Reporting to the Technical Program Manager, you will be responsible for managing project scope, schedule, budget, risk and quality, and ensuring the cross-functional team of engineers and data scientists adhere to best practices in software architecture, code quality, testing and deployment.
ResponsibilitiesProject Planning & Execution
- Create detailed project plans covering AI/ML work streams, software architecture design, UI/dashboard development, APIs, and infrastructure.
Technical Leadership & Software Engineering
- Decompose high‑level objectives into technical work packages: data‑ingestion jobs, model training, microservices, frontend dashboards.
- Lead architecture reviews, ensure coding standards, automated testing (unit/integration), and CI/CD pipelines.
- Coach teams on design patterns, RESTful API best practices, scalable database/schema design, and cloud‑native deployments.
Cross‑Functional Coordination
- Facilitate agile ceremonies (stand‑ups, sprint planning, backlog grooming, retrospectives) across software and data teams.
- Coordinate handoffs between UI/UX designers, frontend developers, backend engineers and DevOps to maintain smooth integration.
- Act as liaison with product owners, domain experts, external software/consulting vendors.
- Present technical status—burn‑down charts, release plans, quality metrics—to leadership and stakeholders.
- Maintain risk logs, propose mitigation strategies, and escalate critical issues.
Quality Assurance & Compliance
- Ensure code reviews, automated testing coverage, and performance testing are in place.
- Oversee system‑integration testing, UAT, and ensure compliance with security standards (ISO, API).
- Bachelor’s in computer science, SoftwareEngineering, or related.
- 8+ years managing software engineering, AI, or data analytics projects in Oil & Gas or similar heavy industries.
- Demonstrated success in managing and aligning diverse stakeholders.
- Communication: Articulate technical concepts—architecture diagrams, code‑quality metrics—to both technical and non‑technical audiences.
- Analytical: Extract insights from performance metrics, error rates, and project KPIs to drive continuous improvement.
- Problem‑ Solving: Quickly diagnose system failures, code regressions and data‑pipeline issues, and lead resolution.
- Deep expertise in Agile methodologies (Scrum, Kanban) and a solid grasp of Waterfall practices.
- Hands-on experience with tools such as Jira, Confluence, CI/CD pipelines (e.g., Jenkins, GitLab CI), and cloud platforms (OCI, GCP).
- Solid understanding of the architectural and operational differences between cloud-native and on-premises software environments.
- Fluent in both Arabic and English.
- Must be eligible and authorized to work in the Doha (Qatar).
- Certification in Project Management Professional (PMP), Agile Project Management, PRINCE2, or Scrum Master (CSM or equivalent).
- Masters in software engineering, Data Science, or Project Management.
- Experience with containerization (Docker/Kubernetes), microservices, and infrastructure-as-code (Terraform).
- Domain knowledge in refinery automation, LLMs or digital twins.

Purpose

- Facilitate clear and efficient communication among team members to ensure everyone is informed of project status, changes, risks, and issues.

- A verified track record in management of third-party suppliers and technical teams.

The Site Technical Manager shall provide all technical support for all disciplines in the project management oversight of the project assigned. Monitoring design, supervision during construction to ensure best practice design and quality construction is delivered on time and to cost.
Key Responsibilities:
· Develop working templates for establishing and tracking project all disciplines' requirements, technical specifications, cost estimations and appointment of contractors.
· Work with the Project Manager to establish key performance indicators for critical Civil & Structural and other disciplines' parameters on the project.
· Develop systems for reporting to monitor and track all disciplines' technical issues.
· Review the supervision consultant's procedures for quality checks and site inspections for all disciplines and monitor processes to address all MEP/ Arch/Civil & Structural site related issues.
· Serve as the technical expert in the PM team for all matters related to design, quality assurance and documentation of MEP/ Arch/ /Civil & Structural works.
· Acquire a detailed understanding of contract documents (drawings and specifications), phasing plans, all disciplines' systems interrelationships, construction sequencing, and project schedules to advise the project manager as necessary.
· Assist in the development and review of all disciplines' systems for the project. Manage the supervision consultant to approve the contractor's as-built drawings and submittals and log all disciplines' changes and as-built information.
· Define scope, budget and justification of all disciplines' change work orders.
· Ensure appropriate usage and application of the Project Management program with respect to entry and analysis of work-related data.
· Monitor design consultants and the supervision consultants with regard to approvals and liaise with local authorities and ministerial agencies as necessary.
· Assist project team in negotiations with contractors regarding the value of claims or changes in schedules and prepare recommendations on claims - approval or rejection.
· Assist in development of RFPs/Tenders by SCT as part of the procurement process. Coordinate with the Project Manager, Construction Manager (onsite) to collate and analyze periodic reports to help understand project performance against MEP/ Arch/ Civil & Structural standards and drive remedial actions.
· Interface with client in relation to all disciplines' activities on site.
· Oversee and advise on the estimates prepared by the QS relating to all disciplines' works and collate and analyze periodic cost reports to monitor cost performance.
· Coordinate with QA to monitor compliance by the consultants and contractors with management plans.
Required Skills and Qualifications:
· Bachelor Degree in Mechanical/ Civil/ Structural Engineering
· UPDA is required.
· Knowledge in the use of MS Project, Primavera, MS Office and AutoCAD.
