The job holder shall be responsible for creating, maintaining, and managing eHealth architecture models and their lower-level components, ensuring that the overall eHealth architecture remains coherent and secure, with high quality. The role involves aligning business, application, data, and technology perspectives with the organization’s technology and governance strategies, policies, and standards.

Key Roles and Responsibilities

1. Define and communicate the target technology and infrastructure architecture blueprint, including Technology Principles, Strategy, Standards, Reference Models, and Modelling Guidelines.
2. Support the establishment of the National Health Insurance Company (NHIC) Integration Platform.
3. Create the overall architecture vision for integration technologies and ensure components are appropriately designed and leveraged; contribute to the Enterprise Architecture (EA) vision.
4. Develop integration-related reference architecture frameworks and patterns.
5. Participate in the design, development, and maintenance of the Enterprise Architecture (EA).
6. Advise on enterprise architecture strategies, processes, and methodologies.
7. Assist in analyzing, evaluating, and developing long-term strategic and operational plans aligned with business objectives.
8. Share best practices and update technical system architecture requirements based on technological advances and vendor solutions.
9. Manage Architecture Working Groups for EA development and maintenance.
10. Collaborate with relevant parties to review solution objectives and constraints, ensuring conformance with EA, and recommend suitable technical architectures.
11. Develop architecture blueprints for related systems.
12. Identify areas for further study and participate in Proof of Concept projects to explore architectural options.
13. Assess implementation risks and analyze their impact on enterprise objectives.
14. Contribute to the design and implementation of standards, tools, and methodologies, including e-health service management standards.
15. Perform other duties as needed to support organizational goals.

Qualifications

• Bachelor's degree in Information Management, Computer Science/Engineering, or related field.

• Minimum 7 years of relevant ICT experience, including healthcare domain architectures such as clinical information systems, digital imaging, vendor-neutral architectures, medical devices, integration architectures, enterprise data warehouse, big data analytics, cognitive computing, Blockchain, telehealth, telemedicine, mobility, cloud computing, IoTs, SSO, and databases.

Primary purpose of job

Responsible for leading and driving QatarEnergy's ICT strategy, vision, mission, and strategic objectives in alignment with Enterprise Architecture Domains and Principles throughout QatarEnergy's ICT department.

Nice to have architecture design experience in Microsoft Azure and Google Cloud Platform.

Experience & Skills

A minimum of ten (10) years of progressive experience in IT Enterprise Architecture and Strategy, with at least five (5) years of demonstrated enterprise architecture qualification and discipline - TOGAF / Zachman and architecture modelling using EA tools such as ArchiMate / Alfabet / BiZZdesign, etc. is mandatory.

• Experience in developing, coordinating, and executing IT strategic roadmaps based on corporate objectives and strategies.

Additional responsibilities include:

• Implementation of Enterprise Architecture (EA) frameworks, capabilities, and processes that embed strategic change management and ensure stakeholder buy-in.
• Development of policies and procedures around EA, understanding current EA to inform procurement and identify architectural gaps, involving stakeholders for alignment.
• Providing technology guidance for ICT strategic initiatives in alignment with QatarEnergy's EA framework and guidelines.

Contributing to solution architecture development for various business, infrastructure, or functional areas using appropriate tools and methods, evaluating alternative architectures considering cost, performance, and scalability.

Supporting strategic transformation programs and projects by offering consulting services on technical plans, design principles, and adherence to QatarEnergy EA standards.

Facilitating brainstorming sessions to derive strategic/tactical architectural outcomes and staying informed about emerging ICT technologies to identify business opportunities.

Advising ICT staff and related areas on technical expertise, including budgetary, legislative, safety, and security considerations.

Nice to have certifications such as Microsoft Azure, Google Professional Cloud Architect, AWS Solution Architect, and Information Systems Security Architecture.

Possessing a strong conceptual understanding of the IT landscape (infrastructure, application, security) to make key technical and governance recommendations considering current and emerging technologies.

Demonstrated experience in strategic planning, architecture, and people management, along with negotiation and persuasion skills.
