  • Perform daily management of communications and IT requirements development and processing and project management tasks;
  • Gather, submit, process and coordinate end user requirements for communications and IT capabilities and services; and track and monitor status to completion;
  • Plan, initiate and manage communications and IT projects, leading and guiding work of technical staff, and serving as a liaison between business and technical aspects of projects;

  • Assist with support agreement management activities to include drafting, reviewing, processing, filing and maintaining agreements (e.g., Service Level Agreements, etc.);
  • Assist with exercise and inspection support planning to include attending meetings, gathering end-user requirements, evaluating resource requirements and availability, and coordinating the delivery of the required capabilities and technical support;

Minimum Qualifications

  • Active, in-scope US Government issued Top Secret clearance with SCI Eligibility
  • Due to the nature of the work and contract requirements, US Citizenship is required
  • 6 years' experience in IT, or related Project Management field; and Project+ certification or equivalent; or 3 years' experience in IT or related Project Management field, and Certified Associate in Project Management (CAPM) or equivalent certification

Key Responsibilities:


Project Leadership


  • Lead the overall planning, execution, and delivery of the office fit-out in accordance with project requirements, timelines, and budget.

Fit-Out Management of High-Rise Corporate Facilities


  • Oversee the fit-out works for executive suites, open-plan collaborative areas, specialized facilities (e.g., gym, dining hall, staff café), and MEP-intensive zones.
  • Ensure compatibility of fit-out works with core-and-shell systems including vertical transportation, district cooling, access control, and fire safety.
  • Monitor interface management between architectural finishes and critical infrastructure (e.g., ICT, AV, security systems).

Quality Assurance and Regulatory Compliance


  • Ensure all works comply with the client's quality standards, health and safety regulations, Civil Defence approvals, and other statutory requirements.
  • Review and approve design submissions, shop drawings, method statements, and commissioning protocols.

Risk and Cost Control


  • Identify, assess, and mitigate schedule and cost risks throughout project stages.
  • Coordinate with the Cost Consultant to manage variations, change orders, and claims.
  • Maintain accountability for budget tracking, progress reporting, and early escalation of deviations.

Experience:


  • Minimum 20 years of professional experience, including 10 years specifically managing high-end workplace or corporate office HQ fit-out projects.
  • Minimum 5 years of continuous employment with the current firm or relevant organization.
  • Project Type Expertise: Proven experience with large-scale, high-rise office buildings, including premium executive suites and complex stakeholder environments.
  • Delivery Model: Strong understanding and hands-on experience with Design & Build (D&B) project delivery frameworks.

Project Management administration : in addition to managing the project itself, you will also be responsible for project documentation. This includes developing communication, strategy plans, designing resource and project plans, providing status reports, submitting and tracking change requests, tracking risks and issues, providing variance reports, and submitting Steering Committee reports and lessons learned. Your ability to write clearly and accurately is crucial to the success of the project.

Project Manager is required to collaborate and manage all customer facing projects on the SITA Project Management Tool. You are responsible for providing consistent and accurate project information, documents, and reports in compliance with established governance to meet SITAs corporate and delivery performance objectives.

Project Managers are required to drive the profitability of their projects and to work with the Project Financial Controller to manage the project P&L in accordance with the Business Case.

Demonstrated experience managing government and public sector customers, including navigating procurement processes and compliance requirements.

Qualifications

Who are you

  • Minimum 10 years of experience in project management, with a proven track record of delivering software engineering projects.
  • Strong domain experience in the airline and airport industry, with deep understanding of aviation systems, operations, and stakeholder landscape.
  • Demonstrated experience managing government and public sector customers, including navigating procurement processes and compliance requirements.
  • Bachelors degree in Computer Science, Engineering, or a related field.
  • PMP certification from PMI is mandatory.
  • Strong understanding of software development lifecycle (SDLC), system integration, and digital transformation initiatives in the aviation sector.
  • Familiarity with aviation systems such as DCS, PNR, API, BHS, and airport IT infrastructure is highly desirable.
  • Hands-on experience in overseeing projects that involve cloud solutions, cybersecurity, or data analytics in the transport or aviation sector is a plus.
  • Fluent in both Arabic and English (spoken and written); must be able to lead bilingual stakeholder discussions and develop documentation in both languages.
  • Excellent stakeholder management and communication skills across multicultural teams and senior executives.
  • Strong leadership and team coordination abilities with cross-functional teams including technical, operations, and customer-facing roles.
  • Proficient in project tools such as MS Project, JIRA, Confluence, Smartsheet, and similar platforms.
  • Skilled in risk management, budget control, and change management in highly regulated environments.
  • High level of business acumen, with the ability to translate customer needs into project deliverables.
  • Ability to work under pressure and deliver results in mission-critical and time-sensitive environments.

Job Description

Seeking an experienced Program Manager to lead the implementation and operations of the NHI Program, overseeing all phases from planning to closure while ensuring alignment with PHCC's strategic goals and national health policies. The ideal candidate will bring strong healthcare and insurance management expertise, proven leadership in complex healthcare programs, and hands-on experience with systems like Cerner and CRCM, along with excellent communication and change management skills.

Major Responsibilities:

  • Managing the overall operations of NHI program at PHCC
  • Define, design, and implement program objectives, milestones, budgets.
  • Monitor and guide project managers on execution strategies, program policies, deliverables, building risks / mitigation plans, and methods on successful closure of projects.
  • Developing, processing, and monitoring evaluation tool kits to measure program performance.
  • Act as a bridge between higher management and people who are responsible for execution of the program. Make sure that the project runs smoothly and stays on schedule.
  • Collecting, recording, and analyzing project data for developing insightful reporting for top management
  • Facilitate vendor contracts, statement of work agreements, and relationships between Corporate & Vendor to ensure project deliverables are met.
  • Acts as advisors to contracts in contractual insurance concerns.
  • Should facilitate changing management process within the business to ensure project benefits are ascertained.
  • Represent expert opinion on health insurance regulations, standards, and industry best practices.
  • Coordinate with MoPH, HMC and other external stakeholders to align PHCC interests.
  • Demonstrate strong leadership, organizational and communication skills with all key stakeholders.
  • Lead program-wide transformative change in the area of "Operations, automation-CIS/HIM/CRCM & refine controls & reduce touch points.
  • To comply with PHCC's Project Management Framework
Requirements

Qualification:

  • A bachelor's degree in medicine
Experience & Knowledge Requirement:
  • A Bilingual (English and Arabic) with Minimum overall experience of 15+ years, of which 5 years' experience as a program Manager for a medium to large-sized health care business.
  • Certified PMI or equivalent preferred
  • Experience in Health Insurance Project Management
  • Experienced in handling project requirements by identifying project milestones, phases and elements.
  • Vast Experience of Hands-on practice working in the Health Insurance industry, Providers and Payers side.
  • Skilled at creating, analyzing, and managing budgets.
  • Proficient at using technology in project management processes.
  • Has a firm understanding of health care sector.
  • Excellent interpersonal and communication skills.
  • Forward-thinking mindset, strategic experience, and planning skills.
  • Leadership potential and excellent relationship-building abilities.
  • Strong presentation and public speaking skills.
  • Goal-driven, organized, and efficient in their work.
  • Sound knowledge and experience in medical coding are added advantage.
  • Cerner (Clinical Information system), CRCM experience is preferred
