Job Description
GovCIO is currently hiring for SharePoint Operations/Base Records Management. This position will be located in Qatar and will be an onsite position.
ResponsibilitiesProvide SharePoint operation and other web technology support. The contractor shall:
- Administer, operate, maintain and sustain AFCENT SharePoint and other web technologies for standardized layout development, accessibility, and security;
- Ensure information is cleared by the local Public Affairs office prior to publishing;
- Ensure pages are not programmed with other languages without written approval from the AFCENT Network Operations and Security Center (NOSC);
- Provide training to local end users, site owners, and knowledge managers (KM);
- Ensure web technologies are IAW AFCENT Web Standardization Concept of Operations and Special Instructions to Communicators (SPIN-C);
- Coordinate with the NOSC to maintain the integrity of enterprise applications;
- During troop rotation, update pages with new Points of Contact (POCs) within the first two weeks of the active duty POC’s rotation;
- Update web pages within 72 hours of receiving an update request;
- Coordinate squadron update requests with site owners;
- Attend and participate in NOSC-directed meetings and conferences.
Provide base records management support. The contractor shall:
- Augment the Base Record Manager, Base Publication Manager, and the Base Privacy Manager;
- Perform maintenance and management of physical records, electronic records, publications, and SharePoint;
Serve as the record custodian and provide continuity between active duty member rotations.
QualificationsHigh School with 3 - 6 years (or commensurate experience). Clearance Required: Secret.
Required Skills and Experience:
- IAT-II
- Microsoft-Certified Technology Specialist - SharePoint and SharePoint Server; AND
- Microsoft-Certified Information Technology - SharePoint Administrator; AND
- Associate level experience in: design, maintenance, and operation of medium to large SharePoint Farm; understanding SharePoint infrastructure and administering other supported technology; creating custom workflows; business process analysis and understanding of user and functional requirements; business process mapping; system implementation (e.g., conceptual and detailed design, configuration, requirements process analysis, and testing; reviewing and recommending software applications as well as identifying hardware salient characteristics and any add-on devices; systems management, monitoring, and sustainment; hardware repair for servers, PCs, peripheral equipment; software installation, maintenance, and sustainment.

- Proficiency in Linux administration, SQL scripting, PySpark, and Kafka administration.
- Strong problem-solving and organizational skills.

Summary
Northwestern University Libraries seeks a Data Management Librarian to provide support, instruction, and assistance with research data management for faculty, students, and staff of the Northwestern community. The Research Data Management Librarian assists researchers with data management planning, finding relevant datasets, data organization, curating and sharing their research data, and complying with relevant data management requirements and policies. This individual must have a strong commitment to making data as open as possible. This support consists of teaching workshops, conducting individualized consultations, and providing services that advance research at Northwestern University.
The Data Management Librarian works within the Digital Scholarship department and collaborates with staff in the Libraries, Northwestern Information Technology, the Galter Health Sciences Library, the Office for Research, and Northwestern Schools and colleges to support data management initiatives across the Northwestern campuses including outreach efforts to researchers.
Key Responsibilities
- Lead and oversee the development and delivery of data management services, ensuring delivery of support to researchers and recommend improvements to services based on Northwestern research requirements. Oversee and maintain related documentation, including internal and user-facing guides and service information.
- Understand appropriate discipline-specific repositories for the curation of data sets to assure compliance with federal mandates.
- Provide training, consultation, and outreach related to research data management policies and best practices to the Northwestern research community. - Integrate good practices from library sciences (including library analytics, digital collections) and related fields to help guide the standardization of datasets, models and documentation.
- Provide guidance and instruction on choosing and using appropriate data management tools and platforms and data management policies and initiatives as they pertain to the Northwestern research community.
- Work as part of a collaborative effort across departments to design, update, and implement data management services. Clearly communicate project status and updates to the project team as appropriate.
- Act as the primary contact for subject specialists within the Libraries and research community on questions of data management; contribute to data repository development and related work in the Research Services workgroup; and work collaboratively with service units in the libraries, other University units, and schools.
- Identify and develop relationships with the Northwestern research community and peers at other institutions to facilitate collaborations, understand new research trends, and improve existing support. Represent Northwestern in consortia and national initiatives related to data management, Big Ten Academic Alliance (BTAA), and others.

Responsibilities
Administration Activities :
- Manage daily administration of data management technologies like SSIS, MDS, MDM, Kafka, Python, and Data Lake.
- Oversee data management application upgrades, infrastructure changes, and data migrations.
- Plan and execute installation, configuration, deployment, and integration activities.
- Maintain, patch, and upgrade data management applications.
- Monitor and ensure optimal performance of data management applications.
- Ensure adherence to SLAs, KPIs, ITIL processes, and compliance requirements.
- Build and maintain strong relationships with business teams and IT service providers.
- Document application functionalities, processes, and maintenance procedures.
ETL & Data Integration :
- Develop ETL/replication solutions using Microsoft SQL Server Integration Service (SSIS), Kafka, and PySpark.
- Support and maintain data integration pipelines for periodic and real-time data loads.
- Optimize data processing performance to support near real-time operations.
- Gather business requirements and implement data validation rules.
- Assist data warehouse end-users in understanding and querying data.
- Conduct data quality profiling using SSIS, Kafka, PySpark, and Information Quality Metrics.
- Implement data quality rules for standardization and cleansing.
- Generate data quality reports and support testing processes.
Qualifications
- Bachelor?s degree in Computer Science or related field.
- 7+ years of experience in data management and information systems.
- Strong knowledge of E&P processes, data management, and SQL Server 2019.
- Hands-on experience in SSIS administration, Data Warehouse, and Data Lake environments.
- Proficiency in Linux administration, SQL scripting, PySpark, and Kafka administration.
- Strong problem-solving and organizational skills.
