The **Transportation Manager** manages, controls and administers program activities related to the shipment of Pre-positioned War Reserve Material (WRM) cargo to various worldwide destinations via air, land and sea. Manages 463L Equipment program, Container Management Program and company Transportation of Hazardous Materials Training Program. Incumbent must comply with all applicable International and Federal Transportation Laws, Regulations, Tariffs and Department of Defense guidance. Ensures all shipments are routed through the Transportation pipeline in accordance with all commercial and DOD policies and procedures. Ensures compliance with Performance Work Statement (PWS) and Amentum 9001:2015 Quality Management System (QMS).
**Principal Accountabilities**
- Processes Export Traffic Release Requests (ETRR) for sealift shipments using Surface Deployment Distribution Command (SDDC) Integrated Booking System (IBS) found within SDDC's Electronic Transportation Acquisition (ETA) website.
- Traces sealifts shipments utilizing ETA's Pipeline Asset Tool (PAT) website.
- Traces all DOD shipments by maintaining access to IDE/GTN (Integrated Development Environment/Global Transportation Network) Convergence (IGC).
- Provides visibility and tracking of all cargo processing and shipping activities to CENTAF and Amentum International department heads utilizing various on-line reporting tools and reports.
- Provides program level management of cargo in-transit visibility to AMC using Global Air Transportation Execution System (GATES).
- Manages the Container Management Program by having access to the Joint Container Management (JCM) and ACAMs systems, both of which are found in ETA.
- Properly classifies freight, selects most efficient mode of shipment to meet shipment needs, and controls obligations for government transportation funds.
- Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN24-204, Code of Federal Regulation Title 49, International Maritime Dangerous goods, etc).
- Selects and initiates contact with local carriers to arrange appropriate transport equipment for containers, classified, sensitive, hazardous or out-sized shipments based on the size, weight, commodity description, freight classification, required delivery date, priority or other special requirements.
- Familiar with automated computer systems and programs to process and document all freight, (CMOS, GATES, IBS).
- Performs program level management of Cargo Movement Operations System (CMOS) systems.
- Prepares Amentum International Truck Shipping Documents for Line Haul Intertheather/Intratheather between sites, container movements from Sea Port of Embarkation to Sea Port of Debarkation, and local movements.
- Maintains Technical Orders, publications, forms and files required for Traffic Management operations.
- Compiles data and submits reports and other correspondence as required.
- Must update the Data Management System (DMS) in use by Amentum to provide shipment data electronically.
- May be called upon to assist Customer Liaison Office (CLO) in the dissemination of WRM Tasking sheets, CO Letters, and functional taskings as required.
- May be called upon to assist Customer Liaison Office (CLO) in the upkeep of the Tasking Short List as required.
- Perform other duties as assigned.
- Works in normal office environment.
**Minimum Requirements**
- Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
- Must possess a valid home country driver's license and ability to obtain host nation driver's license.
- High School diploma or equivalent required.
- Minimum ten years experience with Department of Defense transportation systems, cargo shipping and receiving required.
- Work experience in freight acceptance, preparation, processing, inspection, documentation and handling procedures is required.
- Must be able to successfully complete training to prepare, certify and/or inspect Hazardous Materials for Air Transportation IAW AFJMAN 24-204 upon selection.
- Experienced in palletizing cargo on single, multiple/married 463L pallets is required.
- Management experience in aircraft cargo loading/unloading and cargo tie down restraint procedures is mandatory.
- Must have verifiable classroom instruction and coursework preparation experience.
- Must be eligible to obtain and maintain a US Secret Security Clearance.
- Light to moderate lifting as required carried out in an office environment.
- Ability to travel domestically and interntionally.
