We have a current opportunity for a Structural Superintendent on a contract basis. The position will be based in Doha. For further information about this position please apply.
Purpose
The Structural Superintendent is responsible for co-ordinating the structural construction activities of pipeline & sub-sea structures up to load out and sail away to ensure objectives are safely met within the approved scope and schedule at the fabrication yard. Ensures that all his scope of work is completed in accordance with safety and quality standards applicable.
Accountabilities
  1. Provides Structural steel Fabrication expertise, to lead safe execution of Fabrication activities in accordance with project deliverables and execution schedule. Demonstrate leadership in planning and execution driving EPC contractor to deliver as per project milestones.
  2. Maintains close liaison with members of Engineering, quality, construction, Marine/installation Teams and accountable for ensuring execution of work is technically aligned in compliance with project objectives, specification and industry best practices.
  3. Guides Contractor's Load out activities and validating contractors, including vendors, subcontractor resources, personnel qualifications, usage of appropriate tools; adherence to project objectives, requirements, specifications, and verification processes. Ensure Contractor/ Sub Contractor adhere to Project SHES procedures.
  4. Review and monitor project Design, including Engineering / Site Queries, Field Design Changes, Deviation Requests, Non-Conformance Reports and EPC Contractor design change or deviations from company directives ensuring compliance with management of change procedures.
  5. Assesses and validates Contractor’s procedures for SIMOPS, Work under Permit, load out s and perform progress measurement.
  6. Coordinate the delivery Load out deliverables updates/readiness and support COMPANY CPLO and CONTRACTOR’s Construction site engineering team.
  7. Responsible for following up and assuring schedule and related milestones are achieved, provides data (rundown curves, charts, graphs), identify material & skills gaps, develop recovery plans to address any schedule delays if any.
  8. Accountable for knowledge of and sharing previous lessons learned, capturing, and communicating current lessons learned to support review teams and future projects.
  9. Develop and issue daily and weekly reports on progress, performance, initiatives, issues, and challenges to Head of Fabrication.
  10. Review the load out sequence and schedule. Provides input to and review development of contractor’s detailed plans to complete the work. Reviewing the scope of construction and identifying any possible anomalies during construction.
 
Qualifications
Bachelor’s Degree in Engineering.
 
Knowledge and/or Experience
8 years experience with Large Projects in Construction related disciplines a Mechanical supervisor or Mechanical completion/ Pre-commissioning specialist / senior Pre-commissioning Inspector for Oil and Gas offshore facilities, especially subsea structure and wellhead Topside platforms including 1 year of experience in supervisory role.
3-5 years international experience as Structural Superintendent on medium-to large-scale and complex offshore projects.
Good understanding in completions database (ICAPS), pre-comm. Procedures and Hand-over deliverables.
Experience with ICAPS database use and ITR/Punch management.
 
Technical and Business Skills
Full knowledge of Structural steel Fabrication of Sub-sea structures and Pipeline structures like WYE and Tee skids and load out.
A high level of proficiency in written and spoken English.
Strong organizational, planning and coordination skills.
Proficiency in MS Office, Excel and other relevant applications.

Key Responsibilities
  • Promote and comply with COMPANY HSE procedures, values, and applicable laws and regulations.

    Job Purpose

    The position is responsible for managing site supervision of all instrument and electrical project works for both online and shutdown projects. The candidate shall follow up on the Instrument & Electrical erection and installation works on site to ensure correct installation according to approved Construction Drawings, verify their status according to schedules, and identify & follow up on corrective/recovery actions.

    These project types may range from minor field or system-related tasks to major multi-discipline projects.

    Key Accountabilities

    1. Responsible for the progress of all field/construction activities.
    2. Assist in following up with contractors and subcontractors in the Instrument & Electrical discipline scope during construction phases to assure quality, environmental, health, and safety aspects of the work.
    3. Participate in safety walks and quality surveillance activities, prepare reports, and follow up on the closure of all identified actions.
    4. Responsible for the progress of all construction activities within the Instrument & Electrical discipline.
    5. Prepare and follow up with the contractor(s)/sub-contractor(s) on pre-commissioning and commissioning activities; planning and execution to ensure that day-to-day commissioning activities are executed safely and prepare for & participate in pre-startup safety reviews (PSSR).
    6. Prepare field progress reports and identify and correct contractual non-conformities.

    1. The candidate must have a bachelor’s degree in Electrical/Instrument/Electronic/Control Engineering.
    2. Minimum 10 years of relevant experience in the Fertilizer, Oil & Gas, or Petrochemical industry.
    3. The candidate shall have proven project experience in managing works related to field instrumentation, process control and safety shutdown systems, rotating machinery instrumentation & controls, process gas analyzers, and experience in switchboards, transformers, circuit breakers, UPS, PLCs, distribution boards, control panels, relays, electrical systems of elevators/lifts, EOT cranes, motors, cables, earthing, fire and gas alarm & siren systems, public address systems, IP-based audio/video systems, data system & telephone system requirements, CCTV systems, and connectivity of electrical/instrument systems, lighting & power distribution, electrical & instrument systems of HVAC and their interfaces, evaluation of bids and contracts, etc.
    4. Work experience engaging with project teams for pre-construction reviews and preparation, experience in reviewing technical documents/drawings, preparing job safety analyses, method statements, schedules, conducting reviews for QA/QC, safety, health and environment, toolbox meetings compliance during site execution, preparation and execution of installation, pre-commissioning, commissioning and testing activities, livening up of power, inter-discipline communication and coordination, lockout/tagout during job execution, red mark-ups, planning, scheduling, and progress reporting are preferred requirements for this position.
    5. The candidate shall have sound knowledge and application of network architecture, communication protocols, media and accessories (TCP/IP, Modbus, Ethernet, fiber optic, network switches, etc.), hazardous area standards (NEC/IEC/ATEX), work permit systems, enclosure protection standards (NEMA/IEC), safety standards, document standards, environmental standards, and various international standards like IEC/ANSI/ISA/EEMUA, etc., applicable to the instrument discipline.
    6. Must display a very high awareness and knowledge of safety procedures for working in live plants.
    7. Ability to operate standard PC applications. Knowledge of MS Office, MS Projects, and/or Primavera is essential.
    8. Technical report writing skills.
    9. Ability to read and interpret technical documentation.

    mselect is looking to hire a Construction Supervisor – Mechanical for an oil and gas operator in Doha, Qatar . Candidates must have a minimum of 10 years’ experience in relevant construction and installation activities in projects of oil & gas and Infrastructure industry. Fluency in English is a must.

    Key Responsibilities
    • Supervise the site construction/installation of work of relevant engineering disciplines of assigned Construction/EPIC contract and ensure that the work is carried out safely and in compliance with the Scope of Work, approved Engineering Standards and Specifications
    • Participate in constructability review meetings as and when required. Control and supervise the construction of allocated projects by attending the weekly construction progress meetings, site document control/review, and liaising with different discipline Supervisors, and relevant personnel of other Departments, to ensure that the project(s) is on time as per project(s) schedule and deficiencies are documented and reported to Senior Construction Supervisor
    • Review contractors' construction plans and schedules including method statements and JSAs
    • Coordinate and control the mobilization of contractor’s manpower and equipment to sites including activities in site lay-down areas
    • Facilitate issuance of necessary permits when requested by Contractors. Monitor and endorse work permits for the projects and verify compliance work with end-users and contractors by checking work permit applications against already existing permits and progress updates and consulting all concerned parties to ensure uninterrupted work progress
    • Ensure, inspect and test completed project work
    • Ensure the level of understanding and extent of implementation of safety regulations for contractors, project safety plans and environmental regulations by holding regular meetings with contractor’s responsible personnel to ensure safe work conditions for all stakeholders on the construction site
    • Ensure and follow up completion and clearance of all Punch List items
    • Coordinate pre-commissioning, and MCC activities and assist during the commissioning of facilities. Initiate Mechanical Completion Certificates (MCC), Hand over Certificates, and Acceptance Certificates (AC), and facilitate the issuance of Project Completion & Discharge Certificates
    • To prepare daily reports of activities and inform asset holders (as per approved distribution matrix) of the progress/constraints and look ahead. Coordinate with concerned parties daily to resolve routine site issues and refer technical queries to the Senior Construction Supervisor and Senior Project Engineer, update daily and weekly construction progress reports for assigned projects and verify contractors’ progress statements for accuracy by having regular discussions with contractor to ensure up to date progress information is maintained
    • Assist the concerned Senior Construction supervisor in analyzing and subsequently recommending a resolution to construction-related contractor claims issues. Interacts, continuously with departments and contractors to manage functional interfaces and recommend a resolution to construction-related problems
    • Deal with routine as well as complex multi-disciplinary issues requiring reasonable problem-solving skills and mental demands
    Requirements
    • BSc in an Engineering discipline from a recognized University in relevant engineering Discipline with extensive construction-related experience. Good skills in construction management, effective communication, conflict resolution
    • A minimum of ten (10) years’ experience in relevant construction and installation activities in projects of oil & gas and Infrastructure industry
    • Experienced in the implementation of construction industry best practices, systems, processes, and standards
    • Relevant experience in Interface, pre-commissioning and commissioning of oil and gas, including experience at a supervisory level
    • Ability to interpret methods statements, construction schedules and drawings
    • Able to resolve problems at the site technically & contractually
    • Having exposure to multinational contractors
