The Role
Ability to review and assess Contractor's baseline master programmes and detailed submissions/revisions, including zoning, WBS structure, contractual compliance, BoQ analysis, scope compliance, sequencing, critical path analysis, cost loading and distribution, production rates, duration analysis, resource loading, activity coding, schedule log, etc. - Has a solid knowledge in scheduling options and techniques to address critical tasks, including longest path analysis, backdated updates, eliminating out-of-sequence activities, and rectifying scheduling defects. - Fully familiar with the construction requirements including engineering submissions, engaged authorities in infrastructure projects, pre-requisite works, teaming sequence and needs, required crews to complete any infrastructure task and their expected productivity, testing and commissioning as well as handing over requirements. - Demonstrate a sound knowledge in project control and verifying the Contractor's updates utilizing project management tools; like performance measurement sheets, earned value reports, variance reports, etc. - Ability to perform productivity analysis, longest path analysis, multiple critical path analysis, identifying the root cause of delays, and other analyses might be requested. - Has a sound knowledge in evaluating Extension of Time techniques, recommendation report's structure, delay analysis methods, preparing and tracking detailed chronologies and preparing recommendations in accordance with national/international standards. - Ability to perform concurrency analysis, identify Contractor's concurrent delays, track records, perform window analysis, and prepare recommendations accordingly. Civil Engineering Knowledge: - Demonstrate a sound knowledge of Treated Sewage Effluent and landscaping infrastructure including but not limited to, different types of flow, the use of chambers (conventional, butterfly, air release, washout, distribution, flow meter), pressure compensating elements, sprinklers, valves, fitting and other ancillaries, as well as different types of Hard and Soft landscape construction elements. - Knowledgeable in other utilities and roadway infrastructure, including but not limited to drainage (pipes, manholes, flow chambers, gullies, connections, ancillaries, flow systems, dewatering techniques, the use of granular materials), Electricity, Street lighting, Telecommunication, different types of pavements (flexible, rigid, semi rigid, overlays), street and safety furniture, including all testing requirements, and handing over to the Authorities. Contract Administration: - Sound knowledge of FIDIC forms of contract, different procurement routes, and contract types. - Literate in the Society of Construction Law protocol and ability to assess Contractor's claims in accordance with the stipulated principles involved. - Ability to interpret contract terms correctly, understand bespoke forms, identify roles, responsibilities, obligations, and risks of different contracting parties, breaches (material, non-material, repudiatory), default events, preliminary requirements, bonds, insurances, submission/approval timelines, and dispute resolution mechanisms. - Ability to identify contractual standings and merits for Contractor's claims, and draft contractual letters for Contractor/Employer, following proper contractual mechanisms and performing the roles and obligations of a supervision consultant. Commercial Knowledge / Skills: - Ability to perform Bill of Quantity analysis, identify the required materials to be loaded in the Contractor's schedule of work, and assess the cost loading of different activities/cost headings. - Ability to analyze Contractor's cash-in flow, forecasting the specific task and the associated cost, and ensuring consistency between the pricing documents and the programme of work. - Ability to Perform gap analysis for Earned Value / Actual Value of work completed, and demonstrate sound knowledge in identifying variances, and preparing recommendations. - Ability to perform detailed take-off for different disciplines. - Ability to perform Value-to-Complete report, identifying the value of work completed and providing category/bill wise breakdown of remaining works in different intervals. Risk Management Knowledge / Skills: - Ability to identify Risks for different disciplines, in accordance with the schedule of work and site conditions. - Ability to develop a comprehensive Risk Register including Risk definition, parameters, scores and Risk response plans. - Drafting Risk alerts for critical and high proximity potentials.
Requirements
BS Civil Engineering or equivalent MMUP is required 10 years minimum experience PWA/Ashghal experience is required (Roads project) Software Skills: - Project Management Software: Primavera P6 Professional, Oracle Primavera, Active Risk Manager. - Construction Software: AutoCAD Civil 3D, or Conventional AutoCAD. - Microsoft Office: Word, Excel, PowerPoint, Power BI. - Other software: Spreadsheet proficiency (Excel, Google Sheets), Submittal and RFI tracking Software.

What You'll Be Doing
- The Planning Engineer will be providing all necessary assistance to the construction supervision team with respect to all planning and scheduling issues and progress of the works. The incumbent will be responsible for the review and approval of the submitted work program by the contractor and he will monitor the work progress during the construction and reports to the Planning Manager.
- He will participate and coordinate with the contractor to produce recovery work programs in case of delays and he will participate in assessment and analysis of time related claims.
- Review, check and evaluate the Contractor's time schedule of works.
- Following the review, recommend, acceptance / rejection of the Contractor's time schedule to Planning Manager for forwarding the recommendation to the Engineer (PMC) and Client for program acceptance.
- Monitor the work progress, compare to the accepted program of work and report to the Planning Manager.
- Coordinate with the Planning Engineers of Client/PMC and the Contractor on all scheduling issues and progress.
- Prepare weekly, monthly (or any period agreed with the Engineer (PMC) / Client) reports about the status of construction progress.
- Evaluate, and forecast project progress and performance against the established accepted / amended schedule with critical milestones.
- Assess the impact(s) of design/construction changes and schedule slippages.
- Inform the Planning Manager (for informing PMC / Client) of any potential delays in the project completion or the milestones.
- Analyse, assess and participate in discussions about any suggested recovery program by the Contractor to mitigate any delays.
- Participate in the assessment and analysis of time related claims by the contractor.
- Assist the Planning Manager in progress validation, monitoring KPI's & Construction commodities, and preparation of project status reports.
What Required Skills You'll Bring
- BSc degree in Civil Engineering discipline.
- Minimum 10 years of directly related experience in planning and scheduling both engineering and construction activities and a minimum of 2 years GCC experience.
- Experience on design and construction of large scale infrastructure, building projects including high rise towers.
- Proficiency in scheduling software including Primavera P6.2, Claim Digger, schedule Analyser and other presentation software like MS office, Visio, Crystal Reports, etc.
- Thorough knowledge of industry practices and regulations.
- Knowledge of current technology and its effective use on the project.
- Must have good command of English both written and spoken, good communication and presentation skills.
- MMUP is a must.

About the Role:
The Planning Engineer is responsible for preparing, monitoring, and optimizing manufacturing and service execution plans for API-compliant oilfield equipment. This includes wellhead components, valves, spools (API 6A), drilling and well control equipment (API 16), drill stem elements (API 7-1) and casing/tubing (API 5CT). The role involves capacity planning, resource allocation, and production/service scheduling, ensuring timely delivery while maintaining compliance with API standards, DSERV procedures, and client commitments.
Key Responsibilities:
Manufacturing & Service Planning:
- Develop and maintain production and service schedules for manufacturing, repair, and testing of API 6A, 16A, 7-1, and 5CT equipment.
- Monitor machine, manpower, and work center capacities to identify and resolve bottlenecks.
- Execute order planning through ERP (production, purchase, service orders), ensuring timely conversion from planned to confirmed orders.
- Align material planning with procurement and warehouse functions to meet delivery commitments.
Monitoring & Reporting:
- Track execution progress for manufacturing, service, and repair jobs; identify delays and recommend corrective measures.
- Perform job closure or post-project review and validate estimated vs actual budget report.
- Prepare monthly manufacturing and service plans aligned with sales forecasts and client requirements.
- Support preparation of SIOP (Sales, Inventory, Operations Planning) reports covering production, purchase, and service order status.
- Generate capacity utilization and inventory analysis reports.
Coordination & Support:
- Collaborate with engineering, procurement, and operations teams to define accurate lead times for API 6A, 16A, 7-1, and 5CT product lines.
- Provide technical planning support for service activities, including repair, re-certification, and testing.
- Collaborate with Sales, Engineering and Quality to review the technical and delivery aspects of the Enquiry & Order.
- Support sales with accurate lead-time estimates and delivery commitments during quotation and order review stages.
- Collaborate with Estimation to resolve the budget relevant issues during the job execution.
Continuous Improvement:
- Maintain accuracy of ERP planning parameters (BoM status, lead times, ATP/CTP, sourcing scenarios).
- Propose improvements in planning processes to enhance efficiency, accuracy, and on-time delivery performance.
- Support development of standardized reports for inventory, utilization, and delivery analysis.
Qualifications & Requirements:
