As the HR Manager, you will play a pivotal role in overseeing all aspects of human resources functions within the company. You will be responsible for developing and implementing HR strategies that align with the company's goals and objectives while ensuring compliance with employment laws and regulations. Your primary focus will be on talent acquisition, employee relations, performance management, training and development, compensation and benefits administration, and HR policy development and implementation.
**Key Responsibilities**:
**Talent Acquisition**:
- Develop and implement effective recruitment strategies to attract and retain top talent.
- Coordinate with hiring managers to identify staffing needs and create job descriptions.
- Oversee the onboarding process for new employees, ensuring a smooth transition into the organization.
**Employee Relations**:
- Serve as a trusted advisor to employees and managers, providing guidance on HR-related issues.
- Address employee concerns and grievances in a timely and confidential manner.
- Promote a positive work environment through effective communication and conflict resolution strategies.
- Conduct investigations into employee misconduct or violations of company policies and take appropriate corrective action.
**Training and Development**:
- Identify training needs within the organization and develop training programs to address those needs.
- Monitor and evaluate the effectiveness of training programs and make adjustments as needed.
**Compensation and Benefits Administration**:
- Verification of Annual Leave Pay and End of Service Benefits.
- Verification of Monthly Payroll Preparation.
**HR Policy Development and Implementation**:
- Develop, implement, and communicate HR policies and procedures to ensure compliance with legal requirements and best practices.
- Review and update policies as necessary to reflect changes in legislation or organizational needs.
- Provide guidance and training to employees and managers on HR policies and procedures.
**Qualifications**:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Proven experience in human resources roles, with at least 2 years in a managerial or supervisory capacity.
- Strong knowledge of employment laws and regulations.
- Excellent interpersonal and communication skills.
- Demonstrated ability to build effective relationships with employees at all levels of the organization.
- Proficiency in HRIS systems and Microsoft Office Suite.

Responsibilities
Reporting to the Human Capital Director of University for Doha Science and Technology the successful candidate will lead and monitor talent management activities across UDST, including learning and development, Qatarization, career planning and succession planning across non-academic BU’s. In addition, the incumbent will monitor grievances and disciplinary actions and administer the performance management for all UDST employees across all Colleges and BU’s.
The successful candidate will support the development of the HC business plan in alignment with UDST’s strategy.
The successful candidate will manage the development and implementation of a Talent Management plan that caters for UDST’s strategic directions and its objectives, aiming at developing and retaining high potential employees and incumbents of critical positions.
The successful candidate will direct the continuous research of leading practices in Talent Management areas and ensure UDST’s Talent Management plan is updated accordingly.
The successful candidate will ensure that the competency framework is implemented for UDST, in coordination with Workforce Planning.
The successful candidate will be responsible for acting as the main point of contact for the stakeholders to provide effective advice and guidance on talent mobility/leadership succession related decisions.
The successful candidate will serve as the principal liaison to frontline leaders for talent strategies (philosophies and initiatives within the organization)
The successful candidate will contribute to the identification of training gaps and development of appropriate solutions for our customers and align with overall Human Capital strategies and plans.

The successful candidate will monitor annual learning needs analysis conducted across non-academic Bu’s and collaborate with Business Units Heads to undertake this activity in an effective and efficient manner.

Qualifications
Education and Certifications:
- Master’s degree required in Business Administration, Human Resources or related field

Key Responsibilities- Lead the configuration and implementation of Oracle Fusion HCM modules related to Goals, Performance, Profile Management, Succession Planning, and Career Development
- Design functional workflows and manage end-to-end implementation processes
- Support integrations and reporting tools including HDL, BIP Reports, and data extracts
- Define security setups and user roles within the Oracle Fusion HCM platform
- Prepare documentation, coordinate UAT, and lead functional testing efforts
- Liaise with business stakeholders and technical teams to align on requirements
- Ensure solutions meet business objectives while adhering to system standards
- Expertise in Oracle Fusion HCM Talent Management modules
- Knowledge of functional configurations, integrations, and data security within Fusion Apps
- Strong documentation and communication skills
- Ability to lead cross-functional projects and collaborate with technical teams
- Familiarity with reporting tools (HDL, BIP, OTBI) and testing processes
- Strong problem-solving and project coordination capabilities
- Bachelor’s degree in Computer Science, Information Systems, or a related field
- 7-10 years of overall experience with 5+ years in Oracle Fusion HCM
- Proven track record in configuring and supporting Talent Management modules
- Experience with UAT, technical documentation, and stakeholder engagement
- Based in Qatar under a one-year contract; preference for local candidates, but overseas applicants are also welcome
- Fluency in English is required, and immediate joiners will be prioritized
