About the role:

Qatar Airways are pleased to announce an incredibly exciting opportunity to join our Flight Operations - Regulatory Affairs team as a Regulatory Affairs Manager to be based in Doha, Qatar.

As a Regulatory Affairs Manager, you will work closely with Head of Regulatory Affairs to ensure effective liaison with Qatar Civil Aviation Authority (QCAA) for matters associated with crew member certificates and CAMO related aircraft documentation. You will also support in ensuring regulatory compliance of Qatar Airways by providing guidance and interpretation of the means to comply with the local and international regulations and requirements.

Specific responsibilities for the role include:

  • Formulate internal procedures, maintain and implement Regulatory Affairs Business Process Manual to uphold Qatar Airways standards.
  • Establish a strong relationship with Qatar Civil Aviation Authority (QCAA), relevant Civil Aviation Authority (CAA) and internal stakeholders in order to achieve seamless connection and effective communication facilitating successful completion of tasks/projects.
  • Maintain current knowledge of Qatar Civil Aviation Regulation (QCAR) Nos. 1001, 1002 and 1003 of 2006; and QCAR No. 068 of 2022, including proposed and final regulations and procedures to ensure that internal stakeholders receive guidance based on an updated regulatory information.
  • Assess the impact of proposed regulations to Qatar Airways fleet and operations in order to support the affected departments prepare before its implementation date.
  • Participate in the promulgation of proposed new or amended Civil Aviation regulations by providing position/comments to the Civil Aviation Authority thereby safeguarding Qatar Airways interest.
  • Prepare all Continuing Airworthiness Management Organization (CAMO) related application packages and submit it through QCAA e-services portal to ensure timeliness and compliance with regulatory requirements.
  • Manage applicable crew Member Certificate (CMC) applications for Qatar Civil Aviation Authority (QCAA) by overseeing application submission to ensure accuracy and compliance with the Qatar Civil Aviation Regulation (QCAR) requirements/procedures.
  • Maintain aircraft documentation records using quality management system (QAMS), FlyDocs, etc. to ensure all certifications are available throughout the life cycle of the aircraft.
  • Provide aircraft documentation (certificate of registration, certificate of airworthiness, export Certificate of airworthiness) to other Qatar Airways departments based on their request thus supporting their business requirements.

About you

The successful candidate will have the following skills and qualifications:

  • Relevant College or University qualifications with minimum 7 years of job-related experience.
  • Experience in Civil aviation requirements analysis and project management preferred.
  • Previous Regulatory Affairs experience will be added advantage.
  • Knowledge of QCAR Nos. 1001, 1002 and 1003 of 2006; and QCAR No. 068 of 2022.
  • Strong understanding of regulatory applications and aircraft documentation processes.
  • Familiarity with Quality/Compliance Monitoring and SMS.
  • Knowledge of Regulatory Affairs and its functions.
  • Knowledge of QCARs and ICAO & IATA standards.
  • Conversant with aviation terms and terminology.
  • Ability to draft concise responses to QCAA queries making references to the relevant regulations.

  • Work on fine-tuning (post-training) data production pipelines to improve the custom LLM solutions as needed
  • Work on the continuous evaluation of custom LLMs
  • Drive the technical and operational partnership with research institutions
  • Have native fluency in Arabic and English
  • Build and drive some of our most critical operational processes
  • Own the day-to-day delivery of customer commitments

Ideally, you'd have:

  • 2+ in an operational role and/or a top-tier consulting firm
  • An undergraduate degree in computer science, business, engineering, systems, finance, logistics, communications, journalism, or a related field
  • Strong attention to detail
  • Strong writing and verbal communication skills, with an emphasis on grammar, proofreading and copy editing
  • An action-oriented mindset that balances creative problem solving with the scrappiness to ultimately deliver results
  • Analytical, planning, and process improvement capability

Nice to haves:

  • Hands-on experience in machine learning, especially in NLP (during a previous role or in school)
  • Technical skills including familiarity with APIs, large language models, machine learning, and advanced querying languages
  • Ability to use SQL, Python, or other data analysis tools

Scale is growing rapidly, and joining the International Public Sector team is an opportunity to work on one of the most exciting and quickly expanding teams at Scale. This team is responsible for generating, executing, and fostering Scale's work with governments and government-backed entities outside of the United States.

We develop bespoke solutions that leverage our customers' proprietary data and expertise to transform their organizations with AI. We work with them to understand their pain points and workflows and then forward deploy our team to build cutting-edge solutions. The applications we build are powered by the Scale GenAI Platform, a full stack product to build, test and deploy frontier AI agents.

  • Developing custom AI applications
  • Building custom LLMs
  • Providing high-quality training data for research and government institutions building LLMs
  • Developing partnerships to foster regional talent growth and AI adoption

We are looking for an entrepreneurial and experienced product leader to play a pivotal role in the ideation and development of transformative AI solutions. The ideal candidate has deep experience with AI/ML application development, can think strategically about how to solve a problem, is an excellent listener, is comfortable getting into the weeds operationally, and has a strong understanding of software engineering principles and practices. You will be responsible for owning large AI projects for one or many customers.

You will lead a cross-functional team of engineers, MLEs, and operators to build a highly impactful solution for our customers that will drive millions in revenue for our business as well.

Responsibilities:

  • Lead design workshops with the client to define custom AI solutions
  • Scope out new AI application use cases across various government entities
  • Lead cross-functional development of AI applications and custom LLMs with diverse stakeholders (Engineering + Ops + Go-to-Market)
  • Consistently engage with future end-users to solicit feedback and ensure we are prioritizing effectively
  • Stay up to date with latest research in applied AI and training custom LLMs
  • Scope out model evaluation sets and performance requirements, consistently review results, and iterate on the solution
  • Give regular progress updates to the client and International Public Sector leadership

Minimum Qualifications:

  • 4+ years of experience building products with specific experience within the last 1-2 years building AI-powered products
  • Strong technical background (STEM degree) and/or experience building technical software products
  • Strong understanding of generative AI technologies and their applications in both enterprise and consumer settings
  • Experience with vibe coding tools (i.e., Replit, Lovable, Bolt, etc.) and design tools (i.e., Figma/Canva/Miro)
  • Exceptional leadership, presentation and communication skills with the ability to influence cross-functional teams

Nice to haves:

  • Coding experience (Python)
  • Proficiency in Arabic, both written and spoken
