Job Description The Research Governance and Compliance Specialist (Legal Support) provides expert legal and regulatory oversight to ensure that all research activities within the institution comply with applicable laws, ethical standards, and internal policies. This role supports the Vice President’s Office in developing, maintaining, and enforcing governance frameworks that promote integrity, transparency, and accountability in research practices.
Key Responsibilities :
Advise the Vice President and relevant stakeholders on legal, ethical, and compliance issues related to research governance.
Monitor and interpret relevant laws, regulations, and institutional policies affecting research practices, including data protection, intellectual property, and research ethics.
Draft, review, and manage contracts, MOUs, NDAs, and other legal documents related to research activities and partnerships.
Collaborate with research teams to ensure compliance with grant requirements, ethical standards, and institutional policies.
Develop and implement training and awareness programs for faculty, researchers, and administrative staff on legal compliance and governance issues.
Participate in internal audits and investigations of non-compliance or misconduct in research practices.
Assist in the preparation and submission of compliance reports to internal and external stakeholders.
Maintain documentation and records related to legal and regulatory compliance for all research projects.
Serve as a liaison with external legal bodies, regulators, and ethics committees when necessary.
Qualifications :
Bachelor’s degree in law (LLB) or equivalent; PMP certification is a plus.
2 to 5 years of experience in research governance, legal compliance, or a similar field, preferably in an academic, governmental, or research-intensive organization.
Strong understanding of legal and regulatory frameworks applicable to academic or institutional research.
Excellent communication, negotiation, and interpersonal skills.
High level of discretion, integrity, and professional ethics.

Key Accountabilities: Role purpose:To facilitate compliance with state legislation in relation to cultural heritage across QM department and external stakeholders, and develop procedures, checks, and monitoring tools for compliance with international heritage conventions, treaties, guidelines. Duties and Responsibilities: • Participate in drafting legislations, bylaws, policies, and guidelines for the archaeology and heritage sector in QM to fulfil obligation of existing and/or future legal frameworks for cultural heritage in the State of Qatar. • Participate in heritage site classification, and registration locally and internationally, including technical evaluation, technical reporting, including administration of the state national register. • Establishing guidelines for compliance with international heritage conventions by organizations such as UNESCO, ICROM, IUCN, ICOMOS, and ICOM, including registration of cultural property in movement, permitting, licensing, corrective measures, and policing of illicit trafficking. • Preparation or measure and monitoring tools for the protection of cultural property during disaster and emergency periods, including coordination of impact assessment and risk management activities, and the compliance with internal/external stakeholders. • Assist in preparation of periodic or technical reporting for registered sites and other obligations towards international governing bodies. • Assist in review of disputed cases and/or arbitration for cultural property. • Prepare and administer public-private-partnership policies, unification or cultural heritage definitions/terms, unification of site protection regulations, and sites visual identity. • Facilitate and participate in capacity building exercises, and preparation of manuals for the protection, management, and promotion of cultural heritage. • Participate in the institution and administration of accreditation criteria for the establishment of private museums, commercialized private collection, heritage auction houses, and other cultural property affiliated bodies including minimum special and operations requirements. • Provide technical review on compliance of adaptive reuse requests for heritage activation requests, as well as public art installation across heritage sites. • Provide technical review/inspection support for cultural property in movement across the State of Qatar (internal person-to-person exchanges, imports, exports, and transits). • Prepare and administer the guidelines for conservation, preservation and adaptive reuse including the rubric for activation. Qualifications/Requirements: Strong understanding of international convention and treaties in relation to cultural heritage. Strong understanding of roles and responsibilities of international cultural governing bodies and international cultural heritage committees. Familiar with legal interdependency in the State of Qatar Good understanding of heritage program planning, and Qatari heritage/archaeology. Strong communication and organizational skills. Excellent teamwork. Excellent technical reporting. A master’s degree is required – preferred fields are international law, international political science, cultural diplomacy, or heritage management – Ph.D. is preferred. Develop auditing program to offer comprehensive audit coverage within the Ministry Ensure healthcare sector cybersecurity, data protection and privacy compliance for the entire healthcare, insurance providers and partners Periodical review and assessment to monitor compliance maturity posture and progress for the healthcare entities Develop and oversee Security audit and compliance program within the ministry Coordinate, plan and execute audit activities within the Ministry Determine audit scope and objective and accordingly prepare audit work plan Develop and implement complex audit test plan Conduct security compliance audits of critical systems and applications Ensure ongoing compliance with the organizations policies and procedures, legal, regulatory, and contractual requirements Build and maintain the controls matrix in alignment with multiple compliance frameworks and standards Prepare compliance reports and status reports, identify issues, and report to senior management Support key business initiatives by identifying security and compliance related risks Ensuring internal compliance (including IT, vulnerability scans, annual training, etc.) are executed in a timely manner Performs related duties as assigned by supervisor Schedule, conduct various information security audits, and prepare audit reports Ensure security and compliance of critical systems, network and applications including Azure Cloud, IAM, PAM and O365 Monitor and ensure DLP compliance and follow-up with the stakeholders Coordinate with IT operation team and Business units to ensure closure of identified non-compliance and vulnerabilities Identify critical risks and recommend corrective steps to address the risks Liaise with external and internal audit team and ensure evidence are collected and submitted on time Coordinate with business Unit, finance, HR, projects, Etc. to obtain inputs for audit processing Support team and ensure all the audit findings are closed as per the timeline Ensure that previous audit recommendations are addressed and implemented Support the other security and compliance procedures based on the approved standard Support the operational team in developing technical standards (Hardening documents) for various platforms Support the development of the overarching security policies, standards, and operating procedures Develop well-crafted audit reports including results and recommendations for management Communicate audit findings and recommendations to Management and stakeholder Maintain clear and complete IT audit documentations
Experience/Qualifications:
Bachelor’s degree in computer science or Similar, plus substantial continued education and training in the field 5+ years of progressive experience in Security and Compliance including application, infrastructure, and Azure Cloud Significant, demonstrable, experience within a security compliance or security management role Strong understanding of key Compliance, security and framework models and standards such as ISO 2700X, NIST, CIS benchmarks etc. Familiarity with common vulnerabilities and attack vectors Ability to understand and integrate cultural differences and motives and to work with cross cultural Audience Preferable have worked in Health Care Sector, Advanced Microsoft Office product expertise Cloud Security Certifications Az-500, CCSP etc. Preferred to hold CISA, CISSP or other equivalent certification Preferred to hold NIAS, ISO 27001/2, or other equivalent certification Mandatory knowledge on Azure Cloud, O365, DLP and IAM and PAM process and Technologies Seniority level
