Experience
1. Candidate should have a minimum of 10 years overall experience in supervising
fabrication yard construction of oil and gas production / wellhead platform topside
and Jacket structures including construction work and material inspection, review
and approval of construction method statements, load-out activities
2. Computer literate. Good communication and writing skills.
3. Excellent command of English Language (oral and written)
4. Excellent knowledge of industry engineering standards, quality control, safety
and environmental awareness.
5. Excellent ability to interpret and review method statements, inspection and test
plans, construction schedules and drawings.
6. Ability to highlight potential bottlenecks/problems and ability to suggest solutions.

Qualifications

The Construction Supervisor is accountable for the safe, efficient, and compliant execution of construction yard activities. This role ensures that all work is performed to COMPANY standards, international codes, and industry best practices while supervising contractors, subcontractors, and third-party agencies.
Key Responsibilities
- Promote and comply with COMPANY HSE procedures, values, and applicable laws and regulations.
- Lead and manage on-site construction activities, reporting progress to the COMPANY focal on a daily basis.
- Review and approve project schedules and construction activities prepared by contractors and subcontractors.
- Coordinate with OEMs, Class surveyors, and certification authorities to ensure refurbishment activities meet COMPANY and international standards.

- Participate in audits of contractor and subcontractor yards, ensuring compliance with critical processes.
- Review, approve, and validate procedures, records, and as-built documentation including manufacturing record books.
- Drive continual improvement initiatives through reporting, KPIs, lessons learned, and close-out reports.
- Support investigations of quality failures, ensuring proper root cause analysis and corrective actions are implemented.
- Participate in weekly and monthly progress meetings, providing technical and operational input.
Qualifications

- Skilled in computer programs for word processing, database management, spreadsheets, and e-mail communications.
Experience Requirements

Qualifications & Experience Required
- Bachelors Degree in Sciences or Engineering.
- Required to have offshore survival certificate and be able to pass an offshore medical evaluation. OPITO certification is considered a plus.
- Ability to work on or be based on offshore platform or vessel.
- Minimum of 8 years experience with Large Projects in Construction related disciplines (e.g.,construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
- Extensive experience with brownfield project execution both from Contractor and Client organizations as well as strong supervisory skills.

- Coordinates and participates in readiness reviews and approvals to proceed for major offshore activities including site mobilization (e.g., JUB mobilization and set up), pre-shutdown, shutdown, and re-starts
- Supports and communicates project priorities and strategies to all pre-fabrication yard teams for Brownfield and tie-in scopes
- Ensure interfaces (engineering, other construction / fabrication sites, commissioning/ startup, operations, etc.) are properly managed for Brownfield and tie-in scope
- Actively engage with Operations, Marine and Logistics organizations to solicit input, provide feedback and seek alignment with BF construction execution plans as needed

The position is part of the permanent team and is offshore rotating (28d/28d).
Participation in onshore HQ meetings and visits to OEM/service company workshops on ad-hoc basis.
Key Accountabilities
ACCOUNTABILITIES
- To ensure compliance with NOC Incident Free culture, Health and Safety and environment policy is delivering Incident Free Shutdown.
- To manage the preparation and execution teams, for Construction activities offshore, of up to 60 Contracted Supervisors, Foremen & Multi-skilled Technician's.
- To prepare the construction works with the Project Team.
- To plan for the resources, equipment, tools, consumables, …, required for the construction activities offshore.
- Maintain daily communication with onshore coordinators to ensure and report timely preparation and execution.
- To implement necessary actions to guarantee objectives are achieved.
- Provide daily reports to and via the Construction Department Construction Coordinator.
- Accountable for the safe delivery of works execution at site for E&C.
- Contribute to the development of the level 4 plans to maintain critical path.
- To deliver offshore works with zero punch items.
ACTIVITIES
HSE
- Adhere to NOC HSE policy, contributes to meeting the HSE objectives of the E&C.
- Participate to the preparations of the offshore construction activities with the Project Team :
- To plan the works in accordance to prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs.
- To participate to the risk analysis as required for the good performance of the works.
- To participate to detailed design reviews with the Engineering Department of E&C to ensure the constructability and hookability aspects of the works.
- To check the constructability aspects of the deliverables (Work packs) provided by the Engineering.
- To participate in HAZID's and Risk Assessments when required.
- Ensures the Job Safety Analyses are prepared timely for validation by the OIM
Work Preparation
- Participates in Construction Kick Off and preparation meetings.
- Participates in and contributes to meetings and workshops related to preparation as required.
- To assist FOP with preparation of isolation plans and related material requirements.
- To coordinate production & approval of lifting plans.
Ensures required procedures are prepared and available prior starting the works offshore.
Identify requirement for external services and coordinate the mobilization with onshore Construction Lead.
Coordinators

- To prepare the Permit To Works.
- Organizes site surveys as required for the preparation of the works.
- Logistics, materials, contracts
- Ensures equipment, materials, consumables and spares are defined / identified in the Work Orders. Tracks their availability status with the assistance of the Material Coordinator.
- Ensures mobilization of materials, equipment and personnel is achieved as per plan.
Planning
- Provides support to the Project Engineers and/or Construction Coordinators with the preparation of construction plans.
- Inputs to the Level 4 schedule inclusive of the mobilization and demobilization of all offshore personnel, materials and equipment.
- Provides input and participates as required in 5 year to 4 month campaign planning cycle including development of work lists.
- Ensures that manpower and accommodation requirements (labor, supervision, contractors and equipment specialists) are forecast and implemented.
Execution
- Conducts daily safety tours, tool box talk audits and ensures all safety issues are reported through site management in a timely manner.
- To manage the Permit To Works.
- Personally leads offshore Construction Teams to ensure safe and timely implementation and execution.
- Reports progress daily and escalates blockers immediately to ensure critical path is maintained.
- To communicate on daily basis with the FOP entity offshore (OIM, OTL, …) with regards to the works ongoing for
E&C Construction activities.
- To ensure that the resources and organisation from Contractor are adequate with regards to the workload.
- To review and sign-off contractors timesheets.
- To co-ordinate with QA leader for all quality matters. (Inc sign off of MC packages).
- To deliver a consistent dossier (precom/com dossiers, red-mark-up drawings, …) to the E&C Commissioning

- To provide details for the as-built dossiers with Contractors/Subcontractors inputs from Offshore Construction Team.
- To provide feedback for cost realization of the projects.
- Participates to the Lessons Learned review meeting with stakeholders.
- Ensures Work Orders are closed.
- Archives the construction preparation documentation for future reference.
- To contribute to the close out dossier at the end of the project, as well as to participate to REX and Lessons learned for the Company.
