Parsons Brinckerhoff has been appointed the program management consultant for the construction of more than 200 local roads and drainage projects in Qatar. The project is part of a strategy to develop roads, drainage, and infrastructure networks throughout the country. Parsons Brinckerhoff will manage and coordinate all interfaces with the client and stakeholders and will oversee the general engineering consultants for each of the five geographic zones comprising Qatar. As such, we have a requirement for an experienced Project Manager to plan, coordinate, and manage the concept planning, development, and implementation phases of the nominated road infrastructure project/s to ensure completion in accordance with required timeframes, cost, quality, and service standards. They will be responsible for the delivery of key infrastructure projects.

1. Responsible for the delivery of our commission obligations and internal project performance
2. Establish effective communications across the project delivery, client, and stakeholder teams
3. Problem solving and decision making
4. Team Leadership, resource management, and team allocation
5. Controlling the internal and external aspects of projects across a range of contractual agreements
6. Mentoring less experienced colleagues on the project
7. Providing a high-quality service delivery team
8. Monitor and report on project progress against predetermined time, cost, and quality specifications
9. Lead and manage the project team, consultants, and contractors to ensure all members are appropriately skilled

The Project Engineer is responsible for planning, managing, documentation and executing engineering projects from conception through completion. The role involves coordinating with multidisciplinary teams, managing resources, documentations control, ensuring compliance with industry standards, and solving any technical issues that arise. • Assist Interface Manager in the submission and approval of permits.

As we continue to grow, we are seeking a talented Project Engineer with a background in Civil Engineering to join our development team and support the successful delivery of our projects from concept to completion.

The Project Engineer will play a key role in supporting the technical planning, design coordination, and execution of real estate development projects. With a strong foundation in civil engineering, the candidate will assist in managing site design, permitting, infrastructure development, and construction coordination, ensuring projects meet design standards, timelines, and budget goals.

• Assist in the design, review, and coordination of civil engineering plans including grading, drainage, utilities, and roadways.

• Collaborate with civil consultants, architects, and contractors to ensure accuracy and integration of design documents.

• Support due diligence, feasibility studies, and site investigations for potential development sites.

• Track permitting processes and assist in securing necessary local, state, and federal approvals.

• Monitor construction progress, assist in quality control, and help resolve field-related engineering issues.

• Maintain organized project documentation including RFIs, submittals, schedules, and as-built drawings.

• Support project managers in managing budgets, timelines, and technical deliverables.

• Ensure compliance with zoning codes, environmental regulations, and engineering standards.

Qualifications

Bachelor’s degree in Civil Engineering or a closely related field (Master’s degree a plus).

2–5 years of relevant experience in land development, site civil engineering, or real estate construction projects.

Knowledge of land development processes, municipal permitting, and infrastructure design.

Proficiency in AutoCAD Civil 3D, Bluebeam, and Microsoft Office; experience with Procore or other project management tools preferred.

EIT certification required; PE license (or progress toward licensure) is a plus.

Strong organizational, analytical, and communication skills.

Ability to manage multiple tasks and collaborate effectively with cross-functional teams.
