Job SummaryThe incumbent will execute the projects within the financial and non-financial budgetary limits, conforming at the same time, to regulations, rules, procedures and quality standards, by designing, supervising and ensuring the execution of all project work as per specifications and drawings, scheduling tasks, reviewing and approving cost & quality reports and ensure a proper coordination with end users for smooth occupying.
Responsibilities- Shareholder & Financial: Responsible for development of operating budgets for the project. Ensure appropriate engagement of all relevant stakeholders at the appropriate level throughout the project.
- Cost and ROI: Ensure activities are coordinated to achieve cost efficiency and better ROI. Ensure the efficient and cost-effective implementation of the project in accordance with specified requirements. Implement KPI's and best practices for Engineering Projects Management. Promote cost consciousness and efficiency and enhance productivity to minimise cost, avoid waste, and optimise benefits for the bank.
- Customer (Internal & External): Coordinate with concerned user departments to secure the requirements and plan project objectives. Provide design documents to project staff for efficient implementation. Coordinate with outside contractors, consultants and regulatory authorities as required during project execution. Coordinate with concerned user departments to secure the requirements and schedule for the respective projects and works execution.
- Operational execution: Coordinate & follow up with subordinates to ensure implementation of requirements in a timely manner. Assist customers in all their queries on Bank's product and seek solutions to their requests. Maintain activities in accordance with SLAs with internal departments/units to achieve improvements in turnaround time.
- Relationships and data: Build and maintain strong relationships with related departments/units to achieve the Group's objectives. Provide timely/accurate data to external/internal Auditors, Compliance, Financial Control and Risk when required.
- Internal (Processes, Products, Regulatory): Conduct feasibility studies, investigate maintenance requests, and prepare estimates and scope of work. Document project requirements from user departments to develop the design specifications. Review and finalize design drawings, specifications and tender documents. Support the VP - Projects Engineering in preparing tender documents and evaluation reports of tenders with recommendations.
- Monitor the implementation of projects and ensure that they are performed in accordance with the set design documents. Monitor the project staff to ensure the optimum coordination with consultants and contractors to ensure the execution of projects as per the specifications, drawings and programs of work. Review and approve the material submittals, shop drawings, etc., and follow-up the procurement of materials. Cross check the contractor's valuations, variations, etc., and provide comments/suggestions to the Vice President Projects Engineering for final approval. Monitor projects performance through regular site visits and site meetings to ensure the progress of works. Review progress reports of the projects in accordance with agreed time and format requirements. Inform the Vice President - Projects Engineering of project variations, changes in timelines and provide recommendations.
- Periodically review material costs and other costs incurred by QNB and compare against budgets, providing explanations for any adverse variances. Thoroughly review and verify the billing and progress of work submitted by contractors and submit comments/suggestions. Monitor the projects budget and attempt to maintain targeted costs.
- Use Critical Path Management (CPM), Program Evaluation and Review Techniques (PERT) and Gantt charts to ensure the timely completion of projects by identifying critical paths, slack time and coordinate project efforts to meet timeline.
- Manage the projects budget, risks & issues and provide resolution of issues. Monitor the progress of each change project and initiate actions to permit all planned activities to remain on track. Review materials being used at sites for quality, quantity, price and follow-up on any requirements. Visit frequently the sites for ensuring progress of work, usage of materials, etc.
- Learning & Knowledge: Maintain a good understanding of project design techniques, methodology and best practices for a wide variety of small to large-scale projects. Proactively identify areas for professional development of self and undertake development activities. Seek out opportunities to remain current with all developments in professional field.
- Legal, Regulatory, and Risk Framework Responsibilities: Comply with all applicable legal, regulatory and internal compliance requirements including, but not limited to, Group Compliance Policies and Procedures (AML & CTF, Sanctions Policy, Data Protection Policy, Fraud Control Policy, Whistle Blowing Policy, Conflict of Interest and Insider Dealing Policy). - Interact and communicate with clients, external and internal consultants, all internal team members and contractors to ensure smooth operation of projects.
- Liaise with and provide guidance to CAD designer as and when required.
- Provide support during the tendering phase in evaluating bidders in line with technical requirements for the project.
- Review technical proposals from EPC contractors, manufacturers, suppliers and prepare evaluation reports for all procurement related to plants, network, and energy transfer stations.
- Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is carried out in an efficient manner, which is consistent with operating procedures and policy.
- Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with operating procedures and policy.
- Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.

Job Description
Roles in this level are responsible for design development and services related to the rotating equipment, related packages and auxiliary systems to be integrated into existing industrial process plant in an efficient and systematic manner and according to QAFCO procedures and specifications and to the Company's goals and objectives. As a part of project works, they have the responsibility in analyzing the problems, carrying out root cause analysis & engineering calculations to arrive at the optimum techno-economic solution, prepare tender, carry out technical evaluation, generate the deliverables of the required quality and support for execution of Project. They compile and provide input to the periodic reports within their area of work. They assist their superiors in cost control.
The role holder must ensure that all activities are carried out in compliance with QAFCO's Health, Safety and Environment procedures.
Key Accountabilities
- Plan work activities, lead and support various project teams and liaison with all the stakeholders to ensure execution of assigned project activities to meet set objectives and overcome challenges.
- Carrying root cause analysis, complete the process data sheets with mechanical details to fully detail the equipment specification, perform engineering calculations using software, as per codes and standards.
- Prepare datasheets, specifications and requests for quotation.
- Review and evaluate supplier proposals and prepare bid tabulations.
- Select, size, and determine costs to meet process design and mechanical performance requirements.
- Develop and maintain/update Specifications/standards on engineering practice within the trades, including incorporation of lessons learnt.
- In depth knowledge and hand on experience about the over hauling of steam turbines, compressors, gas turbines, pumps etc.
- Assist with P&ID, 3-D piping model, and HAZOP reviews.
- Conduct design reviews and fabrication inspections, Witness and evaluate performance tests.
- Keep informed of technological developments in the area of responsibility in order to update knowledge, identify and recommend opportunities for increased effectiveness and/or cost reduction.
- Provide technical support to multiple projects and operations, as per the requirement, meeting the required quality of work & schedule
- Support in training of new and/or trainee Engineers to ensure that they are equipped with the necessary skills to independently perform their tasks. Exchange knowledge with colleague Engineers.
- Bachelor's degree in mechanical engineering
- In depth technical knowledge of engineering codes and standards (ASME, API, ANSI, IEC, BS, EN etc.) and their application.
- A minimum of 10 years relevant experience as a Rotating/Package Mechanical Engineer, preferably in projects related to petrochemical and/or ammonia / urea manufacturing plants.
- Candidate shall be proficient in the development of datasheets, engineering documents reviews, procurement, and installation of rotating equipment like pumps, compressors, steam turbines, Gas turbines and packaged equipment.
