Role Summary:

Reporting to the Framework Manager, the primary role of the HSE Manager is to advise all staff on safety, health, and welfare to ensure AV01 JV complies with internal statutory obligations and Authority’s requirements. He/she is also responsible for monitoring, mitigating, and eliminating, where possible, all environmental impacts related to project activities.

Key Responsibilities and Duties:

Responsibilities include, but are not limited to:

  • Maintaining the highest safety standards throughout the project in accordance with corporate procedures and the Project HSE plan.
  • Having the authority to issue a stop work order if imminent danger is identified and not rectified immediately.
  • Issuing verbal and written stop work orders to responsible personnel.
  • Interfacing with QHSED, ASHGHAL, and subcontractors regarding HSE matters.
  • Ensuring compliance with all HSS requirements, HSE Plan procedures, and work instructions for all personnel, including subcontractors and vendors.
  • Conducting inspections and audits to evaluate compliance with regulations and policies.
  • Reviewing and maintaining all relevant safety documentation and records.
  • Monitoring safety rule adherence and addressing non-compliances with warnings or notices.
  • Investigating incidents and near misses, and recommending corrective actions.
  • Promoting safe work practices and providing safety training and inductions.
  • Liaising with local authorities for HSE requirements.
  • Monitoring site security and first aid readiness.
  • Participating in safety meetings and subcontractor evaluations.
  • Implementing HSE reward programs and ensuring compliance with the HSE plan.
  • Monitoring incident reports and conducting safety trainings, drills, and audits.

As a Compliance & Safety Engineer Level 1, you will responsible to associate Compliance & Safety Management and other team members in operation of company Compliance & Safety systems and ensure that constant maintenance standards applied to QTR and Customer aircraft are satisfied to the requirements to QCAR Parts 145, M & 147 and EASA Parts 145 & 147.

Specific Responsibilities For The Role Include:

  • Assist line manager to carry out planned audits working closely with Compliance & Safety Engineer Level 2 and record any finding when part of the team. Assist Compliance & Safety Engineer Level 2 to prepare recommendations and audit report.

Qualifications

About you

The successful candidate will have the following skills and qualifications:

  • Relevant College or University qualification with a minimum of 5 years of job-related experience.
  • Degree (B. Eng., BSc in Mechanical, Electrical, Electronics, Mechatronics or Aeronautical Engineering), or Diploma in Aircraft Maintenance Engineering with ICAO type II license.
  • Experience in Compliance & Safety/Quality assurance/maintenance/ continued airworthiness environment/quality auditing.
  • Training on auditing techniques as well as QCAA / EASA Part 145, M, & 147 training.
  • Detailed knowledge of air legislation, particularly ICAO, QCAA, EASA & FAA Regulations.
  • Detailed Knowledge of Compliance & Safety/Quality & Safety systems, continued airworthiness and aircraft maintenance fundamentals.
  • Excellent problem-solving abilities with analytical skills.
  • Understanding and application of regulatory requirements.
  • Conversant with use of computers and AirNav & My Boeing Fleet.

This role is responsible for driving a “Zero Accident” culture, implementing rigorous risk mitigation strategies in remote desert conditions, and coordinating with oil and gas stakeholders for adjacent industrial zones. Key Responsibilities 1. HSE Compliance & Systems Implement, maintain, and audit HSE management systems in alignment with QCS 2014, BS OHSAS 18001, GSAS, and ISO standards. Ensure strict adherence to Qatar’s Ministry of Labor (MOL) regulations and Ashghal requirements for road projects. Lead safety inspections for highway maintenance crews, drainage teams, and subcontractors to ensure full compliance. 2. Risk Management for Remote & Industrial Zones Conduct site-specific risk assessments addressing desert driving hazards, extreme heat exposure, and oilfield proximity risks. Develop and maintain emergency response plans for incidents such as vehicle breakdowns, sandstorms, and hazardous material spills. Coordinate with QatarEnergy and security authorities for road segments near project oil and gas facilities. 3. Workforce Safety & Training Enforce mandatory PPE usage, including heat-resistant gear and high-visibility clothing. Conduct weekly toolbox talks in both Arabic and English to address safety practices for multicultural labor teams. Deliver training programs on defensive driving, first aid, and fire safety for remote working conditions. 4. Environmental & Sustainability Compliance Monitor and implement dust suppression measures, waste disposal practices, and water usage in desert terrain. Ensure protection of ecological areas, including wadis and wildlife habitats, from any project-related damage. 5. Reporting & Stakeholder Coordination Prepare and submit monthly HSE performance reports to Ashghal and QBC, including KPIs on near-misses, inspections, and audit findings. institution. Certifications NEBOSH International General Certificate (IGC)

total HSE experience, including

5+ years

Your Qualifications

  • Bachelor’s Degree or equivalent.
  • H&S certification (NEBOSH & IOSH)
  • Quality Management Systems and LEED experience is a strong advantage.

  • Fluency in English is essential.

Monitor, evaluate and review existing, new, and upcoming Health and Safety legislation and ensure that it has systems and procedures in place to meet legal compliance. Work proactively with managers and other key staff to establish and maintain a program of continuous improvement in the management of Health and Safety within their areas of responsibility, which includes conducting regular audits. Ensure that rigorous risk assessment and accident management systems are in place to enable staff to undertake risk assessment processes to identify hazards and to ensure that appropriate control measures are in place. Maintain a central record of all risk assessments and monitor recording within. Approve risk assessments for workplace areas. Discuss areas for improvement with relevant staff and/or external bodies and agree appropriate corrective action. Provide staff with comprehensive and relevant information and training on the Health and Safety systems and procedures, including advising on equipment purchase and workplace practices. Maintain the database for accident and near-miss and prepare reports for Health and Safety statistics Design and deliver training sessions on key areas of activity in relation to Health and Safety and support the delivery of other training programs, including new staff induction and Team Leader training. Ensure a safe working environment without risk to health across the installation sites throughout GCC countries and sites maintained by the staff thereafter. Other duties may be assigned. Your Qualifications Bachelor’s Degree or equivalent. H&S certification (NEBOSH & IOSH) Quality Management Systems and LEED experience is a strong advantage. Minimum 5 years’ experience in Health and Safety Management Fluency in English is essential. Proficiency in Arabic, other Asian and European languages are an advantage

Minimum Qualifications

Proficiency in English communication (Speaking, Reading, and Writing) Ability to write and express complex ideas, instructions, and procedures clearly Graduation from High School or a 3-year technical school At least one safety credential – NEBOSH Level 3 International Certification or equivalent Minimum Work Experience

At least 5 years of work experience as a Safety Officer or Safety Coordinator in a petrochemical plant or Oil & Gas industry Knowledge of and adherence to plant safety standards and procedures – 29 CFR 1910 OSHA & 29 CFR 1926 OSHA Familiarity with safety hazards in petrochemical plants Job Requirements (including but not limited to)

Training and qualification of contract personnel regarding compliance with plant safety procedures Scheduling and planning safety training for contract employees Monitoring safety training requirements and certifications for all contract employees Conducting safety courses on Work Permits, Confined Space Entry, Lockout/Tagout, and Try Procedures Maintaining records and accurate documentation of qualifications and certifications for contract employees Ability to implement plant loss prevention programs Adherence to standard safety rules and regulations, with the ability to influence others and provide consulting services if needed Following Q-Chem reporting system for incidents and accidents Conducting safety orientations for new employees in accordance with Q-Chem safety rules and procedures Performing task risk analysis prior to maintenance jobs and monitoring the proper use of Personal Protective Equipment (P.P.E) daily Continuous monitoring and reporting of near misses Conducting regular toolbox talks Active participation in company safety and training programs
