About the Role Holder

The role holder will be a proactive individual who demonstrates ownership of all activities within their direct areas of responsibility. They will be responsible for researching, developing, managing, and continuously improving the end-to-end Foundation Department examinations and assessment process.

The role holder requires an eye for detail, strong organization skills, and the ability to produce work of high quality with pace to ensure that internal customers are provided with a service that enables them to deliver an efficient and effective Foundation Training pipeline across English language, maths, physics, and IT subject areas.

The aim is to ensure full compliance with both internal centre standards and any relevant Awarding Body requirements while maintaining a streamlined, turn-key examinations solution for the Foundation Department.

Core Duties

  • Conducting research, writing, and performing post-test analysis of ELT formative and summative assessment content.
  • Proactively identifying and implementing efficiency improvements within own area of responsibility.
  • Coordinating with a broad range of internal and external stakeholders, including QAF TI students, Chief/Senior Instructors, Training Managers, Contract and Assurance teams, IT support, and awarding organisations (as required).
  • Managing the Foundation Stage assessment process (inc. English language training, maths, physics, and IT), which includes gathering necessary information from teaching/instructional staff to ensure timely and accurate student examination entries, and handling amendments or withdrawals as needed.
  • Overseeing the preparation process for Foundation Stage (inc. English language training, maths, science, and IT), which involves preparing examination timetables for students and staff, creating seating plans for examination rooms, briefing candidates and staff, notifying relevant departments, and securely receiving, checking, and storing confidential examination materials.
  • Supervising Foundation Stage examination and assessment days in accordance with awarding body regulations and internal protocols (where applicable). This includes ensuring all necessary preparations are made, invigilating exams, addressing any issues that arise during or after the assessments, and documenting the process appropriately.
  • Organising the end-to-end placement testing process to ensure that students are correctly assessed and placed within the Foundation pathway.
  • Managing the results process for Foundation examinations and assessments, including accessing results electronically, downloading them from awarding body secure sites, and preparing results for dissemination to students via the relevant Chief Instructor.
  • Staying informed of any changes to examinations by the Awarding Body and assisting the Quality, Exams, and Assurance Lead in updating related policies as part of the change management process.
  • Aligning weekly and mid-course assessment content with instructional goals and learning design.
  • Collaborating with the Exams and Assessment Lead to evaluate activity data and iteratively improve assessment content and design.
  • Handling requests and administering post-results services for the Qatar Armed Forces (QAF) and Senior Management Team (SMT).

Key accountabilities include:

  • Production of English Language Training assessments.
  • Managing the end-to-end examination and assessment process for the Foundation Stage.
  • Analysing examination and assessment results and reporting findings to the management team.
  • Recording examination results and issuing certificates to successful candidates.
  • Reporting to the relevant Training Manager, through the Contract and Assurance Manager, for the delivery of Foundation Stage examinations and placement results.
Requirements
  • Detailed knowledge of Language Testing (pre/post-test production).
  • Holds qualified teacher’s status/has relevant education and training qualification e.g. CELTA, TESOL, PGCE, and MA, BA in ELT/TESOL/Education.
  • Experience of English curriculum and material development.
  • Relevant experience teaching English to international students in a range of contexts, especially in the Middle East desirable but not essential.
  • Experience dealing with exams/assessment and invigilation.
  • Experience working with a Learning Management System.
  • Proficient in the use of Office 365 or Microsoft Office products.
  • Excellent communication skills with a friendly and helpful personality.

Job Description

The role holder will provide essential support to the Standards & Accreditation and the Exams & Assessment teams. Reporting to the Senior Vocational Assessor they will support the development and delivery of all Vocational Assessments delivered by the Technical Institute in Qatar as part of the externally accredited training pipeline.

The role holder will be responsible for the development of new vocational assessments, reviewing and where appropriate amending existing assessments through the continuous improvement process and support the Senior Vocational Assessor with Assessment Internal Quality Assurance (AIQA) activities.

They will support the Exams & Assessment Coordinator to ensure the efficient delivery of assessment support to the Vocational Training team, providing advice on the conduct of Vocational Assessments and associated administration in-line with the awarding bodies requirements.

  • Development of Centre Devised Assessments, both theoretical and practical, for:
    - Level 2 City & Guilds Certificate/Diploma in General Engineering covering electrical and mechanical based units.
    - Level 3 City & Guilds Diploma in Military Aircraft Maintenance covering avionic, mechanical and weapons-based units.
  • Maintenance and update of existing assessments following “quality principles” and incorporating any feedback received (e.g. External Quality Audit (EQA) or Internal Quality Audit (IQA)).

The role holder will provide essential support to the Standards & Accreditation and the Exams & Assessment teams. Reporting to the Senior Vocational Assessor they will support the development and delivery of all Vocational Assessments delivered by the Technical Institute in Qatar as part of the externally accredited training pipeline.

The role holder will be responsible for the development of new vocational assessments, reviewing and where appropriate amending existing assessments through the continuous improvement process and support the Senior Vocational Assessor with Assessment Internal Quality Assurance (AIQA) activities.

They will support the Exams & Assessment Coordinator to ensure the efficient delivery of assessment support to the Vocational Training team, providing advice on the conduct of Vocational Assessments and associated administration in-line with the awarding bodies requirements.

Core Duties:

  • Development of Centre Devised Assessments, both theoretical and practical, for:
    – Level 2 City & Guilds Certificate/Diploma in General Engineering covering electrical and mechanical based units.
    – Level 3 City & Guilds Diploma in Military Aircraft Maintenance covering avionic, mechanical and weapons-based units.
  • Maintenance and update of existing assessments following “quality principles” and incorporating any feedback received (e.g. External Quality Audit (EQA) or Internal Quality Audit (IQA)).
  • Ensuring compliance with both internal policies and external Awarding Bodies’ regulations throughout the vocational assessment processes.
  • Ensuring adherence to examination regulations during exam days and ensure proper documentation is maintained in line with awarding bodies requirements.
  • Liaising with a wide range of stakeholders, including Chief Instructors, Vocational Instructors, Quality Assurance, and IT staff as required.
  • Post-Assessment Activities:
    – Initial review of assessment documentation for completeness and correct completion as part of the AIQA process.
    – Analyse examination results and present findings to the Senior Vocational Assessor and Lead IQA.
    – Support the Exams & Assessment Coordinator ensuring all assessment evidence and documentation is archived and available for EQA.
    – Support all EQA preparation and subsequent EQA activity.
  • Assist in the development of the organisations understanding of the vocational assessment process by providing training to staff on an ad hoc and regular basis in accordance with identified training needs.

Requirements

Essential Qualifications and Experience :

  • Aerospace Engineering Qualification Level 3 or above
  • Training Qualification at Level 3 or above
  • Recent in-depth experience, delivering and assessing Engineering Vocational Training. (Typically, 3 years’ experience)
  • Experience of developing vocational assessments, both practical and theoretical.
  • Experience/understanding of UK Military Air Legislation including Regulatory Articles, MAM-P &MAM-D.

Desirable Qualifications and Experience:

  • Internal Quality Audit qualification, and or relevant experience.
  • Experience in training delivery in a Military Environment.
  • Experience of the delivery of training in the Middle East.
  • Familiarity with the principles of Human Factors in the Air Engineering Environment.

KeyResponsibilities:

Provide strategic and technical leadership on allHSE-related matters in defense manufacturing, testing, logistics, andfield environments.

Develop, implement, and maintain HSE policies,procedures, and programs in alignment with international, national, andmilitary regulations (e.g., OSHA, ISO 45001, ISO 14001, DoD directives).

Conduct risk assessments, hazard analyses, and jobsafety evaluations for defense-related processes and equipment.

Lead incident investigations, root cause analysis, andcorrective action planning for workplace accidents, environmental events,and near misses.

Monitor and report HSE performance metrics; provideregular updates and recommendations to leadership and regulatory bodies.

Ensure proper handling, storage, and disposal ofhazardous materials, explosives, and classified waste in compliance withenvironmental and safety laws.

Deliver HSE training, drills, and awareness programsfor personnel, contractors, and project stakeholders.

Interface with government agencies, military oversightbodies, and certification organizations during audits, inspections, andreviews.

Support emergency response planning, occupationalhealth initiatives, and environmental sustainability efforts.

Lead continuous improvement initiatives to minimizerisk and enhance safety culture across all levels of the organization.

Requirements

Bachelor’s degree in Occupational Health & Safety,Environmental Science, Engineering, or a related discipline.

10+ years of HSE experience in the defense, aerospace,or high-hazard industrial sectors.

Deep understanding of HSE regulations and standardsapplicable to defense operations, including OSHA, EPA, DoD, and NATOguidelines.

Experience with risk management systems, incidentinvestigation techniques, and regulatory reporting.

Strong interpersonal and communication skills; capableof influencing stakeholders at all levels.

Ability to obtain and maintain a government securityclearance.

Preferred:

Master’s degree in Safety Engineering, EnvironmentalManagement, or Industrial Hygiene.

Professional certifications such as CSP (CertifiedSafety Professional), CIH (Certified Industrial Hygienist), NEBOSH, orCHMM. Etc.

Experience supporting HSE programs in classified,explosive, or military environments.

Familiarity with safetymanagement software, environmental modeling tools, and digital compliancesystems
