Overview:
We are looking to hire a Civil Engineer for a national oil and gas operator in Doha, Qatar.

Candidates must have a minimum of 10-12 years' experience in Structural Design & Construction.
Fluency in English is a must.

Key Responsibilities:

• Conduct Civil/Structural Engineering activities throughout all stages of the assigned projects.
• Check and review all project drawings and documents (civil, structural, specifications, calculations and proposed materials) submitted by others by the project scope, specifications, applicable standards.
• Participate and aid in projects' pre-commissioning, commissioning and hand-over activities.
• Review and evaluate the Contract Changes/Variation to approved guidelines and applicable codes, standards and practices, make recommendations for approval or rejection of technical deviations.
• Review and approve method statements developed by contracted organizations for scope compliance and liaise with contracted organizations to resolve technical issues.
• Conduct evaluation of technical bid packages for scope compliance, participate in pretender meetings, and related technical and commercial evaluations on contract bids received and administered by the Division and submit Technical Evaluation reports.
• Plan and coordinate activities of a team of multidiscipline engineers for providing timely delivery of technical services to meet the project requirements.
• Co-ordinate engineering designs, develop and review multi-disciplinary work scopes for projects and other engineering activities to ensure that the work scope is comprehensive and clear.
• Support the development of personal technical competency and skills and those of co-workers; participate in structured training for Associate Engineers.
• Ability to work in a multi-discipline/cultural environment.
• Ability to resolve technical challenges related to Civil/Structural Engineering work and adjacent discipline issues.
• Conduct civil works inspection of leased buildings/takeover of completed buildings or facilities with user Department and final acceptance from Contractor/Project Department.
• Ensure achievement of approved KPI and customer satisfaction; attend to any other task assigned by the management.

• Bachelor's Degree or equivalent in Civil Engineering.
• Minimum 10-12 years' experience in Structural Design & Construction.
• Minimum 6 years' experience in Structural Design & Construction, in large buildings and civil/infrastructure projects, including at least 6 years' experience at the Supervisory level.
• Good knowledge of construction activities and project management.
• Experience in projects' pre-commissioning, commissioning and hand-over activities.
• Possess good communication and presentation skills.
• Good knowledge of English, both written and spoken.
• Computer literate in mainstream MS Office products and structural design packages.

• Mechanical group communication development.

  
  

• Prepare mechanical manhour estimate to perform project tasks.

  
  

• Check compliance with Alliance QA/safety/environment goals.

  
  

• Promote Alliance culture in instrument/electrical engineering group.

  
  

• Manage mechanical design and any design changes within budget and schedule.

  
  

• Evaluate new technology advancements against existing design standards and revise where applicable.

  
  

• Promote cost reduction and productivity enhancing initiatives.

• Identify and review new technology development which could be applicable in providing more cost effective facilities.

  
  

• Technical supervision of project designated mechanical engineers in the execution of their duty.

  
  

• Prepare weekly mechanical progress and expenditure reports on a project specific basis.

  
  

• Benchmark mechanical design and identify areas of improvement.

  
  

• Mentoring the mechanical engineers in the department.

  
  

• Multi discipline technical coordination and interaction.

  
  

• Consistently completes work within budgeted hours.

  
  

• Proactive in transferring skills and sharing knowledge.

  
  

• Competently prepares proposals and reports.

  
  

• Contributes to technology selection studies, process simplification, customized standards, value engineering constructability review, 3D CAD review and cost estimates.

  
  

• Quality Assurance - Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the BU, etc

  
  

• Safety - Responsible for personal safety safe working practices for the BU, etc. Understand and follow OH&S procedures.

  
  

Essential Skills/Experience

• Experience with the development of layouts for new facilities
• Experienced in the specification, evaluation and documentation of equipment.
• Work is performed in accordance with broad technical guidelines and with minimal supervision.
• Ability to work to tight deadlines and prioritisation of work to achieve them.
• Vast experience with design of pumps, compressors and process equipment. (Experience in turbines will be an asset).
• Experience in brown fields & asset services type project / contracts.
• Experience with interface between MTOs and procurement system.
• Experience with tender package preparation.
• Experience in Installation, Construction and Commissioning.
• Understand key equipment fabrication and maintenance requirements.
• Experience in process plant layout.

Industry Specific Experience :

• Extensive work experience at a senior level within the Oil & Gas industry.
• Extensive technical, practical and leadership experience in the mechanical discipline in the same or similar
• industry, including experience managing and leading multi-disciplinary projects and teams.

Education - Qualifications, Accreditation, Training :

• Full-Time Bachelor's Degree in Mechanical Engineering from an accredited university
• MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates notholding this accreditation must be willing to achieve this within the probationary period.
• Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage
