Primary Objectives / Responsibilities
· Negotiate terms & conditions, prepare contracts, support Sub-contracts Manager to monitor contractor performance and delivery of services to meet objectives.
· Review agreed approvals and supporting documentation for payment of invoices to ensure the required services to Worley and its customers.
· Provide review and input into contractual documentation, support proposal teams and project management with contractual and commercial advice and support.
· Ensure compliance with corporate contracting principles.
· Comply with Company and Project contracting policies and procedures and act within limits of delegated authority.
· Work with engineering, planning, project controls, construction, HSE and quality to ensure contractors deliver specified services on-time.
· Identify, develop and propose sources, solicit contractors, receive tenders, proposals and associated submissions. Prepare customer approvals for tendering, award and variation approvals.
· Undertake negotiation of contracts, including terms and conditions and pricing and delivery,
· Prepare TBE & CBE templates for approval prior to respective bid openings
· Ensure contractor's documentation, including proposal securities, insurance, bonds and performance securities are received in accordance with the contract and are safely stored.
· Ensure contractor documentation, including work specification products due in the initial contract stages which set the parameters of the contractor's performance of requirements, are received, reviewed and approved and implemented or revised and approved to meet the contract, as appropriate.
· Maintain contract files, closeout contract when completion has occurred and provide surviving documentation to responsible parties.
Quality Assurance
Work within the provisions and guidelines of the Quality Assurance systems.
Safety
· Responsible for personal safety and working within the Occupational Health & Safety procedures.
Competent in implementing HSE in the design process, focuses on process safety and strives to use best practice
Job Specific Knowledge :
· Demonstrate a visible and active commitment to HSE management and its associated requirements in a project environment
· Demonstrated knowledge of engineering design, construction and project delivery.
· Administration, procurement, communication and contracting writing skills
· Good knowledge of various contracting types and strategies related to Project execution, basic knowledge of claims causes and preventive actions.
· Good understanding of the procurement and contract administration processes and principles from preparation and issue of Bidders Lists, Contracting Plans and bid invitation package preparation through to award,

Role Accountabilities:
Sourcing Project Management
- Lead and manage sourcing and procurement projects with clear timelines, deliverables, and budget controls.
- Develop and maintain detailed project plans, tracking progress and ensuring milestones are met.
- Apply project management best practices and tools to streamline sourcing execution.
Vendor Risk Management
- Identify, assess, and mitigate risks associated with vendor relationships.
- Collaborate across departments to monitor emerging threats and ensure proactive risk mitigation.
- Ensure compliance with legal, regulatory, and central bank requirements specific to FinTech and banking operations.
- Partner with vendors to drive continuous improvement, enhance processes, and strengthen performance.

Sourcing & Procurement Support
- Independently lead RFP (Request for Proposal) processes from end to end, including drafting, issuing, evaluating, and closing tenders.

- Provide detailed market, spend, savings, supplier, and payment term analyses to support the sourcing team.
- Lead smaller-scale contract negotiations and key procurement projects in collaboration with operational stakeholders.

Experience:
- Strong experience in procurement and sourcing, with exposure to vendor risk management practices.
- Demonstrated ability to independently manage RFPs and lead direct negotiations with suppliers.
- Solid understanding of risk assessment methodologies and tools.
- Experience working within financial institutions or regulated banking environments.
- Knowledge of AML (Anti-Money Laundering) requirements and eKYC (electronic Know Your Customer) practices.
- Familiarity with cloud-based services and SaaS (Software as a Service) contracts, sourcing, and vendor management.
- Familiarity with central bank compliance standards and regulatory frameworks.
- Strong Excel analytical skills (pivot tables, data modeling, advanced formulas) and experience with Microsoft Power BI for reporting and visualization.

Minimum Entry Qualifications:
- Proficiency in English, Arabic (both written and spoken) is required .
- Bachelor’s degree in Business , Supply Chain Management, Project Management, or a related field
- Relevant certifications such as PMP, PRINCE2, or CIPS (preferred).

- Support the entire Program with ongoing contractual/acquisition activities that include drafting and coordinating required contract modifications
- Support the initial setup and establishment of the PMO project/program's common file structures, procedures, policies, and techniques

Contracts Specialist Qualifications
- 10+ years of experience in a relevant field
- Bachelor's degree in Business, Legal Studies or a related field
- DAWIA II, III, NCMA or equivalent
- Excellent time management and organizational skills

- MUST have an active secret clearance
- MUST be able to pass a US Government Security Clearance

Job Description
- Design and conduct the contract development, tendering, execution, and support administration of service contracts, ensuring contract compliance and corporate controls are in place, to provide end users with best-in-class service at the optimal cost.
Key Job Accountabilities - I
- Implement and achieve annual objectives, Key Performance Indicators (KPIs) with associated metrics, to achieve department and corporate strategic objectives. Coordinate with end users to prepare procurement demand requirements and recommend best tactical / strategic approach to meet both end user and department objectives.
- Provide Subject Matter Expertise during the tendering and contracting process to ensure all required information (pricing, technical, commercial, etc) are correctly documented and included to ensure corporate controls are maintained and risk exposure is mitigated.
- Advise, coordinate, and conduct and efficient hand over of contracts to facilitate seamless transition to the post award process while continuing to support effective contract administration to best in class service offering and customer satisfaction.
- Analyse, evaluate and provide historical demands trends with correlated corporate spend profiles to best facilitate optimal procurement strategies to optimize cost and meet end user(s) requirements.
- Conduct detailed reviews and formulate subsequent accurate interpretation of complex tendering and contract documents to effectively advise and respond to clarification during the tendering process to ensure corporate interest are maintained.
Key Job Accountabilities - II
- Analyse the effectiveness of applicable division L3 processes and associated procedures to eliminate process bottlenecks by proposing business improvements opportunities to enhance service offerings and customer satisfaction for end users and stakeholders.
- Examine service providers performance and align with Market Intelligence commodity trend analysis to determine and implement the best negotiating strategies that optimize service cost and facilitate quality service.
- Conduct cost analysis with respective service contracts / commodities to develop and design optimal compensation models that align the required scope of work while capturing cost savings opportunities.
- Prepare for peer reviews, internal and external audits, Table of Financial Authority (TOFA) compliance reviews, and other applicable areas associated with Service contracts to ensure the controls are maintained and identified gaps are corrected.
- Coordinate and propose on the annual demand plan development and oversight the compliance to the timely execution of the demand plan while maximizing the procurement value and meeting the end user expectations.
Qualifications
- Bachelor's degree in engineering, supply chain management or commercial discipline.
Knowledge and/or Experience - I
- 8 years' direct experience oil and gas industry with contracting / procurement experience.
- Good knowledge of supplier relations, contracts law, and industry best practices.
