Position : Recruitment Specialist

Department : Human Resources

Job Summary

Responsible for planning and executing recruitment activities to source, select, and hire the best talent in line with workforce requirements. Oversees recruitment operations, guides the team, and ensures staffing needs are met efficiently, cost-effectively, and in compliance with policies and procedures.

Key Responsibilities
  1. Develop and implement recruitment strategies, hiring plans, and budgets.
  2. Manage the full recruitment cycle, including job postings, CV screening, interviews, assessments, and offers.
  3. Conduct sourcing campaigns locally and internationally, including career fairs and recruitment drives.
  4. Build strong relationships with hiring managers, recruitment agencies, and external partners.
  5. Act as an employer brand ambassador at events to attract talent.
  6. Monitor recruitment metrics (time-to-hire, cost-per-hire, agency performance) and recommend improvements.
  7. Ensure compliance with recruitment policies, labor laws, and QHSE standards.
  8. Lead and mentor the recruitment team, define KPIs / SLAs, and drive continuous improvement.
  9. Support national development initiatives by actively recruiting Qatari talent.
Qualifications & Experience
  • Bachelor's degree in Business Administration, HR, or related field (HR certifications preferred).
  • 5 to 7 years of relevant experience, with at least 3 to 5 years in a similar role.
  • Proven experience managing a recruitment team and handling high-volume, multi-disciplinary hiring.
  • Industry exposure in Marine, Oil & Gas, or Construction preferred.

Proficiency in MS Office, ATS, and social media recruitment.

Strong organizational, communication, and interpersonal skills.

Fluency in English and Arabic required.

Accountabilities

Key Accountabilities :

  1. Plan and implement recruitment strategy, hiring plan, and budget for Nakilat and JVs.
  2. Design and manage recruitment and selection processes (reviewing JD, screening resumes, conducting preliminary and formal interviews).
  3. Establish recruiting plans by studying organization manpower requirements, anticipating needs (internal/external trends), and collaborating with managers.
  4. Analyze the performance of recruitment agencies, cost per hire, time to hire, and recommend improvements, introducing standardized terms aligned with company policies and budgets.
  5. Develop, acquire management approval, and execute overseas recruitment campaigns for mass recruitment.
  6. Analyze recruitment software, recommend, and implement changes to optimize utilization and streamline processes.
  7. Conduct sourcing activities, review applications, background checks, and interview candidates for various roles.
  8. Serve as a brand ambassador at events like career fairs and on-campus recruiting, building relationships with potential candidates.

Experience :
