The Senior Legal Affairs Counsel is responsible to monitor all legal activities of the Group to ensure that they are carried out in accordance with relevant laws, regulations, and charters of the companies within the Group. The position develops, maintains, and disseminates legal information to all stakeholders (e.g., cases, statutes, and regulations) to provide support to legal team and assures staff knowledge remains up-to-date.

Job Responsibilities 1

Establish the short and long-term strategy for the division, translate it into business plans with objectives and performance indicators and report on the progress of activities against those plans to measure success to support the achievement of the Group'sstrategic objectives.

Build and lead a motivated, engaged and competent manpower throughout the division, by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to improve performance.

Recommend an optimum organization structure for the division in coordination with GCLO and the Human Resources, to ensure efficient and effective workflow of operational processes and optimal utilization of resources.

Collaborate with Human Resources in the development of the division's manpower plan to ensure timely and best-of-class delivery of tasks.

Prepare and recommend the division's budget in alignment to the respective annual business plan and ensure proper cascading into departmental budgets.

Handle public private partnerships (PPP) proceedings.

Advise on general business law issues and managing the legal issues of all areas of the Company, including but not limited to corporate matters, procurement, safety, security, insurance and sustainability issues.

Represent the department as required in liaison with the superior.

Cooperate and collaborate with the other members of the legal department abroad.

Anticipate and manage the (legal) risks connected with or resulting from the business strategy and operations.

Secure compliance of business operations with relevant laws and regulations.

Pro-actively create and maintain awareness of business employees for (compliance with) relevant laws and regulations.

Review all legal matters and conducts legal research and studies.

Provide legal advice on various matters including but not limited to contracts and agreements templates, corporate affairs, advisory to the organization business units, corporate governance, legal compliance, Joint Venture, Major Projects, disputes and employment related topics.

Prepare draft contracts and agreements required for Company activities and reviews contracts and agreements and submits recommendations.

Prepare and draft legal documents (Notices, claim, official forms, etc.) and corporate documents such as board resolutions, shareholders' assembly, minutes of the meetings, etc.

Supervise and manage the Company's litigation portfolio.

Advice on preparing and negotiating a range of commercial and corporate agreements/documents for the group's entities across the world.

Prepare shareholder agreement, AoA, Partnership deed, joint venture agreement, PPP documents etc.

Lead, manage and train the legal affair counsels.

Job Responsibilities 2

Participate with departments in negotiating contracts and agreements with other parties negotiating claims to reach amicable settlements of contractual disputes and reviews different types of tender documents.

Keep abreast of laws and regulations of the State of Qatar and Laws enacted and effective in GCC countries, and advice the stakeholders on the impacts of new laws and regulations.

Secure legal compliance of Company's operations with relevant laws and regulations.

Pro-actively create and maintain legal and compliance awareness for the organization staff with relevant laws, regulations, and organization policies.

Liaise with shareholders, law firms and Governmental bodies in matters concerning the organization.

Prepare periodic progress reports on the department activities.

Conduct investigations upon request related to violations committed by employees and recommend appropriate disciplinary action.

Manage the development, implementation of and compliance to business unit policies, systems, processes and procedures, identifying potential areas of improvement, to ensure an efficient and effective operation.

Direct the compliance to all relevant HSEandE and QM policies, procedures and controls across the division to guarantee employee safety, legislative compliance, delivery of high quality service standards and a responsible environmental attitude.

Negotiate, draft and finalize international contracts governed by either common or civil laws.

Identify and qualifying properly the risks hidden into any contracts and agreement dealt with

Excellent drafting and organizational skills

Ability to analyze complex legal problems quickly and concisely

Experience handling high volume of contract reviews, drafting and negotiation

Demonstrable evidence of having worked in a role requiring extensive and continuous interaction with various internal and external stakeholders in delivery of objectives

Extensive knowledge of corporate governance, legal and Company secretarial matters

ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.

Job Experience

Minimum 8 years working experience, 5 years in a relevant supervisory position, 2 years GCC experience is a plus

General Counsel/Head of Legal Job Purpose: To provide expert legal advice, support, and risk assessment across all business units of the group holding company. The Legal Advisor will ensure that all business activities comply with applicable laws and regulations in the GCC and other relevant jurisdictions where the group operates. Key Responsibilities: Corporate & Commercial Law Draft, review, and negotiate commercial contracts including shareholder agreements, joint ventures, M&A documents, service agreements, NDAs, etc. Advise on company formation, restructuring, governance, and compliance across all entities under the group. Manage legal due diligence for acquisitions, divestments, and partnerships. Regulatory Compliance Monitor and interpret evolving local and international regulations, including those related to corporate governance, financial regulations, data protection, and foreign investment. Liaise with regulators, legal consultants, and external counsel to ensure the group meets all compliance requirements. Oversee and manage litigation and arbitration proceedings. Work with external legal counsel on disputes involving the company. Assist in resolving legal disputes before they escalate into litigation. Identify legal risks and proactively propose strategies to mitigate them. Ensure legal risks are integrated into the company’s enterprise risk management framework. Legal Documentation & Policy Develop and maintain a legal document repository for group-wide use. Draft and update internal legal policies, templates, and procedures. Train business units on legal best practices and contractual obligations. Qualifications & Experience: Education:

Bachelor’s Degree in Law (LLB) required; Master’s degree or legal specialization (e.g., LLM, MBA with legal focus) preferred. Experience: Minimum 7–10 years of legal experience, with at least 3–5 years in the GCC. Prior in-house experience with a group holding company or multinational organization is highly preferred. Experience in sectors such as real estate, hospitality or investment management is advantageous. Strong commercial acumen and ability to align legal strategies with business objectives. Excellent drafting, negotiation, and communication skills. Bilingual (Arabic and English) strongly preferred. Ability to work in a fast-paced, multicultural environment. High level of integrity and professional ethics. Remuneration: Competitive salary package (tax-free, if applicable in jurisdiction). Annual bonus based on performance.
