Purpose of the position: As a Maintenance Engineer , you will report to the Maintenance Lead and will be part of the COMP3 Project within the Commissioning Department .
Responsibilities- Review the project technical documentation to ensure compliance with contractual and project requirements.
- Verify that maintenance requirements are integrated into all relevant engineering deliverables.
- Review the 3D Model for compliance with OMA principles (Operability, Maintainability, Accessibility).
- Prepare the Maintenance Engineering Execution Plan and procedures.
- Develop the Functional Location Hierarchy and Equipment Register dataset in accordance with ISO 14224, Company standards, and project guidelines.
- Gather maintenance-related design data from technical disciplines and vendors to build the Maintainable Equipment List (MEL).
- Develop and structure the MEL by functional location with clear parent–child hierarchy.
- Perform Quality Control on prepared Asset Register Data before delivery to the Client.
- Conduct Equipment Criticality Analysis (ECA) to rank equipment per safety, environment, and production risk categories, in line with company criticality assessment procedures.
- Execute Reliability Centered Maintenance (RCM) analysis as per SAE JA1011/JA1012 to determine maintenance strategies and tasks.
- Plan maintenance strategies and programs based on OEM data, RCM results, and Risk-Based Inspection (RBI) findings.
- Identify Safety Critical Equipment (SCE) and assign related barriers, performance standards, and assurance tasks.
- Perform spare parts technical analyses (SPIR, RSPL, OSL) and review vendor submissions.
- Review and provide feedback on IOM Manuals to ensure alignment with Company maintenance philosophy.
- Develop Maintenance and Inspection Manuals for systems and equipment.
- Manage documentation and information in alignment with Company Document Management Systems.
- Support turnaround and shutdown management planning and execution.
- Evaluate workload and manpower profiles for maintenance activities.
- Prepare CMMS uploading templates according to Company standards (SAP / ERP / MAXIMO / MERIDIUM, etc.).
- Report activities, progress, concerns, and issues to the Maintenance Lead.
Education: Bachelor’s Degree in Mechanical / Maintenance / Reliability / Industrial Engineering or equivalent discipline.
Experience: Minimum 12+ years of experience in detailed design and maintenance engineering within the oil & gas industry , including hands-on exposure to EPC/EPCM environments and plant maintenance systems.
Languages: English (fluent, written and spoken)
Qualification And Skills- Strong knowledge of RCM, RBI, and ECA methodologies.
- Familiar with ISO 14224 and maintenance data structures.
- Expertise in SAP PM, MAXIMO, MERIDIUM, or equivalent CMMS tools.
- Experience with SCE identification and performance standard definition.
- Proven ability to interpret and review 3D models for OMA compliance.
- Excellent communication and coordination skills with multidisciplinary teams.
- Familiar with turnaround/shutdown planning and asset register quality control.

Working alongside CLIENT Roads Operations and Maintenance Engineers to successfully implement and manage a multi-year area-based Roads Performance-based operation and maintenance(O&M) Contract.
Review and analyze Assets Performance Measures and Outcome Targets within the Roads Right-of-Way (ROW)
Review the existing Roads O&M processes and procedures to determine their ability to provide services that meet the needs of Network users.
Must have a reasonable degree of knowledge of O&M of various types of typical Assets within the roads ROW
Provide support to the Roads Operation and Maintenance(O&M) Department in the management and administration of the O&M Work Contracts to ensure the full Corridor Management services are being provided by maintenance Contractors on behalf of the CLIENT.
Analyze the existing procedures and strategies in the Roads O&M department and prepare recommendations for improvement.
Develop new processes for the Roads Performance-based O&M Contract to ensure the CLIENT transitions to the new way of operating and managing its roads network
Identify and implement changes in the Roads O&M department to ensure an effective transition of the new Roads Performance-based O&M Contracts
Identify and recommend Roads O&M Department Management pathways to improve the Network Level of Service.
Review and evaluate the existing Roads O&M working standards and identify areas which require further procurement and / or management of outsourced O&M Work contracts.
Contribute to the implementation of a comprehensive knowledge transfer process which will be in effect throughout the contract duration to guarantee the structured learning and development of CLIENT personnel.
Supervise the transfer of knowledge assessment through appraisals and implement succession planning processes to ensure that CLIENT retains core knowledge skills and expertise.
Review essential supply chains to ensure they are functioning optimally in support of CLIENTs assets and networks.
Contribute to the development of strategies to support Qatarization initiatives and Organizational development activities.
Review and support in the development and contribution of National Development Strategies and its Strategies associated to CLIENT on behalf of Asset Affairs.
Review and support in the development of QMS Processes for Roads O&M Department.
Qualifications
Either a bachelors degree in engineering or a masters degree in engineering or in a relevant discipline from a Western Country is a MUST.
Required relevant Chartered status and Professional License(s)
A minimum of 14 years of experience in roads operations maintenance and management with at least 5 years direct experience in O&M is MANDATORY.
A masters degree from a Western country with a minimum of 12 years of experience will be acceptable
Both regional and international experience is required
Strong leadership and team management skills.
Excellent communication and interpersonal abilities.
Knowledge of current trends and technologies in the public sector particularly innovations in the Roads O&M practices.
Excellent knowledge of Microsoft Office Packages and other tools for daily business needs.
Has worked in the development and implementation of QMS processes for Roads O&M.

Work closely with the workshop manager, provide clear updates, and ensure accurate reporting of all activities. Diagnose Electrical issues and perform repairs on-site to minimize downtime. Provide technical support, and guidance to operators on crane usage and maintenance. Support the development and optimization of the preventive maintenance program by identifying critical components to reduce downtime and extend equipment lifespan. Follow company and industry safety procedures and regulations Work closely with mechanical team, including technical support, engineering, improve service quality and resolve complex issues. Document all maintenance activities and ensure compliance with quality standards. Update the troubleshoot logbook. Assist with new equipment installation and qualification. Work all shifts flexibly when job demands. Qualifications
A higher education degree in Electrical, Mechanical Engineering At least 5 years of experience in an Electrical, Mechanical engineering role Excellent English skills. Additional languages are a plus. Strong technical knowledge of equipment and machinery, with a preference for brands such as Tadano, Liebherr, Demag, Hitachi, and Grove. Hands-on experience with diagnostic tools, mechanical repairs, hydraulics and electrical systems. Skilled in reading and interpreting technical documentation, including schematics and blueprints.
