data related to ethical issues.
- Liaises with other institution's and HRPP offices (locally and internationally) to initiate collaborations, data collection and analysis.
- Reviews and identifies unclear or undefined research ethics policies, procedures, or guidelines to recommend changes.
- Collects and analyzes the generated data from surveys, draft presentations, and highlights concerns.
- Builds and organizes data as requested by the principal investigator, using common statistical programs for the data analysis.
- Develops and implements an education and training program for ethics in research.
- Supports in the production of surveys and experiments for the research community, review committees and HRPP offices.
- Assists in identifying funding opportunities, drafting funding proposals and reports. Drafts and tracks budget projections versus account expenditures.

**Education**:

- Bachelor's Degree

**Experience**:
Bachelor’s Degree in biological science with 5 - 6 years of experience in research compliance and ethics.

Master’s Degree in relevant discipline is preferred.

Prior experience in research, medical or educational field is highly desirable.

**Knowledge, Skills and Abilities**:

- Demonstrated experience in using common statistical packages such as SPSS, Stata, SAS, S-PLUS, or R.
