Overview:
We are seeking a skilled Mechanical Engineer to develop engineering design packages and deliver innovative solutions that ensure the continuous and efficient operation of a major petrochemical facility. This is a technically challenging role involving problem-solving, plant modifications, and close collaboration with multiple departments to enhance performance and reliability.

Key Responsibilities:

• Deliver mechanical engineering design packages to meet production, maintenance, and HSE requirements.

• Provide design input for plant modifications and improvements.

• Identify and justify equipment/process improvements and prepare work scopes and bid invitations.

• Monitor installation and commissioning of plant modifications, ensuring technical compliance.

• Provide field coordination and technical consultation during project execution.

• Support operations and maintenance teams with technical expertise on plant equipment.

• Contribute to planning and specialised engineering input for plant shutdowns.

• Coordinate with internal stakeholders and external contractors on project activities.

Operating Environment:

Requirements:

• Degree in Mechanical Engineering (B.Sc.).

• At least 8 years of experience in design, construction, commissioning, and maintenance of large-scale petrochemical facilities, including a minimum of 5 years on site.

• Strong knowledge of piping design, construction, and commissioning.

• Membership of a relevant professional engineering institution.

• Solid understanding of safety practices in hydrocarbon processing environments.

• Familiarity with U.S. and British engineering codes and standards.

• Proven experience preparing work scopes, evaluating tenders, and delivering projects safely, on time, and within budget.

• Strong technical and organisational skills, with experience contributing to major petrochemical complex operations.

• Experience in facilities handling ethylene, polyethylene, or sulphur removal is advantageous.

Senior Contracts Engineer

About the Role
We are seeking an experienced Senior Contracts Engineer to provide expert support in contract execution for offshore and onshore projects. This senior role involves managing tendering, contract administration, and compliance from project inception to close-out, ensuring projects are delivered efficiently, safely, and within corporate and legal frameworks.

Key Responsibilities

• Provide practical expertise to project teams on all contractual matters, from tendering to contract close-out.

• Review and advise on Statements of Requirements (SORs), pre-qualification documents, invitations to tender, and evaluation criteria.

• Recommend appropriate tendering and bidding processes based on project scope and complexity.

• Assess scopes of work/services, identify contractual gaps, and verify completeness of technical information.

• Ensure risk assessments are included in tender documents and mitigation measures are addressed.

• Track and respond to queries from tenderers, ensuring timely issuance of clarifications and bulletins.

• Participate in mid-tender meetings, site visits, and face-to-face discussions with bidders.

• Support technical evaluation of bids, ensuring compliance with contractual, commercial, and technical requirements.

• Lead commercial evaluations, analyse proposals, prepare tabulations and reports, and coordinate with evaluation teams.

• Ensure tendering processes are fair, ethical, and consistent with corporate policies, guidelines, and procedures.

• Prepare, review, and finalise contract documents in consultation with project sponsors and relevant departments.

• Provide ongoing support during contract execution, including correspondence, bonds, insurances, and change management.

• Critically review and support preparation of change requests, evaluate contractor proposals, and ensure timely approvals.

• Oversee contract close-out processes, including completion certificates, final accounts, contractor performance evaluations, and discharge certificates.

Requirements

• Bachelor’s degree in Engineering; postgraduate qualifications in Contract Management or Project Management are desirable.

• Minimum 12 years of multi-disciplinary experience in contract execution, including at least 6 years in offshore tenders/contracts for process, living quarters, compressors, wellhead platforms, and associated subsea systems.

• Extensive experience in all aspects of tendering and contract management for complex offshore projects (Feasibility/Concept Studies, Pre-FEED, FEED, EPIC).

• Strong knowledge of contracting strategies, prequalification, scope preparation, tender clarifications, contract negotiation, variations, and claims management.

• Sound understanding of contract law and proficiency in contractual correspondence, report writing, and problem-solving.

• Familiarity with EPIC/EPCM/LSTK contracts and related consultancy or construction contracts.

• Proficient with contract analysis tools and software; experience with SAP MM-ES preferred.

• Strong focus on quality, safety, and operational compliance.

• Excellent communication, analytical, and organisational skills.

• Possess appropriate internationally recognized certifications (CIH, ROH, COH, etc.) showing industrial hygiene professional competence.
• 8 years' experience in the Fields of Public/Occupational Health or Industrial Hygiene with minimum of 3 - 5 years as Industrial Hygienist in Refinery/oil & gas environment/chemical industries.
• Ability to communicate effectively at all levels.
• Ability to manage time effectively, to meet deadlines.
• Ability to coach/instruct in individual or small group settings.
• Ability to apply knowledge and expertise using original and innovative professional approaches and techniques to solve industrial hygiene related issues relating to Refining Operations/oil and gas development and related problems.

• Ability to write specifications and prepare mandated reports, write procedures, perform field inspections, risk assessment, review/prepares proposals and work effectively with various teams.
  
  Qualifications
  
  • B.Sc. in Science/Engineering in Chemistry, Chemical, Environmental, or equivalent education with relevant experience.
  • Attended courses in Industrial Hygiene/Occupational Health/Public Health preferably NEBOSH Diploma.

• Minimum of level 5 in English communication skills (oral/written).
• Extensive knowledge of Mechanical Rotary equipment. Ability to work in a multinational environment.
• Minimum of 8 years experience in Refinery/Oil& Gas/Petrochemical plants. Must have experience in Pumps (Single & Multistage), Steam/Gas Turbines, centrifugal & Reciprocating Compressors, Turbo machinery etc.

  Qualifications
  Minimum 5 - 10 years of hands-on experience in refinery operations, specifically in Condensate Distillation Units, Hydrotreaters, and CCR Platformers. Proven experience in operating and troubleshooting process equipment such as pumps, compressors, heat exchangers, reactors, and control systems.
  
  Technical Skills:
  
  • Strong understanding of process flow diagrams (PFDs) and piping & instrumentation diagrams (P&IDs).
  • Familiarity with Distributed Control Systems (DCS) and Programmable Logic Controllers (PLC).
  • Knowledge of safety systems including HAZOP, LOTO, PTW, and emergency response procedures.
  • Basic mechanical aptitude and troubleshooting skills.
