Overview

GovCIO is currently hiring for a Communications/Project Planning. This position will be located in Qatar and will be an onsite position.

Responsibilities

The contractor shall:

  1. Administer, manage and perform planning and implementation activities;
  2. Provide continuity for deployed United States Air Force (USAF) personnel on all projects and serve as the focal point for all communication systems planning;
  3. Convene and lead planning meetings, video conferences, and teleconferences;
  4. Coordinate with SMEs, local command, and external agencies to develop and brief project plans;
  5. Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other allied support;
  6. Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI);
  7. Manage implementation of communication systems projects;
  8. Consolidate monthly reports of all communication projects;
  9. Coordinate and process deployed base and command-level requirements;
  10. Track requirements throughout the life cycle to include gathering, collecting, and archiving requirements;
  11. Input requirement into the Government-provided database.
Qualifications

Minimum Qualifications:

  • High School with 6 - 9 years (or commensurate experience). Clearance Required: Secret.

Required Skills and Experience:

  • PMP or similar work experience;
  • Senior level experience in: technical specifications development, process analysis and design, technical problem solving, analytical/logical thinking, installation of communications systems or equipment; coordinating the work of several different activities/agencies in project completion; production timelines, coordinating project support agreements, and reviewing engineering design documents;
  • Must possess excellent interpersonal skills.

Job Summary

Key Responsibilities

Compliance & Best Practices

  • Ensure all planning and reporting activities comply with organizational standards and contractual obligations.

Qualifications & Experience

  • Bachelor's degree in
    Engineering (Civil, Mechanical, Electrical, or related discipline)

  • Minimum 10
    years of experience

  • Proficiency in
    Primavera P6, MS Project, and advanced MS Excel
    .

Identify and implement opportunities to improve efficiency in material workflows. Maintain clear and up-to-date documentation, including service processes, tagging, tracking, and SOPs. Support the repair process for maintenance equipment, including vendor follow-ups and QA/QC tracking. Initiate re-certification, testing, and calibration for critical components (e.g., valves, gauges). System & Data Management

Utilize SAP/PALM for material tracking, planning, and reporting. Maintain up-to-date certification and documentation records. Contribute to audits and ensure compliance with document control procedures. Stakeholder Collaboration

Act as focal point for warehouse, offshore, and vendor communication related to materials. Interface with planning teams and use scheduling tools such as Primavera. Support vendor performance reviews with data and statistics. Promote consistency and best practices across assets. Participate in cross-department coordination and continuous improvement initiatives. We are looking for a

Material Planning Specialist

for one of our clients with the following details: Contract Duration: 1 year (with possible extension) Location: Doha, Qatar Work status: Residential, Single Qualifications & Experience

Industry recognized technical qualifications / Diploma supported by industry experience (offshore and onshore oil and gas facilities). Minimum of 10 years' experience working in the oil and gas industry in a similar role to the Warehouse / Logistics environment. Ability to work in a multi-disciplined and multi-cultural environment. Solid experience in computerised maintenance management tools (SAP / PALM) with excellent PC skills (MS Word, Excel, Outlook etc.). An understanding on the usage of the planning and scheduling tool Primavera Understanding and application of industry process safety guidelines and procedures. Solid knowledge on equipment maintenance & material management processes. Versatile, self-starter, resilient and able to interact effectively with different departments, peers and Senior Management on a daily basis. Excellent written and oral communication skills. Fluent in English (listening, writing and speaking) and its technical vocabulary Activities

Drive an Incident Free environment through establishing and maintaining a strong safety culture. Responsible for ensuring positive HSE performance by personnel, contractors and others working under the influence of the position. Ensuring compliance with HSE legislation, company standards and procedures under the area of responsibility to ensure employee safety, legislative compliance and responsible environmental attitude. Identify opportunities to improve efficiency of all Maintenance material management activities, processes and procedures. Provide first level specialist advice and guidance to onshore and Site / offshore personnel on the management / movement of Maintenance related materials. Provide administrative support to onshore / Site / offshore personnel on the management / movement of Maintenance related materials. Act as focal, in liaison with Warehouse personnel, to ensure continuous flow of materials / equipment for repair / refurbishment and return to stock / offshore. Liaise with Maintenance stakeholders to ensure effective and efficient management of materials. Interface with the Campaign / Shutdown & Base Operation Material Coordinators to ensure efficient tracking / bagging and tagging of materials. Interface with Warehouse personnel to ensure robust material management and storage / preservation of Maintenance related materials. Interface with Warehouse personnel / Contactors to ensure adequate management, refurbishment / replenishment and storage of Special Tooling, Turbine Kits etc. Support the repair process for Maintenace related equipment, which may include visits to local vendor workshops and warehouses. Act as focal for QA / QC material status / issues in liaison with the Technical Materials Administrator (TADM). Participate, as appropriate, in Maintenance material management / Warehouse audits. Ensure all related certification / documentation is coordinated and managed / stored effectively utilising COMPANY Document management processes and procedures. Initiate for re-certification, re-calibration, test for specific equipment (pressure gauges, valves) by Third party/Vendor Participate to the improvement on the Material management and planning activities, which include knowledges on the planning and scheduling tool Primavera Ensure all certification / documentation is up to date and easily accessible for stakeholders to utilise. Act as focal with contractors, as required, for Maintenance material management issues. Interface and coordinate as necessary with other relevant entities Carry out any other relevant duties or tasks that may be assigned by reporting line. Contribute to Vendor performance evaluation by providing relevant statistics Share and adopt best practices across the company, support and identify opportunities to enhance consistency and alignment between Assets, where practicably possible. Support the drive for Qatarisation All staff must be willing to participate in Crisis Response Training and to assist during Emergency Response Situations if required
