GovCIO is currently hiring a Communications Subject Matter Expert toprovide advisory and assistance services (A&AS) in support of the construction-engineering components of Program & Design Integration (PDI) for the U.S. Air Forces Central Command (AFCENT) Theater Support Group at Al Udeid Air Base (AUAB), Qatar. Provide qualified and experienced personnel to support the AFCENT TSG as it ensures the U.S. receives the best facilities and infrastructure possible via major capital improvements funded by Qatar and UAE. Members of the AFCENT TSG will act as construction monitor and reporting Subject-Matter Experts (SMEs) advising project teams to ensure facilities and infrastructure improvements are designed and constructed in accordance with provisions of Title 10 of the U.S. Code, addressing life, health and safety concerns, to facilitate the successful completion of all investments on behalf of U.S. interests. Personnel in support of this effort act will as subject-matter experts and advisers that will monitor Host Nation construction project's associated design and construction activities, and report on such activities to the TSG office to advocate for U.S. interests. Contractors will holistically review, evaluate and advise on design/construction for all projects regardless of funding source to ensure projects meet complete and usable requirements and ensure full compliance within Title 10 of the U.S. Code.
ResponsibilitiesFacilitate monthly meetings focused on the integration of plans, design, installation and accreditation of security, communications and technology systems with key members of the local/host Expeditionary Communications Squadrons (ECS), local/host Expeditionary Security Forces Squadrons (ESFS), Designated Personnel at 9AF (AFCENT) A6, and the designated U.S. lead for electronic security systems (e.g., USACE ESC or NWICS). Day to day activities will include, but not be limited to:
- Coordinate with Air Force C4I planners, programmers, and technicians (organic or contractors) to ensure scheduled work is integrated into the overall program. Include cybersecurity integration, physical and electronic security requirements, and measures.
- Capture results of these discussions, to include known risks, issues and recommended courses of action in meeting minutes and provide to the AFCENT TSG due within required amount of time as specified by AFCENT TSG uniformed staff.
- Manage issues through resolution and document finalized outcomes in subsequent meeting minutes, due within required amount of time as specified by AFCENT TSG uniformed staff.
- Develop and manage a Cybersecurity Assurance Plan that fully integrates cybersecurity elements into the design and construction phases of the program.
- Maintain situational awareness on evolving US/DoD/Air Force cybersecurity requirements.
- Ensure the AFCENT TSG, US DCA and major U.S./Host Nation stakeholders are apprised of changes in the U.S. cybersecurity approach or issues that present a cybersecurity risk to the U.S.
- Consult DOD 8570 Level 2 IA cybersecurity manager to ensure cybersecurity requirements are being accounted for by the Host Nation, Information System Security Officer (ISSO) and end user Site Security Manager (SSM).
- Ensure the PMI contractor has a well-defined process to store, manage, and access official correspondence, documents, designs, and other program and project related deliverables, both digital and physical accessible and approved by AFCENT TSG.
- Develop and implement a Document Management Plan to address, at a minimum: file plan structure; types of documents to be archived; preferred document formats; naming and numbering standards; where and how to store documents; how to track documents through the staffing process; and roles and responsibilities of both AFCENT TSG and the PDI contractor.
- Establish a Common Data Environment (CDE) on the USAF network that meets U.S. DOD standards for data security and integrity, serves as the single source of information for the whole program team, and be approved by the TSG and COR prior to full implementation. The CDE shall include the Integrated Master Schedule, risk/issue register, design review documents, Request for Information tracking
High School with 3 - 6 years (or commensurate experience)

Required Skills and Experience
- Must have a minimum of three (3) years of experience performing similar duties as outlined above to include of inside plant operation.
- Must have maintenance experience, installation, testing, and repair of telecommunications equipment and systems within the last ten (10) years.
- Must have a minimum of three (3) years of experience in telecommunications installation, maintenance, repair, and testing of multiple conductors, aerial, underground, and buried multi- purpose communications cable to include coaxial and fiber optic cable
- Must have a minimum of three years' experience working with the following: (a) Installation of ducts and conduits, pulling cables, terminating, testing, splicing and repairing copper, coaxial, and fiber optic cabling. (b) Installation of outside and interior copper and fiber cabling, fiber optic modems, fiber multiplex equipment, fiber patch panels, analog and digital copper patch panels, main and intermediate distribution frames, lightening protection, and supporting ground and power connections. (c) Installation of cabinets, cable ladder, and rack systems, equipment components in the cabinets (d) Operating trenching, cable reel trucks, and excavating equipment.
- Must have a minimum of four (4) years' practical experience in the maintenance of telephony systems/equipment to include the following: electronics repair, maintenance and checkout.
- One (1) year of practical experience in electronics installation.
- Must be physically capable of deploying to the CENTCOM AOR

About the Role Holder
The role holder will be a proactive individual who demonstrates ownership of all activities within their direct areas of responsibility. They will be responsible for researching, developing, managing, and continuously improving the end-to-end Foundation Department examinations and assessment process.
The role holder requires an eye for detail, strong organization skills, and the ability to produce work of high quality with pace to ensure that internal customers are provided with a service that enables them to deliver an efficient and effective Foundation Training pipeline across English language, maths, physics, and IT subject areas.
The aim is to ensure full compliance with both internal centre standards and any relevant Awarding Body requirements while maintaining a streamlined, turn-key examinations solution for the Foundation Department.
Core Duties
- Conducting research, writing, and performing post-test analysis of ELT formative and summative assessment content.
- Proactively identifying and implementing efficiency improvements within own area of responsibility.
- Coordinating with a broad range of internal and external stakeholders, including QAF TI students, Chief/Senior Instructors, Training Managers, Contract and Assurance teams, IT support, and awarding organisations (as required).
- Managing the Foundation Stage assessment process (inc. English language training, maths, physics, and IT), which includes gathering necessary information from teaching/instructional staff to ensure timely and accurate student examination entries, and handling amendments or withdrawals as needed.
- Overseeing the preparation process for Foundation Stage (inc. English language training, maths, science, and IT), which involves preparing examination timetables for students and staff, creating seating plans for examination rooms, briefing candidates and staff, notifying relevant departments, and securely receiving, checking, and storing confidential examination materials.
- Supervising Foundation Stage examination and assessment days in accordance with awarding body regulations and internal protocols (where applicable). This includes ensuring all necessary preparations are made, invigilating exams, addressing any issues that arise during or after the assessments, and documenting the process appropriately.
- Organising the end-to-end placement testing process to ensure that students are correctly assessed and placed within the Foundation pathway.
- Managing the results process for Foundation examinations and assessments, including accessing results electronically, downloading them from awarding body secure sites, and preparing results for dissemination to students via the relevant Chief Instructor.

ResponsibilitiesFacilitate monthly meetings focused on the integration of plans, design, installation and accreditation of security, communications and technology systems with key members of the local/host Expeditionary Communications Squadrons (ECS), local/host Expeditionary Security Forces Squadrons (ESFS), Designated Personnel at 9 AF (AFCENT) A6, and the designated U. S. lead for electronic security systems (e.g., USACE ESC or NWICS). Day to day activities will include, but not be limited to:
Coordinate with Air Force C4 I planners, programmers, and technicians (organic or contractors) to ensure scheduled work is integrated into the overall program. Include cybersecurity integration, physical and electronic security requirements, and measures.

Develop and implement a Document Management Plan to address, at a minimum: file plan structure; types of documents to be archived; preferred document formats; naming and numbering standards; where and how to store documents; how to track documents through the staffing process; and roles and responsibilities of both AFCENT TSG and the PDI contractor.
Establish a Common Data Environment (CDE) on the USAF network that meets U. S. DOD standards for data security and integrity, serves as the single source of information for the whole program team, and be approved by the TSG and COR prior to full implementation. The CDE shall include the Integrated Master Schedule, risk/issue register, design review documents, Request for Information tracking
