Stantec’s Management Consulting Group in the Middle East is looking for a result oriented Transportation Planner to work closely with our client in a transformation journey for their Highways Asset Management department



In this role, you will be responsible for supporting the Stantec Team in delivering transformational work as part of our Management Consulting Group in Qatar, in the development of our Clients’ Asset Management Policy, Framework and Governance Structure . The candidate for this position will be working from our client’s office and is a client-facing position to provide management consulting service to our client.

Key responsibilities include (but are not limited to):

• Support and advise the client Management in the review, development and implementation of Transportation plans, strategies, traffic management and network performance in the State of Qatar.
• Develop Transportation network plans and designs.
• Develop Transportation demand management studies and mobility solutions.
• Integrate transportation planning with asset management strategies.
• Identify, analyze, and study existing data sources, asset and risk management processes, procedures, and associated data sets.
• Develop and Integrate Transportation demand solutions and mobility solutions into organizational policies and frameworks.
• Produce presentations, circulars and other marketing material to promote achievements of the business.
• Present to external and internal stakeholders at all levels to accomplish the Client’s program goals.

• Exposure to and experience with government Clients under client facing roles.

Education And Experience

• Bachelor’s or master’s degree in urban planning, Transportation Engineering, or a related field.
• Certification in Transportation Planning.
• Minimum of 10 years post graduate work experience is required.

Overview

This position is physically located in Qatar. The Transportation Coordinator must be capable of monitoring, but not limited to, the following movement control functions: Customer Service; Convoy Briefings; Staging Area Management; Hazardous Material (HAZMAT) Documentation Certification; Movement Control Reports; RFID Management; Document Cargo; Container Management; and Safety Briefings. The Transportation Coordinator must be familiar with Hazardous Material (HAZMAT), Integrated Booking System Container Management Module (IBS-CMM), Radio Frequency Identification (RFID) tags, and Cargo Movement Operations System (CMOS).

• Monitors all transportation movement.
• Assists in sourcing out new modes of transportation and carriers.
• Analyzes cost of freight performance for carriers.
• Responsible for monitoring scheduled movements.
• Ensures security has been coordinated; links up teams and Movement Control Teams (MCTs) for required moves.
• Inputs convoy movement data into ledger, closes convoy entries, and tracks convoys on Movement Tracking System (MTS).
• Retrieves all convoy reports from the MCTs via NIPR computers.
• Contacts MCTs when reports are not received by required times.
• Assists in creating circulation overlays.
• Maintains historical data on all movements.
• Possesses the ability to perform movement control operations.
• Must be acquainted with material handling equipment (MHE) operations, e.g., Forklift 4K, 6K, 10K, 12K, 14K, and 100K container handlers.
• Knowledge of moving ocean freight shipments through the designated SPOE/D.
• Leads cargo trucks convoy and has overall responsibility for mission coordination, preparation, equipment safety and accountability.
• Performs other duties and assignments as required.

• Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
• A valid driver’s license and the ability to obtain a U.S. Government Motor Vehicle Operator’s License and host nation Driver’s License are required.
• Must have a valid US Passport. Must be US citizen. High School Diploma or equivalent. Must provide a copy of the diploma.
• Experience: Minimum of three (3) years of experience within Transportation field. Minimum of 3 years of directly related work experience required. Incumbent must demonstrate a high degree of leadership skills.
• Skills: Attention to detail; ability to compute center of balance and weights on rolling stock equipment; familiarity with MHE operations; knowledge of moving ocean freight shipments through SPOE/D; ability to prioritize responsibilities; ability to work under pressure; intermediate proficiency in Word, Excel, and Outlook; strong organizational and planning skills.
• Working Conditions: Capable of working in extreme weather conditions with temperatures exceeding 120°F. Indoor and/or outdoor environment with harsh conditions (desert environment).
• Physical Requirements: Light work; occasional lifting up to 20 pounds, frequent up to 10 pounds; PPE usage required; may involve exposure to physical, chemical, or biological agents.
• PPE includes head, foot, torso, respiratory, vision, and hearing protection.

Summary:

The Transportation Officer is responsible for managing and coordinating the transportation and logistics functions across That's Living Group and its associated businesses, including F&B restaurants. The role involves overseeing the allocation and scheduling of drivers, maintaining vehicle conditions, ensuring compliance with safety and advertising regulations, and managing driver performance. Additionally, the officer will ensure accurate reporting for accidents, vehicle maintenance, and the timely renewal of vehicle advertising.

Key Responsibilities:

• Driver Distribution & Scheduling:

* Develop and manage driver schedules to ensure timely deliveries to That's Living and F&B restaurant locations.

* Assign drivers for night shifts to handle the delivery of furniture for display purposes in showrooms.

* Ensure driver availability for emergency deliveries and coordinate transportation for workers requiring medical visits or airport .

• Vehicle & Driver Appearance Standards:

* Ensure drivers maintain professional appearance standards and vehicles are cleaned regularly, ensuring a polished presentation for the transportation of luxury furniture.

* Conduct regular inspections to ensure vehicles are in presentable condition, free from damages or visible wear.

• Vehicle Condition Monitoring & Compliance:

* Regularly inspect vehicles for small scratches, damages, or signs of accidents, and coordinate necessary repairs.

* Oversee scheduled vehicle maintenance at designated intervals (e.g., 5,000 KM, 15,000 KM) and ensure timely inspections (Fahes) with coordination of drivers and vehicles.

* Liaise with the PRO to ensure vehicle documentation, including inspections, insurance and registration cards, are up to date and renewed promptly.

• Vehicle Advertisement Management:

* Maintain records of vehicle advertising expiry dates and ensure timely renewals in coordination with the PRO.

* Liaise with marketing teams for the placement and removal of advertising materials on vehicles, ensuring they comply with branding and local regulations.

• Accident Reporting & Documentation:

* Develop and maintain forms for reporting accidents, ensuring that the process includes multiple levels of signature verification from the driver, office, Operations Manager, and reporting to HR.

* Ensure thorough documentation of accidents, maintaining records in line with company policies and local laws.

• Vehicle Maintenance & Cost Management:

* Manage the maintenance schedule for the fleet, ensuring all vehicles receive timely servicing.

* Maintain a detailed log of all vehicle maintenance activities, including service dates, nature of repairs, and associated costs.

* Provide regular reports to the Operations Manager on vehicle maintenance performance, downtime, and cost efficiency.

• Warehouse Coordination:

* Coordinate with drivers to assist with the transportation of materials required for warehouse operations.

* Oversee the cleanliness of the warehouse by arranging transportation for cleaning materials and staff as needed.

• GPS & Fleet Monitoring:

* Monitor GPS tracking systems for daily violations such as speeding, route deviations, or accidents.

* Analyze GPS data to track fuel consumption vs. driving behavior, identifying areas for fuel efficiency improvements.

* Ensure drivers adhere to GPS-assigned routes and safety standards, responding promptly to any violations or discrepancies.

• Time Sheet & Attendance Management:

* Maintain control over driver timesheets, managing shift changes, overtime, and days off.

* Ensure proper documentation and approval processes for driver attendance and time off.

• Coordination with Security & Other Departments:

* Liaise with Security to verify GPS logs against the security logbook, ensuring alignment between transportation data and site security protocols.

* Coordinate transportation and vehicle access for security personnel when necessary.

• Safety & Compliance:

* Ensure all transportation activities comply with company safety standards and local regulations.

* Conduct regular safety briefings for drivers to reinforce safe driving practices and company policies.

• Emergency Transportation Coordination:

* Handle any emergency transportation requests, ensuring drivers are promptly assigned to urgent tasks.

* Develop contingency plans for transportation during unforeseen events such as vehicle breakdowns or accidents.

Qualifications:

• Proven experience as a Transportation Officer or similar role, preferably in a logistics or retail environment.
• Strong organizational and coordination skills, with the ability to manage multiple tasks and schedules.
• Knowledge of vehicle maintenance, compliance, and safety standards.
• Basic knowledge of vehicle mechanics and maintenance procedures.
• Understanding of local transportation regulations and Fahes inspection requirements.
• Experience using GPS tracking systems and fleet management software.
• Excellent communication and leadership skills.
• Familiarity with warehouse operations and logistics.
