GovCIO is currently hiring for a Communications/Project Planning. This position will be located in Qatar and will be an onsite position.

Responsibilities

The contractor shall:

1. Administer, manage and perform planning and implementation activities;
2. Provide continuity for deployed United States Air Force (USAF) personnel on all projects and serve as the focal point for all communication systems planning;
3. Convene and lead planning meetings, video conferences, and teleconferences;
4. Coordinate with SMEs, local command, and external agencies to develop and brief project plans;
5. Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other allied support;
6. Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI);
7. Manage implementation of communication systems projects;
8. Consolidate monthly reports of all communication projects;
9. Coordinate and process deployed base and command-level requirements;
10. Track requirements throughout the life cycle to include gathering, collecting, and archiving requirements;
11. Input requirement into the Government-provided database.

Qualifications

Minimum Qualifications:

• High School with 6 - 9 years (or commensurate experience). Clearance Required: Secret.

Required Skills and Experience:

• PMP or similar work experience;
• Senior level experience in: technical specifications development, process analysis and design, technical problem solving, analytical/logical thinking, installation of communications systems or equipment; coordinating the work of several different activities/agencies in project completion; production timelines, coordinating project support agreements, and reviewing engineering design documents;
• Must possess excellent interpersonal skills.

We are seeking a skilled and experienced E&I (Electrical & Instrumentation) Project Controls cum Planning Engineer to join our dynamic team, specializing in Oil & Gas construction projects. Ø **Planning & Scheduling**:

- Review Plan & prepare detailed Resource Loaded Schedule for all E&I activities.
- Update & Monitor Actual Progress against Baseline.
- Calculate achieve progress weightage & generate reports for invoicing.
- Generate measurement reports & monthly Invoicing.

Ø **Cost Estimation & Monitor**:

- Conduct detailed quantity take-offs for E&I components based on project specifications.
- Monitor and control project costs, identifying and addressing any deviations.
- Prepare accurate cost estimates & Budget considering materials, labor, and other relevant factors.
- Collaborate with project managers and engineers to refine cost estimates as necessary.

Ø **Cost Control**:

- Implement effective cost control measures to optimize project expenditures.
- Conduct regular cost analyses and recommend cost-saving initiatives.
- Ensure compliance with cost control policies and procedures.

Ø **Contract Administration**:

- Review and negotiate contracts with vendors, subcontractors, and suppliers.
- Ensure contractual terms align with project requirements and budget constraints.
- Administer contract variations and resolve commercial issues as they arise.

**Requirements**:

- Bachelor's degree in Instrumentation, Electrical, Electronics Engineering, or a related field.
- Proven **10 years of experience** as a Planning Engineer, Project Controls, for E&I Works in Oil & Gas construction projects.
- Familiarity with industry-specific software and tools.
- Strong understanding of relevant codes, standards, and regulations.
- Excellent negotiation and communication skills.
