Job Purpose:

To manage and execute all tax collection activities with accuracy, efficiency, and compliance with applicable tax laws and regulations. The Tax Collection Specialist is responsible for ensuring timely collection of tax revenues, handling delinquent accounts, and providing professional support to taxpayers while safeguarding government financial interests.

Key Responsibilities:

  • Oversee the end-to-end process of tax collection, ensuring compliance with national tax regulations and internal procedures.
  • Monitor taxpayer accounts and follow up on outstanding tax payments, arrears, and penalties.
  • Analyze and reconcile tax payment records, financial statements, and taxpayer data.

Qualifications & Experience:

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field (Master's degree is a plus).
  • Minimum 10 years of experience in tax collection, revenue management, or related financial roles, preferably within a governmental tax authority.
  • In-depth knowledge of tax laws, collection procedures, and enforcement mechanisms.
  • Strong expertise in financial analysis, reconciliation, and taxpayer account management.
  • Proven track record in managing complex collection cases and resolving disputes.

Skills & Competencies:

  • Strong analytical and problem-solving skills.
  • Excellent negotiation and communication abilities (verbal and written).
  • High proficiency in tax systems, ERP (SAP/Oracle), and MS Office applications.

Your Key Responsibilities

You must be able to build strong client relationships & excellently communicate in a range of situations in both written and oral English. You should also be able to identify areas of risk, carry out an effective review and know when to refer upwards. You are expected to be a client focused and commercially aware team player with the ability to build effective relationships at all levels. You must also possess project management skills, plan and prioritise work, meet deadlines, monitor own budget. You should also be able to solve problems creatively and pragmatically.

To qualify for the role

  • Bachelor's degree in law, Taxation, Economics, Accounting, or related field; advanced degree (LLM, master's in taxation or equivalent) preferred.
  • At least 5 years of experience in tax policy, controversy working for a Big 4, law firm, government, multinational corporation.
  • Strong understanding of domestic and international tax regimes, audit practices, and dispute resolution frameworks.
  • Proven track record in managing client relationships and delivering complex tax projects.
  • Excellent research, analytical, and problem-solving skills with strong business acumen.
  • Superior written and verbal communication skills, with the ability to influence senior stakeholders.

Ideally, you'll also have

  • Direct experience engaging with tax authorities and policymakers.
  • Deep knowledge of OECD tax reform initiatives, cross-border tax policies, and dispute resolution mechanisms.
  • Experience in public policy advocacy, litigation support, or arbitration.
  • Established network within the tax, regulatory, or policy community.

PwC's existing team has extensive experience working with the Tax Authority in Qatar, with a thorough understanding of the tax audit approach, tax assessment methodology and penalty regime application.

Our team helps clients through the various interactions with the Tax Authority, from the preliminary stages of responding to the inquiries during a tax audit and up to the objection / appeal stages. In addition, the team is involved in assisting clients in meeting their tax compliance obligations in Qatar, including filing tax returns based on audited financial statements.

You will support our clients with all aspects of audit readiness, voluntary disclosure and clarifications requests, tax compliance support, assistance during tax audit and formalities of drafting and submitting objections and appeal letters to the relevant authorities in Qatar.

Job Requirements

  • 4+ years of experience in corporate tax compliance and corporate tax disputes resolution in a reputable tax consultancy firm (preferably Big4) or similar organization.
  • A professional (tax or accounting) qualification is required (e.g. ACA, CTA, ADIT, ACCA, CPA or equivalent).
  • Language – Fluency in written and spoken English. Arabic will be a plus.

Role Main Responsibilities
The successful candidate must be able to demonstrate professional experience and/or a proven record of success with regards to the following:

  • Understanding of the Qatar tax administrative process, tax legislation, and application of tax legislation in different scenarios.

We are looking for a skilled and passionate Project Manager to lead the Dhareeba 2.0 tax implementation project. In this role, you will take full ownership of the projects success from planning and governance to delivery. Youll guide teams, manage timelines, control risks, and make sure everything runs smoothly and on time.

This is your chance to lead a major national project, work with top professionals, and make a real impact in the public sector.

Responsibilities
  • Lead the overall project planning, management, and governance for Dhareeba 2.0.
  • Build and maintain clear project plans, schedules, and resource allocations.
  • Create project charters, reporting structures, and risk management logs.
  • Oversee progress reviews and provide updates to key stakeholders and authorities.
  • Manage scope, budget, and timelines across all project workstreams and vendor teams.
  • Identify and resolve risks or issues quickly while maintaining change control.
  • Act as the main point of contact for project leadership and the Steering Committee.
Qualifications
  • Proven experience in leading large-scale IT implementation projects.
  • PMP certification or equivalent is required.
  • Strong skills in risk management, issue resolution, and change control.
  • Excellent communication and stakeholder management abilities.
  • Bilingual (English and Arabic) preferred.
  • Experience working with public sector or tax authority projects is an advantage.
