Job DescriptionThe Middle East Region is seeking a Technical Superintendent to be based in Qatar.
As a Technical Superintendent, you are responsible for the technical operational deployment, maintenance, and docking of vessels. In close cooperation with the international crew on board, you will ensure that the vessels are in an excellent technical and maintenance state to ensure the continuity of service to our client.
You report to the Contract Manager with a functional line to the Group Technical Manager.
Responsibilities:
- Coordinate and carry out maintenance work on board and monitor quality standards.
- Plan, organize, supervise repairs, inspections, and dockings, and prepare final technical and financial reports.
- Serve as the first point of contact for the international crew in case of technical questions or defects.
- Supervise and provide technical advice and support to the Chief Engineers on board.
- Instruct and monitor the maintenance progress and quality on board via the PM System (MARAD).
- Investigate and analyze technical defects and take preventive and corrective measures in a timely manner.
- Conduct inspections and guide surveys on board by external parties.
- Draw up and monitor maintenance budgets.
- Approve purchase orders and follow up on goods received.
- Liaise with suppliers, classification societies, and other external parties.
- Monitor and update ship certificates and technical documents.
- Handle damage reports and claims.
- Conduct regular visits to vessels offshore for technical inspections and problem solving.
To succeed in this position, you will have the following:
- A Bachelor Degree in Mechanical, Maritime Engineering, or Naval Engineering.
- 4-6 years of experience in a similar role or as Chief Engineer.
- International work experience, preferably gained in the Middle East.
- Excellent managerial and Project Management skills.
- A team player with a collaborative approach, maintaining high standards and good work ethics.
- High level of organizational and planning skills, with the ability to manage multiple priorities and deadlines.

In addition to the above, the role is responsible to develop, update and implement NSQL Management System for continuous improvement in line with the shipping industry requirements and the best practices.
Accountabilities
Key Accountabilities :
Systems Management :
1. Implement the NSQL Management System for Continuous Improvement in line with the marine and shipping industry requirements, as well as the best practices.
2. Implement the Company International Quality System Standards and maintain the policies and procedures for Quality and Environment certification (ISO 9001, 14001, OHSAS 45001).
3. Maintain NSQL IMS to ensure that the updates are promptly made, using the Company ‘SMS Update System’ and within the ‘Management of Change’ process.
4. Maintain up to date Company HSE monitoring system to ensure full adherence to the set due dates.
5. Establish a system to ensure that the company is aware of the latest regulations and legislations and provide analysis of impact of such to Company’s operations. Maintain Regulatory Compliance register.
6. Steward the re-issuance of the updated SMS in a timely manner, to ensure that the fleet is kept fully abreast of latest Company requirements.
7. Monitor the quality and effectiveness of the audits, as well as their related submissions.
8. Monitor / supervise day to day TAS deployment. Prepare training Plan and monitor quality and effectiveness.
9. Handle TSMA submission, audit and response in alignment with IMS, and ensure company IMS complies with all EMS requirements.
Vessel Safety & Security :
10. Monitor the safety aspects of the vessels by keeping abreast of Safety and security issues, advising vessel’s to ensure compliance with safety procedures, monitor situation and provide guidance for IMS implementation.
Emergency Response :
11. Develop the Company Emergency response procedures, as a member of the crisis management team, and ensure that the emergency response center is always updated and ready to use.
12. Plan, organize and execute the Company emergency response exercises / drills in accordance with emergency response procedures to ensure preparedness to respond to any emergency.
Monitoring, Audits and Compliances :
13. Conduct Internal ISM / ISPS / MLC / Cargo / Galley Audits on NSQL managed vessels, and ensure all observations and non-conformances are promptly addressed and closed out.

Qualification and Experience Required:

Knowledge and/or Experience
- Extensive experience in construction as a leadership and supervisory role.
- 8 years experience with Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
