Job Description

The Facilities Maintenance Supervisor supports the Facilities Maintenance Superintendent in the maintenance of all Amentum facilities at the designated site. Supervises and evaluates employees and coordinates the activities of the Facilities maintenance team as directed by the FMT Superintendent. Provides supports with creating reports, maintaining records and handling documentation. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).

Principal Accountabilities

  • Manages FMT work orders involving structural, mechanical, electrical and facility preservation tasks.
  • Ensures that the Preventive Maintenance Program is strictly adhered to.
  • Maintains high standards of quality, safety and performance of the FMT department.
  • Performs periodic inspections.
  • Identifies and initiates corrective maintenance requirements.
  • Oversees preventative and corrective work orders in the DBMS (Maximo), ensuring timely completion within allowable periods.
  • Manages the issuance of preventative and corrective work orders from the DBMS (Maximo) to the Facilities Maintenance Team.
  • Identifies parts and material requirements and initiates purchase requests accordingly.
  • Responsible for the accountability and condition of tools and equipment.
  • Provides and documents on the job training to FMT personnel.
  • Reports personnel issues to the FMT Superintendent.
  • Conforms to Amentum / USAF safety / handling of hazardous materials (HAZMAT) IAW quality standards.
  • Perform other duties as assigned.
  • Works in office environment, maintenance shop and throughout the site booth outdoors and indoors.

Minimum Requirements

  • Background or working knowledge of a variety of skilled trades required.
  • Must have organizational skills and be able to understand, speak, read and write English at an advanced level.
  • Must be proficient in the use of personal computers, Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word.
  • Capacity to work effectively with diverse workforce encompassing diverse cultural backgrounds.
  • Must possess a valid home country driver's license and ability to obtain host nation driver's license.
  • May be required to operate material handling equipment.
  • High School diploma or equivalent required.
  • Experience or qualifications in Facilities Maintenance encompassing a high level of competence in basic electrical work, plumbing, carpentry, metal work and masonry.
  • Five years' experience in Supervisory or Management and organizational planning preferably gained within the armed forces required.
  • May be required to work outdoors for extended periods.
  • May be exposed to extreme noise from operating equipment.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
  • Physically capable of performing all required duties; capable of lifting / pushing / pulling a minimum of 50 lbs. manually handling equipment and material.
  • Must be able to make use of ladders and work on manlifts, scaffolding or elevated locations.
  • Must be able to travel domestically and internationally.
  • Must be able to obtain and maintain required government clearance.
  • Preferred Qualifications

  • Government or military organizational planning and supervisory experience preferred.
  • Six years' experience in Supervisory or Management and organizational planning preferably gained within the armed forces preferred.
  • Computerized Maintenance Management System experience (CMMS); Maximo and Builder SMS desirable.

    • Working alongside CLIENT Roads Operations and Maintenance Engineers to successfully implement and manage a multi-year area-based Roads Performance-based operation and maintenance (O&M) Contract.
    • Review and analyze Assets Performance Measures and Outcome Targets within the Roads Right-of-Way (ROW).
    • Review existing Roads O&M processes and procedures to assess their ability to meet the needs of network users.
    • Possess a reasonable knowledge of O&M of various typical assets within the roads ROW.
    • Support the Roads O&M Department in managing and administering O&M Work Contracts to ensure comprehensive Corridor Management services are provided by maintenance contractors on behalf of the CLIENT.
    • Analyze procedures and strategies in the Roads O&M department and recommend improvements.
    • Develop new processes for the Roads Performance-based O&M Contract to facilitate the transition to new operational and management practices for the roads network.
    • Identify and implement changes in the Roads O&M department to ensure effective transition to new Roads Performance-based O&M Contracts.
    • Recommend management pathways to improve the Network Level of Service.
    • Review and evaluate existing Roads O&M standards, identifying areas requiring procurement or management of outsourced O&M contracts.
    • Contribute to knowledge transfer processes to ensure structured learning and development of CLIENT personnel throughout the contract duration.
    • Supervise knowledge transfer assessments, including appraisals and succession planning, to retain core knowledge, skills, and expertise.
    • Review supply chains to ensure they support CLIENT assets and networks effectively.
    • Assist in developing strategies supporting Qatarization initiatives and organizational development activities.
    • Support the development of National Development Strategies and related strategies on behalf of Asset Affairs.
    • Assist in developing and supporting QMS processes for the Roads O&M Department.

    Qualifications :

    • Bachelor's or master's degree in engineering or a relevant discipline from a Western country (must).
    • Relevant Chartered status and professional licenses.
    • Minimum of 14 years of experience in roads operations, maintenance, and management, with at least 5 years in O&M.
    • A master's degree from a Western country with a minimum of 12 years of experience is acceptable.
    • Regional and international experience required.
    • Strong leadership and team management skills.
    • Excellent communication and interpersonal skills.
    • Knowledge of current trends and innovations in Roads O&M practices.
    • Proficiency in Microsoft Office and other business tools.
    • Experience in developing and implementing QMS processes for Roads O&M.

    Responsibilities:

    • Supervise the employment and management of a full-time Roads Operations and Maintenance (O&M) Contract Performance Area support personnel to work alongside CLIENT to deliver the Scope of Services

    • Review the existing Roads O&M processes and procedures to determine their ability to provide services that meet the needs of Network users.

    • Provide support to AA Management in the administration of the Works Contracts to ensure the full Corridor Management services are being provided on behalf of the CLIENT.

    • Review the existing Incident Response Plans, Diversion Plans for the execution of road works, and support in place for the response to unplanned incidents on all CLIENT road networks.

    • Review cross-organizational protocols with the Emergency Services to ensure that there are plans in place for Emergency response to incidents on the Road networks.

    • Assess the existing procedures and strategies in the Roads O&M department. Identify areas that require improvements and recommend pathways to delivery. Upon approval by AA Management, supervise the implementation and delivery of these improvements.

    • Identify and recommend AA Management pathways to improve the Level of Service.

    • Review and evaluate the existing Roads O&M working standards and identify areas for improvement and/or change. Identify any areas which require further procurement and/or management of outsourced work contracts.

    • Contribute to the implementation of a comprehensive knowledge transfer process which will be in effect throughout the contract duration to guarantee the structured learning and development of CLIENT personnel.

    • Supervise the transfer of knowledge assessment through appraisals and implement succession planning processes to ensure that CLIENT retains core knowledge, skills, and expertise.

    • Review essential supply chains to ensure they are functioning optimally in support of CLIENTs assets and networks.

    • Contribute to the development of strategies to support Qatarisation initiatives and Organisational development activities.

    • Review and support in the development and contribution of National Development Strategies and its Strategies associated to CLIENT on behalf of AA.

    • Review and support in the development QMS for CLIENT.

    Qualifications:

    Qualifications:

    • Bachelors degree in Engineering or a relevant discipline from a Western Country would be preferred.

    • Masters degree in related field would be considered as an asset.

    • Required relevant Chartered status and Professional License(s)

    • Minimum of 14 years of experience in a relevant Industry, with at least 5 years in similar roles, preferably within the roads or drainage sectors.

    • Both regional and international experience is required

    • Strong leadership and team management skills.

    • Excellent communication and interpersonal abilities.

    • Proficiency in project management methodologies and tools.

    • Knowledge of current trends and technologies in the public sector,

    particularly in asset management and operations.

    • Excellent knowledge of Microsoft Office Packages and other tools for daily business needs.

    • Has worked in the development and implementation of QMS.
