Job Description

The **Traffic Management Specialist** arranges the shipment of Pre-positioned War Reserve Material (WRM) cargo to various worldwide destinations via air, land, and sea. The incumbent must comply with all applicable International and Federal Transportation Laws, Regulations, Tariffs, and Department of Defense (DOD) guidance. Must be able to gain access to Logistics Tool Suite (LTS), Global Freight Management (GFM), Cargo Movement Operating System (CMOS), Global Air Transportation Execution System (GATES), Integrated Computerized Deployment System (ICODES), Integrated Booking System (IBS), Joint Container Management system (JCM), Wood Packaging Materials (WPM) Management Toolset, Global Asset Reporting Tool (GART), and web-based tracking systems such as Integrated Data Environment/Global Transportation Network Convergence (IGC), Radio Frequency Identification (RFID-ITV) Tracking Portal, Global Decision Support Systems (GDSS-2), and Single Mobility System (SMS) to ensure In-transit Visibility (ITV) within the Defense Transportation System (DTS). Ensures all shipments comply with the International Trade and Arms Regulations (ITAR), the Performance Work Statement (PWS), and ISO 9001 Quality Management System (QMS). Must be able to complete AMMO-43, Intermodal Dry Cargo Container/CSC Reinspection, AMMO-62, Technical Transportation of Hazardous Materials Distance Learning Courses, and WPM certification/recertification web-based training. Ensures compliance with Performance Work Statement (PWS) and ISO 9001:2015 Quality Management System (QMS).

**Principal Accountabilities**
- Inspects, accepts documentation (DD Form 1149-1348-1), prepares, and processes all outbound/inbound cargo offered for transportation in the Defense Transportation System (DTS).
- Checks for completeness and accuracy. Verifies the Nomenclatures, Quality, Transportation Control Numbers (TCN), Transportation Account Code (TAC), Consignor and Consignee Codes, Hazardous/Classified materials, ITARS certifications, and other essential transportation data.
- Properly classifies freight, selects commodity codes, selects the most efficient mode of shipment, and controls obligations for government transportation funds.
- Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo, and Maintains Manifest logs.
- Uses automated computer systems to process and document to accurately input the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes, and other essential transportation data into CMOS, GATES, or IBS.
- Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation, and certification in accordance with applicable Dangerous Goods Regulations (AFMAN 24-604, 49 Code of Federal Regulation, International Air Transport Association (IATA), and International Maritime Dangerous Goods (IMDG).
- Inspects, accepts, and inventories all incoming freight and containers for overages, shortages, and damage before acceptance. When required, initiate and complete DD Form 361, Transportation Discrepancy Report (TDR).
- Provides asset visibility and real-time view to track customer queries using IGC, RFID-ITV, GDSS-2, or SMS.
- Prepares shipping documents and Movement Requests for international and domestic shipments between sites and container movements from the Sea Port of Embarkation (POE) to the Sea Port of Debarkation (POD) shipped by surface or sealift.
- Performs Port Handling and Inland Transportation (PHIT) and ensures the subcontractor performs all duties and responsibilities according to the Statement of Work (SOW). Inspects and documents each shipment for contract compliance on a Customer Service Survey form.
- Processes Export Traffic Release Requests (ETRR) for sealift shipments using Surface Deployment Distribution.
- Command (SDDC) - Integrated Booking System (IBS).
- Performs Host Country customs clearances and liaises with Military and Host country Ministries on Import and Export for Border Customs Clearances, Airport Customs Clearances, and Seaport Clearances.
- Selects and initiates contact with local carriers to arrange appropriate transport equipment for containers, classified, sensitive, hazardous, or outsized shipments based on the size, weight, commodity description, freight classification, required delivery date, priority, or other special requirements.
- Loads/unloads 463 L pallets, equipment, vehicles, and ISO containers from flat-bed/low-bed trucks. May assist in loading/unloading military vessels at the seaport.
- Assists the Pallet and Net Managers with inspections, issuing, accounting, controlling, reporting, and maintaining operation stock levels of 463L pallets, nets, and other tie-down equipment located on-site.

Requirements
  • Bachelor’s Degree in Civil Engineering or Transportation Engineering.
  • Minimum 10 years of total experience, with at least 7 in roads and infrastructure projects, including exposure to live traffic environments in Qatar.
  • Training or certification in traffic safety/control (WZTMG, QTM, MOT workshops).
  • Grade A UPDA certification is a plus.
  • Excellent command of English (spoken and written).
  • Familiarity with document management systems (DCS), MS Office, AutoCAD (viewing), and site-related software.

We are seeking a Traffic Engineer as part of DB Engineering & Consulting GmbH, Qatar Branch . In this role, you be responsible for designing, analyzing, and implementing traffic management systems and solutions to improve road safety, flow, and efficiency. The job opening is located in Doha, Qatar, and offers exciting challenges and potential for career growth.

Responsibilities:

  • Project team member with focus on concept design, engineering, financial, economic, and social environmental feasibility studies of railway and roads connections.
  • Responsible for designing, analyzing, and implementing traffic management systems and solutions to improve road safety, flow, and efficiency.
  • Involves working on a wide range of traffic-related projects, including the design of intersections, roads, and traffic signal systems, while also using data analysis and simulations to optimize traffic performance.
  • Conduct traffic studies, including vehicle counts, speed studies, intersection performance analysis, and congestion studies.
  • Analyze and interpret traffic data to identify issues such as delays, congestion, and accidents.
  • Evaluate the impact of new developments on existing transportation networks and propose appropriate solutions.
  • Design and implement traffic management systems such as road layouts, intersections, signage, and signals.
  • Use traffic simulation software (e.g., Synchro, VISSIM, or similar) to model traffic flow and analyze potential solutions.
  • Develop and review traffic signal timing plans to optimize intersection performance.
  • Conduct road safety audits and identify areas for improvement to reduce accidents and enhance road user safety.
  • Develop strategies for traffic calming, pedestrian crossings, and improved road signage.
  • Develop and review traffic control plans for construction projects, detours, and special events.
  • Ensure compliance with local and national regulations regarding traffic management and safety standards.

Qualifications:

  • Doctorate, Master’s/Bachelor's degree in Civil Engineering, Transportation Engineering or equivalent.
  • Minimum 10 or more years' experience in traffic engineering, transportation planning or related fields. Familiarity with local and international transportation regulations and guidelines.
  • Experience relevant to the position in projects with focus on concept design, engineering, financial, economic, social and environmental feasibility studies for railway and road connections, plus relevant master plan studies.
  • International membership in relevant professional institution and Certified Licensure related to the task are preferred.
  • At least 1 – 4 years’ experience preferred in GCC locations.
  • Strong understanding of traffic flow theory, road safety, and traffic control systems. Knowledge in traffic signal design, timing and optimization.
  • Experience with GIS (Geographic Information Systems) and data visualization tools. Familiarity with transportation engineering codes and standards, including MUTCD, AASHTO, and others.
  • Fluent in both Arabic & English language. Excellent communication skills, written and verbal, are essential to success in this role.
  • Analytical thinking & problem-solving skills
  • Good communication & management skills for the necessary liaison with MOT’s Land Transport Planning Department and other Government Stakeholders and private institution in transportation industry and strong leadership skills
  • Advanced knowledge in MS Office Applications, MS Teams and Share Point Online. Experience with traffic analysis and design software (e.g., Synchro, VISSIM, HCS, or similar tools). Proficiency in traffic simulation and modeling software.
  • Driving license required to drive to site or to technical meetings with the client representative.

Job Purpose:

Responsibilities include conducting Traffic Impact Studies and evaluate the transportation components of new and existing developments. Carryout traffic modeling and operational analysis works using the widely used Traffic Engineering software and tools in consultation and supervision of Senior Engineer/s.

Key Accountabilities / Responsibilities:

Preparation of transport impact studies Review of development site plans Handle strategic models like TMPQ model at Qatar. Update TMPQ model, junction analysis using Synchro and Sidra Analysing the access arrangements and layouts for new developments Review of transportation elements for new and existing developments.

Functional Relationships:

Internal: • Works under the supervision and advice of the Senior Engineer and confers with other departments to ensure the transportation components of the projects meet the design and safety criteria.

External: • Liaises with MMUP and other authorities on the output produces for the studies commissioned to AEB – Traffic division for completion and approval from the relevant authorities. Experience / Qualification / Skills:

Masters in Transportation Planning / MS in Transportation Engineering With 4-5 years of experience in the field of Traffic and Transportation as Traffic Engineer. Candidate must be proficient in the use of ‘VISUM’ the strategic planning software. The experience level in VISUM must be reflected in the past projects undertaken. Knowledge of other operational analysis software like SYNCHRO, SIDRA etc is desirable. Experience and familiarity with TIS procedures at Qatar would considered as an added advantage Demonstrate knowledge of transport modeling, traffic network planning Transport and traffic operations and transport infrastructure planning
