Qualifications & Experience Required

• Bachelors Degree in Sciences or Engineering.
• Required to have offshore survival certificate and be able to pass an offshore medical evaluation. OPITO certification is considered a plus.
• Ability to work on or be based on offshore platform or vessel.
• Minimum of 8 years experience with Large Projects in Construction related disciplines (e.g.,construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
• Extensive experience with brownfield project execution both from Contractor and Client organizations as well as strong supervisory skills.

• Provide offshore BF construction technical and execution expertise to support the constructability and installability methods and strategies
• Provide support for the BF execution - including offshore accommodation and POB management, and marine operations (e.g., Jack-Up Barges, DP Accommodation Vessels, Supply Vessels) strategies
• Coordinates and participates in readiness reviews and approvals to proceed for major offshore activities including site mobilization (e.g., JUB mobilization and set up), pre-shutdown, shutdown, and re-starts
• Supports and communicates project priorities and strategies to all pre-fabrication yard teams for Brownfield and tie-in scopes

JOB DIMENSIONS

• The Offshore Construction Supervisor is directly contributing to the Al-Shaheen field production objectives attainment by ensuring construction works are executed to plan and within defined duration. This is critical for the business's continuity in terms of project delivery having impact on field production plan.
• Coordinate and supervise Construction Teams annually, on various locations in the field.
• Managed positions: PVV Supervisor, E&I Supervisor, QC/Material Supervisor, HSE Supervisor, 10-60 trade techs and Vendors.
• Report construction offshore works progress in accordance with Construction Department procedures.
• Liaise with onshore Construction Coordinators regarding all emerging issues during execution phase.
• Apply a cost-conscious mindset to each offshore construction activity.
• The position involves managing interfaces within and outside NOC:

CONTEXT AND ENVIRONMENT

Position is based offshore on various production sites managed from Doha, Qatar and operating oil & gas facilities with offshore/onshore (non-producing) sites.

The position is part of the permanent team and is offshore rotating (28d/28d).

Participation in onshore HQ meetings and visits to OEM/service company workshops on an ad-hoc basis.

ACCOUNTABILITIES

• To ensure compliance with NOC Incident Free culture, Health and Safety and environment policy is delivering Incident Free Shutdown.
• To manage the preparation and execution teams, for Construction activities offshore, of up to 60 Contracted Supervisors, Foremen & Multi-skilled Technician's.
• To prepare the construction works with the Project Team.
• To plan for the resources, equipment, tools, consumables required for the construction activities offshore.
• Maintain daily communication with onshore coordinators to ensure and report timely preparation and execution.
• To implement necessary actions to guarantee objectives are achieved.

HSE

• To plan the works in accordance to prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs.
• To participate in risk analysis as required for the good performance of the works.

Work Preparation

• Participates in Construction Kick Off and preparation meetings.

Planning

• Provides input and participates as required in 5 year to 4 month campaign planning cycle including development of work lists.

Execution

• Conducts daily safety tours, tool box talk audits and ensures all safety issues are reported through site management in a timely manner.

Experience
