Role Description
This is a full-time on-site role for a HSE Manager - Qatarization, located in Doha, Qatar. The HSE Manager will be responsible for implementing and managing health, safety, and environmental (HSE) policies and programs in the organization. Daily tasks include conducting risk assessments, accident investigations, and developing training programs to ensure compliance with regulatory standards. The HSE Manager will also be responsible for monitoring and improving occupational health standards and ensuring a safe working environment for all employees.
· Implementing the company safety policy together with upholding standards required by consultants.
· Represents the company in all safety matters pertaining to internal and external activities.
· Liaising with subcontractors and in drafting daily, weekly, and monthly reports.
· Assisting in preparing and reviewing documents (e.g. Risk assessments method statements).
· Monitoring safety performance and conducting daily safety inspections.
· Compiling daily reports from sub‐contractors.
· Assisting in emergency drills. Communicating with subcontractors.

Qualifications

About The Role
We are seeking a seasoned Health and Safety Manager to oversee and enforce high standards of health, safety, and environmental (HSE) practices across large-scale infrastructure projects, particularly pump stations and sewage treatment works (STW). The successful candidate will play a pivotal role in ensuring compliance, minimizing disruptions, and promoting a culture of safety throughout the project lifecycle.
Key Responsibilities, But Not Limited To
- Lead and coordinate all HSE activities in alignment with client Quality, Health and Safety Department.
- Advise and supervise contractors on safety and health hazard prevention across multiple working areas.
- Monitor and report on the overarching health and safety management system, ensuring its effectiveness from project initiation to operational start-up.
- Conduct regular audits (monthly or as required) of HSE systems and submit detailed reports to the Authority.
- Review and assess safety measures implemented by the Project Company, ensuring compliance with industry standards.
- Recommend strategies to eliminate hazards, reduce risks, and mitigate impacts.
- Support the setup and efficient management of project delivery with a strong focus on HSE and risk management.
- Utilize computer systems for data analysis, record maintenance, and report generation.
- Lead and motivate a team of HSE Engineers and Inspectors to maintain high safety standards.
Candidate specifications
- Bachelor's degree in Engineering or Health & Safety Management from a recognized university.
- Membership in an internationally recognized safety association (e.g., NEBOSH).
- Valid certifications in First Aid and Hazard Assessment (including confined spaces and underground works).
- Extensive years of demonstrable experience, with similar large-scale infrastructure projects.
- Proven experience in the Gulf region is preferred.
- Strong leadership and team management capabilities.
- Proactive mindset with the ability to manage multiple site areas.
- Excellent written and spoken English, with strong technical writing and communication skills.

- Provide leadership and direction to HSE teams, subcontractors, and site personnel, embedding a strong culture of safety and accountability across all project activities.

- Knowledge of Qatar's HSE legislation and international standards.
- Strong track record of managing third-party contractors and building successful HSE programs.
- ERP knowledge (SAP preferred).
- Minimum 8 years of total work experience in HSE management.
