We have a current opportunity for a Construction Lead (Piping) on a contract basis. The position will be based in Qatar/Oman. For further information about this position please apply.
Purpose
 Lead and manage Compression EPC Contractor for safe and successful execution of CP Topsides piping fabrication scopes to meet overall project objectives by insuring HSE, Quality, planning, effective and efficient delivery of Project.
In addition ensure the constructability of the design is consistent with established Project Engineering Drawings and industry processes and standards, effectively manage issues and resolution through strong interfaces with both company and contractor teams delivering full alignment of the Fabrication execution.
Accountabilities
  1. Ensuring adherence to all safety protocols and regulations during fabrication process.
  2. Manages and ensures successful execution of CP Topsides piping fabrication project components to meet prioritized objectives (Safety, Quality, Schedule, and others, as appropriate).
  3. To supervise and control the activities of the Contractor/Subcontractors related to the piping fabrication, Mechanical Completion, Pre-commissioning and Commissioning to ensure that it complies with contractual requirements, project documentation and applicable International Standards.
  4. To check the constructability aspects, as well as the compliance to all technical requirements, of the deliverables provided by the Engineering Team Contractor.
  5. To review deviations to construction standards for comments with Contractors / Subcontractors input, to deliver a consistent dossier (documents, materials, procured and fabricated items, precomm / comm dossiers, as built …) for the construction activities.
  6. Identify any areas of concern with respect to progress and/or quality and recommend corrective actions as required.
  7. Review Contractor’s progress reports and reports for all the activities, highlighting critical problems, drifts and dysfunctions if any.
  8. To Liaise with Contractors/Subcontractors for all structure subject, MC, Pre-commissioning and Commissioning to ensure the Contractors/Subcontractors progress follow up and reporting.
  9. To Participate to Risk Assessments, kick off meetings and Pre-Job Meetings, technical meeting etc. as required in accordance with Company's referential.
  10. To participate to REX and Lessons Learned for the Company.
Qualifications
Bachelors Degree in Sciences or Engineering
Knowledge and/or Experience
 8 rs experience with Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel. Additional relevant work experience may be substituted for technical education.
ood knowledge of Project Execution procedures and field management and techniques including fabrication, welding, lifting, mechanical testing and completions.

JOB PURPOSE

This role supports the Head of Section in managing marine engineering activities related to the design, development, coordination, implementation, execution, and control of marine works within Major Projects, ensuring alignment with the Company's strategy, commitments, and goals.

The position provides specialized technical guidance in marine engineering, including problem-solving, decision-making, and analysis of marine infrastructure and facilities, applying innovative and analytical techniques to achieve Project objectives. The role-holder is also responsible for promoting, adhering to, and ensuring compliance with QAFCO's Occupational Health & Safety, Environmental, Energy, and Quality systems and standards.

KEY ACCOUNTABILITIES

Marine Engineering Design & Technical Management

Lead the review, coordination, and integration of marine engineering deliverables (jetties, quay walls, revetments, breakwaters, dredging, marine pipelines).
• Review and accept technical specifications for all marine systems and equipment, ensuring compliance with Project specifications and international standards (API, BS, DNV, PIANC).
• Coordinate with EPCC Contractor and Subcontractor (design consultants) to resolve technical queries and ensure timely issuance of Issued-for-Construction (IFC) documents.
• Review and validate design calculations, drawings, and specifications for constructability, operability, and maintainability.

. Procurement, Bid Evaluation & Subcontractor Documentation

Participate in the review and technical evaluation of bids for marine works and equipment, ensuring alignment with project requirements.
Review the preparation of Purchase Orders by EPCC Contractor for marine scope, providing technical input and clarifications as needed.
Review and accept Subcontractor documentation, including method statements, fabrication drawings, and quality plans, ensuring compliance with contract and project standards.

Interface & Multidisciplinary Coordination

Act as the focal point for marine engineering interfaces with civil, mechanical, electrical, instrumentation, and product handling systems.
Ensure alignment of marine infrastructure with ammonia and urea loading systems, utilities, and onshore facilities.
Coordinate with construction, commissioning, and operations teams to ensure seamless integration of marine systems into the overall plant infrastructure.

Fabrication, Inspection & Expediting
Oversee fabrication activities for marine structures and equipment at vendor and subcontractor facilities.
Participate in inspections as per Inspection Test Plans (ITPs), including factory acceptance tests, welding inspections, and coating checks.
Monitor and expedite fabrication and delivery activities in line with the project expediting plan.

Profile

Ideally, you should hold a Bachelor's degree and have a minimum of 10 years of relevant work experience, including at least 5 years on major projects.

Experience in Marine Engineering Design and Technical Management is essential.

You should also possess strong interpersonal and organizational skills, along with a good level of computer literacy. Proficiency in Microsoft Office is required.

  • The role manages the full performance of complex, geographically spread offshore facilities, including living quarter complex with more than 10 geographically diverse remote wellhead platforms having more than 100 offshore wells to provide world-scale gas feedstock to LNG plants and Two gas pipeline projects to support QatarEnergy LNG's sales of LNG, NGL, Sales Gas, Helium, Sulphur, Condensate, and its refined products.
  • The job holder manages and controls offshore operations & maintenance activities, accommodation services and logistics, planned and unplanned shutdowns, project expansion coordination and execution, including simultaneous operations involving complex brown field project scope.

Key Job Accountabilities

  • Direct & provide overall leadership to the asset team to deliver QELNG's corporate goals and shareholder expectations related to all aspects of offshore assets performance.
  • Approve and manage all offshore operational risks, including wells and pipelines to lower the risk to As Low As Reasonably Practicable (ALARP). Manage any offshore emergency as level 1 Incident Commander and provide input to operations level-2 Emergency Response Team, by providing leadership during any facility emergencies.
  • Create and motivate a harmonious offshore environment, where personnel share living accommodations for up to 28 days (or other alternate shift schedule) to ensure a conducive productive workforce whilst maintaining workforce morale. Oversee recruitment, training & development, competency assurance, motivation & succession planning, whilst ensuring the Asset is staffed with competent personnel to meet the current and future organizational demands.
  • Demonstrate visible leadership in Safety, Quality, Environment, and Integrity issues in accordance with QatarEnergy LNG Managements System processes and ensure adherence to all processes and standards by providing feedback and guidance to Heads of Operations & Maintenance/Logistics/well & Pipeline Operations when area for improvement is identified.

Key Job Accountabilities

  • Lead and authorize shutdown turnaround with in-house resources including planning, material identification, and work execution. This includes ensuring all facility maintenance strategies, including facility shutdowns and start-ups, pigging, subsea inspections are executed effectively with due consideration to safety and environmental issues. Accountable to implement & execute all integrity and maintenance programs associated with QELNG offshore wells.
  • Authorize & manage for all aspects of development of the asset annual operating and capital work plan and budget (WP&B) and subsequent stewardship of performance against the approved plan, with focus on cost optimization opportunities.
  • Work closely with Subsurface and other stakeholders through Upstream Gas Production Process to ensure and best align Offshore operations activities with onshore demand and to deliver on-spec and on-time gas volumes within specifications as required by Onshore facilities.
  • Implement necessary actions/initiatives to achieve pacesetter performance through directing and validating the collection of data for benchmarking including maintenance performance so that activity is within defined limits.

Knowledge and/or Experience
