The Construction Supervisor is accountable for the safe, efficient, and compliant execution of construction yard activities. This role ensures that all work is performed to COMPANY standards, international codes, and industry best practices while supervising contractors, subcontractors, and third-party agencies.

Key Responsibilities

• Promote and comply with COMPANY HSE procedures, values, and applicable laws and regulations.
• Lead and manage on-site construction activities, reporting progress to the COMPANY focal on a daily basis.
• Review and approve project schedules and construction activities prepared by contractors and subcontractors.
• Coordinate with OEMs, Class surveyors, and certification authorities to ensure refurbishment activities meet COMPANY and international standards.
• Oversee inspections, dimensional control, welding, NDT, and testing activities (vacuum, air, pressure, piping, etc.), ensuring proper traceability and documentation.
• Manage material and equipment orders to ensure timely availability on site.
• Coordinate with internal COMPANY entities to obtain necessary approvals for critical activities such as lifting, vessel arrangements, welding, painting, and material movement.
• Monitor contractor performance, progress, and HSE statistics; intervene and issue Non-Conformance Reports where necessary.
• Participate in audits of contractor and subcontractor yards, ensuring compliance with critical processes.
• Review, approve, and validate procedures, records, and as-built documentation including manufacturing record books.
• Drive continual improvement initiatives through reporting, KPIs, lessons learned, and close-out reports.
• Support investigations of quality failures, ensuring proper root cause analysis and corrective actions are implemented.
• Participate in weekly and monthly progress meetings, providing technical and operational input.

Qualifications

• Any Graduate / Engineering Degree.
• Skilled in computer programs for word processing, database management, spreadsheets, and e-mail communications.

Experience Requirements

• Minimum 5 years of experience associated with quality control, coordination of activities within construction yards, and Oil & Gas industry projects.
• Must have direct work experience in SPM dry dock refurbishment projects.
• Strong knowledge of COMPANY standards and international codes/standards related to design, fabrication, and inspection.
• Comprehensive expertise in construction activities, welding, material, corrosion, and NDE.

Qualifications & Experience Required

• Bachelors Degree in Sciences or Engineering.
• Required to have offshore survival certificate and be able to pass an offshore medical evaluation. OPITO certification is considered a plus.
• Ability to work on or be based on offshore platform or vessel.
• Minimum of 8 years experience with Large Projects in Construction related disciplines (e.g.,construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
• Extensive experience with brownfield project execution both from Contractor and Client organizations as well as strong supervisory skills.
• Worldwide experience with contractors in particular those involved in the Offshore projects. It is an advantage if you have experience from Clients Completion philosophy.

Activities:

• Provide offshore BF construction technical and execution expertise to support the constructability and installability methods and strategies
• Provide support for the BF execution - including offshore accommodation and POB management, and marine operations (e.g., Jack-Up Barges, DP Accommodation Vessels, Supply Vessels) strategies
• Coordinates and participates in readiness reviews and approvals to proceed for major offshore activities including site mobilization (e.g., JUB mobilization and set up), pre-shutdown, shutdown, and re-starts
• Supports and communicates project priorities and strategies to all pre-fabrication yard teams for Brownfield and tie-in scopes
• Ensure interfaces (engineering, other construction / fabrication sites, commissioning/ startup, operations, etc.) are properly managed for Brownfield and tie-in scope
• Actively engage with Operations, Marine and Logistics organizations to solicit input, provide feedback and seek alignment with BF construction execution plans as needed
• Knowledge-expert on operations and marine practices and procedures related to BF construction (e.g., Work Management System (WMS), Permit-to-Work (PTW), SIMOPS, Marine Operations Manual, Shutdown Management System (SDMS))
• As needed, may be assigned relief for the Offshore BF Construction Lead

• Liaise and report with the QC Inspector on quality related matters.

• Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs).

• Candidate must possess a Degree from recognized University or Diploma in Instrumentation or Electrical/Electronics Engineering with extensive construction related experience.
• Good skills in construction management, effective communication, conflict resolution. Relevant courses in HSE, QAQC and construction.
• Candidate should have a minimum of 15 years overall E&I experience in Construction installation pre commissioning & commissioning oil and gas industries including largescale solar projects or similar nature projects.
• Extensive experience in large scale solar (Photovoltaic) Projects.
• Must have good verbal and written communication skills to interface and communicate with internal and external departments, agencies, contractors and vendors.
• The construction supervisor should have a strong technical background in Instrumentation & Control systems, including knowledge of sensors, transmitters, controllers, PLCs (Programmable Logic Controllers), SCADA (Supervisory Control and Data Acquisition), and other relevant instrumentation equipment used in oil and gas industries.

Primary Purpose of the Job:

Responsible for supervision of construction works executed by contractors to ensure Department's assigned projects are constructed in accordance with the approved Scope of Work, engineering design, QHSE standards & specifications. Oversees and provides guidance and advice to Construction Supervisors in review of construction method statements, material submittals, commissioning and handover to end users. • The Offshore Construction Supervisor is directly contributing to the Al-Shaheen field production objectives attainment by ensuring construction works are executed to plan and within defined duration. This is critical for the business's continuity in terms of project delivery having impact on field production plan.
• Coordinate and supervise Construction Teams annually, on various location in the field.
• Managed positions: PVV Supervisor, E&I Supervisor, QC/Material Supervisor, HSE Supervisor, 10-60 trade techs and Vendors.

The position is part of the permanent team and is offshore rotating (28d/28d). 

Participation in onshore HQ meetings and visits to OEM/service company workshops on ad-hoc basis.

Key Accountabilities

ACCOUNTABILITIES

• To ensure compliance with NOC Incident Free culture, Health and Safety and environment policy is delivering Incident Free Shutdown.
• To manage the preparation and execution teams, for Construction activities offshore, of up to 60 Contracted Supervisors, Foremen & Multi-skilled Technician's.
• To prepare the construction works with the Project Team.

• Maintain daily communication with onshore coordinators to ensure and report timely preparation and execution.
• To implement necessary actions to guarantee objectives are achieved.

• Accountable for the safe delivery of works execution at site for E&C.
• Contribute to the development of the level 4 plans to maintain critical path.

ACTIVITIES
 

HSE

• Adhere to NOC HSE policy, contributes to meeting the HSE objectives of the E&C.
• Participate to the preparations of the offshore construction activities with the Project Team :
• To plan the works in accordance to prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs.
• To participate to the risk analysis as required for the good performance of the works.
• To participate to detailed design reviews with the Engineering Department of E&C to ensure the constructability and hookability aspects of the works.
• To check the constructability aspects of the deliverables (Work packs) provided by the Engineering.
• To participate in HAZID's and Risk Assessments when required.
• Ensures the Job Safety Analyses are prepared timely for validation by the OIM

Work Preparation

• Participates in Construction Kick Off and preparation meetings.
• Participates in and contributes to meetings and workshops related to preparation as required.
• To assist FOP with preparation of isolation plans and related material requirements.
• To coordinate production & approval of lifting plans.

• Ensures required procedures are prepared and available prior starting the works offshore.

• Identify requirement for external services and coordinate the mobilization with onshore Construction Lead.

Coordinators
.

• To prepare the Permit To Works.
• Organizes site surveys as required for the preparation of the works.
• Logistics, materials, contracts
• Ensures equipment, materials, consumables and spares are defined / identified in the Work Orders. Tracks their availability status with the assistance of the Material Coordinator.
• Ensures mobilization of materials, equipment and personnel is achieved as per plan.

Planning

• Provides support to the Project Engineers and/or Construction Coordinators with the preparation of construction plans.
• Inputs to the Level 4 schedule inclusive of the mobilization and demobilization of all offshore personnel, materials and equipment.
• Provides input and participates as required in 5 year to 4 month campaign planning cycle including development of work lists.
• Ensures that manpower and accommodation requirements (labor, supervision, contractors and equipment specialists) are forecast and implemented.

Execution

• Conducts daily safety tours, tool box talk audits and ensures all safety issues are reported through site management in a timely manner.
• To manage the Permit To Works.
• Personally leads offshore Construction Teams to ensure safe and timely implementation and execution.
• Reports progress daily and escalates blockers immediately to ensure critical path is maintained.
• To communicate on daily basis with the FOP entity offshore (OIM, OTL, …) with regards to the works ongoing for 

E&C Construction activities.
- To ensure that the resources and organisation from Contractor are adequate with regards to the workload.
- To review and sign-off contractors timesheets.
- To co-ordinate with QA leader for all quality matters. (Inc sign off of MC packages).
- To deliver a consistent dossier (precom/com dossiers, red-mark-up drawings, …) to the E&C Commissioning
- Supervisor and/or Construction Engineer Coordinator for the offshore construction activities.
- To assist the offshore Commissioning Team as needed.

Post-campaign activity

• Compiles construction execution data and contributes to the project close-out report in conjunction with onshore-based Construction Coordinator and Project Engineers.
• To provide details for the as-built dossiers with Contractors/Subcontractors inputs from Offshore Construction Team.
• To provide feedback for cost realization of the projects.
• Participates to the Lessons Learned review meeting with stakeholders.
• Ensures Work Orders are closed.
• Archives the construction preparation documentation for future reference.
• To contribute to the close out dossier at the end of the project, as well as to participate to REX and Lessons learned for the Company.
