Purpose:

We are actively seeking a Senior Sourcing Specialist to join our dynamic and growing team in Tunisia. In this role, you will play a critical part in tender project management and vendor risk management within our fast-paced FinTech organization. Role Accountabilities:

Sourcing Project Management

  • Lead and manage sourcing and procurement projects with clear timelines, deliverables, and budget controls.
  • Develop and maintain detailed project plans, tracking progress and ensuring milestones are met.
  • Apply project management best practices and tools to streamline sourcing execution.

Vendor Risk Management

  • Identify, assess, and mitigate risks associated with vendor relationships.
  • Collaborate across departments to monitor emerging threats and ensure proactive risk mitigation.
  • Ensure compliance with legal, regulatory, and central bank requirements specific to FinTech and banking operations.
  • Partner with vendors to drive continuous improvement, enhance processes, and strengthen performance.
  • Evaluate supplier capabilities to meet product, cost, quality, capacity, and service standards.
  • Enforce sourcing and procurement policy requirements, ensuring robust risk assessment and onboarding practices.

Sourcing & Procurement Support

  • Independently lead RFP (Request for Proposal) processes from end to end, including drafting, issuing, evaluating, and closing tenders.
  • Conduct direct negotiations with suppliers, ensuring optimal terms and alignment with business needs.
  • Provide detailed market, spend, savings, supplier, and payment term analyses to support the sourcing team.
  • Lead smaller-scale contract negotiations and key procurement projects in collaboration with operational stakeholders.

Key Performance Indicators (KPI's):

  • Sourcing Project Delivery – % of sourcing projects delivered on time and within budget
  • Cost Savings & Value Generation
  • Vendor Risk & Compliance Management – 100% of vendors assessed for risk prior to onboarding
  • Vendor Relationship & Performance - % of strategic vendors with performance reviews conducted annually
  • RFP and Direct Negotiation completion within the deadline

Experience:

  • Strong experience in procurement and sourcing, with exposure to vendor risk management practices.
  • Demonstrated ability to independently manage RFPs and lead direct negotiations with suppliers.
  • Solid understanding of risk assessment methodologies and tools.
  • Experience working within financial institutions or regulated banking environments.
  • Knowledge of AML (Anti-Money Laundering) requirements and eKYC (electronic Know Your Customer) practices.
  • Familiarity with cloud-based services and SaaS (Software as a Service) contracts, sourcing, and vendor management.
  • Familiarity with central bank compliance standards and regulatory frameworks.
  • Strong Excel analytical skills (pivot tables, data modeling, advanced formulas) and experience with Microsoft Power BI for reporting and visualization.
  • Familiarity with procurement and sourcing platforms (e.g., Coupa, Ariba, iValua, SAP, Odoo) is a plus.

Minimum Entry Qualifications:

  • Proficiency in English, Arabic (both written and spoken) is required .
  • Bachelor’s degree in Business , Supply Chain Management, Project Management, or a related field
  • Relevant certifications such as PMP, PRINCE2, or CIPS (preferred).

  • A strategic and results-driven sourcing professional with strong project management capabilities and a deep understanding of vendor risk management, ideally within the FinTech or financial services sector. Supplier delivery follow-up for post contracts/LPO: tracking the delivery time, status, calculating delays, and obtaining work confirmation from the respective department. A tracker for supplier follow-ups to be maintained; in case of any delivery delays, the same needs to be escalated to team members for further actions. Follow up with HMC for PHCC orders and arrange transportation by coordinating with HMC and PHCC warehouse team. Prepare technical and commercial evaluation sheets by reviewing bidder’s offers for tender and RFQ. Maintain a database for non-HMC PR/PO summary, technically accepted items, etc. Review and update the implant team with accepted items for CWH inspection. Arrange samples for evaluation meetings; after evaluation, return rejected samples to the procurement department and store accepted samples in our stores with proper logs and identification labels. Storeroom management within headquarters: maintaining and updating approved vendor/brand information on the database and tracking delivery periods, product ranges, part numbers, etc. for future reference. Track RFQ and TAC bidder’s summary sheet. Allocate stock based on back-order details. Allocate stock based on urgent requests shared from the store. Collect item images from PHCC inventory team and share with SME as per their request to support evaluation. Raise non-HMC PRs in Oracle as per the details given by the planner. Collect item SDS (Safety Data Sheet), manuals, and instructions for use for sharing with OHS or IPAC department. Scan technical, commercial, delivery notes, clinical trial, etc. and maintain entire data records for each TAC. Prepare work completion certificates and submit to procurement. Assist the team in preparing departmental KPIs on a periodic basis. Support different stakeholders for annual stock count in PHCC stores and central warehouse. Requirements

Bachelor’s degree in business administration, logistics, finance, or similar discipline. Minimum 8 years of supply chain management experience, with at least 4 years of similar experience in store coordination, inventory management, database management, evaluation samples management, and handling NCRs within the government sector in healthcare entities in Qatar. The consultant is expected to have a minimum of 4 years of hands-on experience with Oracle ERP and basic knowledge of WMS. Mandatory Excel skills for reporting and analyzing. The incumbent should understand the end-to-end SCM business processes and be able to handle daily operations. Inventory/supply chain management experience. Warehouse and store management skills. Strong communication and organizing skills. Presentation and Microsoft Excel skills. Experience in the Oracle Inventory module. Mandatory English reading, writing, and communication skills.
